Background

UNDP end-user community relies heavily on reliable, secure and highly available Information and Communication Technology solutions to communicate within the organization, with donors, programme countries and other entities. The computer, network and productivity tools are needed to provide secure and reliable services and communication tools to UNDP. The Information Management Associates are responsible and accountable in ensuring that the ICT tools and utilities in the designated business unit meet the functional needs of ICT user. Errors in this function and failure to resolve issues with ICT facilities in a timely manner have severe impact on the staff’s ability to deliver services to the organization’s clients.

The purpose of this procurement exercise is to contract three consultants to provide the services of Information Management Associate (IMA)/End User Support.  The Consultants will be responsible for the daily technical support for users of information management tools and technology infrastructure in UNDP locations. The incumbent must be competent in the technical aspects of information systems and productivity tools, end user support, training, implementation, and effective change management.  System support includes both corporate and user area specific technology environments. The IMA should ensure availability of the technology environment and is also responsible for the review and advice on the use of technologies that will enhance the assigned units’ productivity.

Note:

UNDP will contract three individual consultants for this assignment.  Other technically qualified applicants that are not contracted, at the UNDP discretion, will be placed in the roster of consultants, for a period of three years, to be used based on call basis for similar services.

Duties and Responsibilities

Under the general supervision of the Chief, Infrastructure Services and under the technical supervision and guidance of the Manager, Network and Data Center Operations of the Office of Information Systems and Technology (OIST), the Information Management Associate (IMA) is to provide daily technical support for users of information management tools and technology infrastructure in UNDP locations. The incumbent must be competent in the technical aspects of information systems and productivity tools, end user support, training, implementation, and effective change management.  System support includes both corporate and user area specific technology environments. The IMA should ensure availability of the technology environment and is also responsible for the review and advice on the use of technologies that will enhance the assigned units’ productivity.

The key tasks and responsibilities include but not limited to:

  • Ensuring compliance with corporate information management and technology standards, guidelines and procedures for the unit's technology environment;
  • Ensuring that the users computing needs are met;
  • Problem resolution and support for all network and desktop related matters by liaising with OIST central help desk where needed;
  • Installation and configuration of UNDP’s ICT standard hardware/software;
  • Implementing and maintaining security measures, including anti-virus measures, Operating System and Application security patches in accordance with UNDP standards;
  • Preparing hardware/software requirement and specification for the assigned business unit(s), prepare requisitions, and keep up to date inventory of IT assets;
  • Ensuring that the information contained with the web page remains current and meets the published web site design and content standards and guidelines;
  • Designing and conducting training on UNDP standard computing and productivity tools; and
  • Collaborating with Information Systems and Technology staff and IMAs from other units in supporting corporate software and hardware systems.

Required Skills and Experience

Education:

  • Certification in A+ or MCP is required; and
  • MCSE and CCNA certification are added advantages.

Experience:

  • Minimum two years of relevant experience in Microsoft Network Administration is required;
  • Excellent experience and knowledge in Microsoft 7, 8 and 8.1 as well as Microsoft Office 2010, 2013 and O365, Symantec Antivirus Software is required;
  • Hands on experience in problem identification and resolution of industry standard hardware platform is required; and
  • Skills in telecommunications facilities such as email (Outlook), Facsimile, Audio and Video conference facilities/equipment is desirable.

Language:

  • Fluent oral and written communication skills in English is required; and
  • Any other language is an advantage.

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Shortlisted candidates (only) will be requested to submit a Financial Proposal:

  • The financial proposal should specify an all-inclusive daily fee (based on a 7 hour working day - lunch time is not included - and 21.75 days per month), including all envisaged travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed;
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP; and
  • The Financial Proposal is to be emailed to cpu.bids@undp.org as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation

Applicants are shortlisted based on Required Skills and Experience stated in the TOR. Having reviewed applications received, UNDP will invite the top five or six shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical criteria weight/Interview Score (70%).
  • Financial criteria weight/Financial Proposal (30%).

Only candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Technical evaluation - Total 70% (700 points):

  • Technical Expertise and Experience: Weight = 40%; Maximum Point: 400;
  • Interview: Weight: 30%; Maximum Point: 300.

Financial evaluation - Total 30% (300 points)

Payment modalities

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager;
  • The work week will be based on 35 hours, i.e. on a 7 hour working day (lunch time is not included), with core hours being between 9h00 and 18h00 daily.
