Background

The post is located in the Senior Transformative Agenda Implementation Team (STAIT). The Inter-Agency Standing Committee’s (IASC) Emergency Directors Group (EDG) established the STAIT to support the roll-out of the IASC Transformative Agenda at field-level. The STAIT is an inter-agency team which includes senior NGO and UN officials with extensive experience in humanitarian operations. The STAIT provides peer support for country operations to provide a better collective humanitarian response. The STAIT aims to contribute to a ‘mindset shift’ in the way humanitarian actors work together to enable a more effective, accountable and timely humanitarian response.

The STAIT’s work focuses on the following main areas:

  • Leadership (at all levels including: Humanitarian Coordinators, Humanitarian Country Teams, Inter-Cluster, Clusters, sub-national)
  • Coordination;
  • Humanitarian Programme Cycle with a focus on delivery;
  • Accountability to Affected People;
  • Centrality of Protection;
  • Enabling security management.

The Web Developer will report directly to the Humanitarian Affairs Officer in the STAIT.

 Overall Goal and Purpose of the Consultancy

The overall goal of the consultancy is to develop an on-line presence (website and on-line resource centre) for the STAIT to provide a platform for hosting information about the STAIT’s activities, and utilize the website for learning opportunities, communicating issues related to humanitarian policy and practice, hosting discussions amongst a community of practice.   

 The Web Design Specialist will design a site structure that has a professional and creative ambiance which reflects the STAIT team.  The Web Design Specialist will develop the website structure for the STAIT based on a site-map developed by the STAIT team.

Duties and Responsibilities

The Web Design Specialist will be responsible for the following tasks:

  • Design templates that are both attractive and functional for the user that will host information that will be uploaded by the individuals working with the STAIT.  The site will have 20 pages which will have a similar design / template;
  • Each page should be instantly recognizable as part of the STAIT website from its immediate appearance;
  • Convert template designs into functioning web pages:  coding with HTML, CSS, and Java;
  • Design a website functional in different displays:  tablet, smart phone, full screen.

The website will have the following features:

  • A user registration function to allow the STAIT to understand better its audience through the use of analytics, and to have an automated management system for mailing lists (see also, below).
  • A Content Management System (CMS) to allow ‘non-programmatic’ control over the content of the website.  The CMS will allow members of the STAIT team to make changes to the site without the support of a dedicated web developer with coding knowledge.
  • Mail Chimp Integration Feature.  The CMS will integrate a custom mailing list to allow users (registered users) to be added to an e-mail distribution list maintained by the STAIT in an automated manner;
  • a discussion feature (community of practice) where humanitarian practitioners can engage in moderated discussions with each other.  The moderators will be in the STAIT and will use a moderation system to approve and/or delete comments as appropriate.  This feature will be embedded into the CMS where all discussions and comments will be saved into a database;
  • Share This Social Media Button:  the social media app ShareThis will allow any documents to be shared on social media platforms, Facebook, LinkedIn, Twitter, Yammer, Wordpress, Google+ and more;
  • a ‘search’ facility capable of searching within the site architecture and searching externally on the web;
  • The Web Design Specialist will provide a user guide to assist the STAIT members to operate the site (maintain, upload information, add features where necessary);
  • The Web Design Specialist will identify and organize a web hosting service with an ISP to be identified by him/her;
  • The Web Design Specialist will provide training and support to the STAIT for a period of 20 days over a twelve month period after completion of the project to support its evolution.

Note:

The content of the website will be created and uploaded in-house by the Humanitarian Affairs Officer and other members of the STAIT.

The following deliverables are required as part of these Terms of Reference:

  • Attractive website templates designed;
  • Website templates designed and converted into HTML functioning web pages including functions described in the section above, key results;
  • User guide completed that will be used by the STAIT HAO for maintaining the website;
  • Website uploaded with an ISP and functioning on-line.

Note:

Content is developed by the STAIT, not the Consultant Web Design Expert.

The consultant will be paid only after approving authority confirms the successful completion of each deliverable as stipulated hereunder.

The qualified consultant shall receive his/her lump sum service fees upon certification of the completed tasks satisfactorily as per deliverables.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Computer Science, Web Design or a field related to the Terms of Reference is required. Relevant experience and a Bachelor’s Degree can substitute for a Master’s degree.

Experience:

  • Minimum five years’ experience in a web design environment is required;
  • Excellent knowledge of web-based programming languages, including HTML, Java, CSS is required;
  • Experience in designing websites with open source applications (Wordpress, Drupal, Node) is required;
  • Track record in delivering on-line solutions to companies (private sector and/or non-profit) is required;
  • Experience is setting up Content Management Systems, Custom Mailing Lists, Taxonomy and Meta-Tagging Processes, and Discussion Forums (Community of Practice) is required;
  • Experience in and flare for graphic design is an asset;
  • Experience in providing training to (future) content managers is an asset.

Language:

  • Fluency in written and spoken English is required for this post.
