Background

The post is located in the Senior Transformative Agenda Implementation Team (STAIT) based in Geneva. The Inter-Agency Standing Committee (IASC) Emergency Directors Group (EDG) established the STAIT to support the roll-out of the IASC Transformative Agenda at field-level. The STAIT is an inter-agency team which includes senior NGO and UN Staff with extensive experience in humanitarian operations. The STAIT provides peer support for country operations, sharing good practice and providing peer support guided by the vision of transforming and supporting a better collective humanitarian response. The STAIT aims to contribute to a ‘mindset shift’ in the way humanitarian actors work together to enable a more effective, accountable and timely humanitarian response.

The STAIT’s work focuses on the following main areas:

  • Leadership (at all levels including: Humanitarian Coordinators, Humanitarian Country Teams, Inter-Cluster, Clusters, sub-national)
  • Cooordination;
  • Humanitarian Programme Cycle with a focus on delivery;
  • Accountability to Affected People;
  • Centrality of Protection;
  • Enabling security management.

The STAIT requires consultancy capacity to provide support in all five of the main work streams:

  • Field support missions;
  • Remote support to HCTs;
  • Webinars;
  • Communications material; and
  • Shaping policy and practice by sharing lessons learned at country level and feeding these into global policy.

Duties and Responsibilities

Ensure the effective preparation and support for STAIT support missions to Pakistan and Chad, including:

  • Preparation of background documents;
  • Coordination of mission planning and preparation meetings;
  • Liaison with in-country stakeholders to organize mission programme;
  • Support for administrative and logistical preparation, as required;
  • Support the collection, analysis, and presentation of data from Transformative Agenda self-assessments;
  • Support the production and follow-up of the mission report and Action Plan, as required.

Ensure the effective preparation and support for the planned Operational Peer Review (OPR) for Yemen, including:

  • Compilation and preparation of background documents (DropBox);
  • Support secondary data review and preparation of pre-mission briefing paper;
  • Organise and provide secretarial support for pre-mission interviews with key stakeholders;
  • Coordination of mission planning and preparation meetings;
  • Liaison with in-country stakeholders to organize mission programme;
  • Support for administrative and logistical preparation, as required;
  • Support the collection, analysis, and presentation of data from Transformative Agenda self-assessments;
  • Support the production and follow-up of the mission report and Action Plan, as required.

Coordinate the preparation and execution of four webinars on Cash assistance (two-parts), preparedness, and access, including:

  • Provide analysis and research to support the preparation of webinar content as required;
  •  Preparation and dissemination of webinar invitations;
  • Technical support before, during and after webinars;
  • Assist webinar moderator and question management;
  • Preparation and analysis of webinar participant data.

Assist in the updating and expansion of the STAIT web presence, including:

  • Draft and create content for web pages;
  • Update web pages with latest webinar information and other resource material;
  • Liaise with external contractors (translators, graphic designer) when required to initiate and follow-up requests for services;
  • Manage STAIT generic email account.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in International Relations, Development, Law, Political Sciences or Social Sciences, or a related field.

Experience:

  • A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness/response, crisis/emergency relief management, rehabilitation, political affairs or other related area is required;
  • Two (2) years of relevant experience at the international level in humanitarian or development coordination is required.
  • Humanitarian experience in emergency situations (complex emergency or natural disaster) is a strong asset;
  • Ability to use new and existing systems for information management and sharing, and website management an asset;
  • Good understanding and proficient use of Microsoft Office software applications is required;
  • Knowledge of online communication/learning events and the Webex platform would be an advantage;
  • Experience in the UN System as well as with NGOs, both at headquarters level and in the field, is strongly desired.

Language:

  • Fluency in written and spoken English is required for this post;
  • Very good working knowledge of French is required.
