Background

The world is facing humanitarian needs on an unprecedented scale. The external environment is also changing rapidly through climate change, demographic shifts and advances in technology. The global community must continually seek better ways to meet the needs of millions of people affected by conflicts and disasters.

The first World Humanitarian Summit (WHS), which will take place in Istanbul in May 2016, will bring together governments, humanitarian organizations, people affected by humanitarian crises and new partners including the private sector to propose solutions to our most pressing challenges and set an agenda to keep humanitarian action fit for the future.

The next agenda for humanitarian action must be informed by experiences from every part of the world. In the two years preceding the summit, regional and global consultations will be held to gather the perspectives of stakeholders from across the world.

A key milestone on the progress towards the Summit is the Global Consultation, which will take in October 2015, in Geneva.

Duties and Responsibilities

Objectives

Under a designated WHS secretariat staff, the Consultant will be expected to provide the following services:

  • Serve as the New York based focal point for the Global Consultation.In this role the Consultant will work closely with the WHS Team in Geneva to ensure that the Team receives the support it requires from New York, including but not limited to financial, technical and administrative support;
  • The Consultant will liaise with the team in Geneva to ensure that the WHS Team in New York is fully informed about the preparations for the Global Consultation;
  • Support various teams within the WHSs in compiling and consolidating inputs from various reports and other sources in preparation for the Global Consultation;
  • Support the WHS thematic dialogues;
  • Assist with WHSs administrative processes relevant for the Global Consultation;
  • Undertake any other duties assigned.

Expected Outputs and Deliverables:

  • Substantial support to the preparations, implementation and reporting from the Global Consultation;
  • Active engagementin the preparation of the Global Consultation and liaison with the team in Geneva ensuring that both the New York and the Geneva based teams are fully informed about the preparations, including mutual expectations with regard to the respective roles and responsibilities of the two teams.

Duration of the Work:

  • The consultancy is for a period of three months (September – November 2015).

Duty station:

  • The consultancy will be from WHS Secretariat and working space will be provided within the WHSs secretariat;
  • The consultant will be expected to provide own laptop and necessary software to complete the tasks outlined.

  • Excellent written and verbal communication skills and ability to articulate complez ideas in a clear and accurate manner.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, business administration or a related field;
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of two (2) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area;
  • Familiarity with WHS consultative processes and objectives;
  • Required computer skills include: email, internet navigation, word, excel, and power-point;
  • Expertise in conference management and organization with a wide array of different humanitarian and development stakeholders.

Languages:

  • Fluency in English, written and oral, is required, knowledge of another UN language is an added advantage.

Others:

  • Remuneration for the project will be provided upon completion of the tasks outlined in this TOR;
  • The lump-sum amount must be "all-inclusive"; the selected candidate will be expected to provide his/her own equipment and software, as well any other working conditions required to fulfill these tasks;
  • The contract price is fixed regardless of changes in the cost components; any days worked in addition to the timeframe agreed will be at the consultant's own expense unless explicity approved by the WHS Secretariat and UNDP.

Documents to be included with this application:

  • Personal CV or P11, indicating all past experience from similar projects, as well as sthe contact details (email and telephone number) of the Candidate and at least three(3) professinal references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services;
  • Financial Proposal that indicates the all-inclusive fixed total contract rice, supported by a breakdown of costs, as per template provided, If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a managementfee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
