Background

During the National Multi-Stakeholder Dialogue convened by the Philippines GEF Operational Focal Point held from 16-17 June 2015 in Puerto Princesa, there was an initial discussion and identification of the national strategic priorities for funding under the GEF-6.

For the biodiversity and land degradation focal areas,  the BMB and the BSWM have decided to pursue a national project on biodiversity corridor where sustainable land management is integrated as one of the components amounting to USD11.0M.  UNDP has been selected as the GEF Implementing Agency.

In this regard,  a Project Development Specialist will be hired to assist UNDP and the government partners in developing a comprehensive proposal on biodiversity corridor management.

Objectives

This activity aims to develop a comprehensive concept paper on biodiversity corridor management with SLM component, to be proposed under the GEF allocation for the Philippines in the new programming cycle of GEF-6.

Duties and Responsibilities

Scope of Work:

  • Review existing information and interventions on biodiversity conservation and sustainable land management relating to biodiversity corridor management;
  • Identify gaps and needs on biodiversity corridor management in the country in terms of policy, capacities and conservation effectiveness;
  • Facilitate focus group discussions and stakeholder consultations;
  • Prepare the concept paper not exceeding 10 pages using the GEF PIF template;
  • Ensure integrity of the concept based on the need and gaps of the country in biodiversity conservation and relevant GEF-6 strategic objectives.

The Project Development Specialist shall coordinate and work closely with the UNDP and identified partners in the preparation of the concept. He/she shall report to UNDP.

  • Excellent in oral and written communication; have skills to write independent reports, documents, maintain systems and procedures in administering programs.

Required Skills and Experience

Education:

  • Masters degree in development management, environmental planning and management, environmental science, human ecology, forestry, agriculture or its related field.

Experience:

  • At least 7-10 years’ experience and proven expertise in areas of development specifically in: (1) Project Development and Formulation; (2) Biodiversity Conservation and Sustainable Land Management; (3) Institutional Building and Cooperation, and (4) Global environmental issues;
  • With extensive experience and knowledge in biodiversity conservation;
  • Familiarity and up-to-date with national and local programs, projects and initiatives on biodiversity conservation and local governance;
  • Preferably with sufficient knowledge of UNDP and GEF and some level of familiarity with its operations.

Language:

  • Fluent in English;
  • Very good command of oral and written English.
