Background

The Peacebuilding and Social Cohesion Unit of UNDP Sudan works to advance an environment conducive to peace, stability and recovery in Sudan. One key aspect of this work is to support government and civil society initiatives that promote social cohesion, peace consolidation and pluralism. In order to strengthen the capacities of these actors, various projects in the Unit – including DCPSF, DCRC, DDR and JCRP – conduct and commission trainings on conflict analysis and conflict sensitivity, and other aspects related to peacebuilding in Sudan. These trainings are targeted at community stakeholders, members of civil society organisations in addition to Government entities at the State level.

As part of the efforts to streamline UNDP’s peacebuilding activities in Sudan and to establish a roster of experts who can conduct these trainings, the Peacebuilding and Social Cohesion Unit will commission a team of consultants to standardise the training materials used to support conflict management and peacebuilding capacity development in Sudan, and to undertake a related Training of Trainers (ToT) to establish a roster of experts within Sudan.

The training materials will moreover potentially be used by other UNDP Country Offices in Arab-speaking countries.

Purpose and Objectives of the Standardisation of Training Materials:

  • To ensure that stakeholders across the peacebuilding spectrum (government, civil society etc.) participating in UNDP-organized trainings are exposed to the same content and methodology and enjoy the same quality of trainings, and modules are designed to progressively strengthen capacities;
  • To develop peacebuilding training material develop in Arabic for Arabic speaking trainers and trainees;
  • To facilitate the exchange and learning among UNDP Sudan staff as well as among training participants regarding the knowledge, attitudes and skills acquired during the training;
  • To facilitate a coherent framework for the monitoring and evaluation as well as the follow-up of trainings to strengthen capacity development instead of focusing on isolated training sessions;
  • To simplify and professionalise the organization and implementation of trainings conducted by UNDP Sudan and other UNDP in other Arab-speaking countries;
  • To establish a roster of 20-30 Sudanese experts trained in the facilitation of the training materials to implement training activities for UNDP Sudan but also to function as a resource for other partners.

Duties and Responsibilities

Methodology:

The team of consultants, envisioned to be one national Sudanese peacebuilding expert and an international expert in peacebuilding training and capacity development with excellent Arabic skills, will be expected to:

  • Undertake a desk review of existing training manuals on peacebuilding issues from within UNDP and other organizations and apply lessons identified in developing the new manuals;
  • Take into account the diverse range of stakeholders that participate in the UNDP organised trainings (government counterparts, civil society organisations, etc.) and customize the manuals accordingly;
  • Use successful case studies and strategies relevant to the Sudanese context to illustrate various components of the manuals;
  • Contextualize the training material and approach to the conflict dynamics and socio-political situation in Sudan.

Expected Outputs and Deliverables:

  • A comprehensive trainer’s manual, containing the trainer’s guide to all modules in Arabic;
  • A participants’ manual for each module, containing all work-sheets, hand-outs, reference materials etc. in Arabic.

The trainer’s manual will include:

The training modules are envisioned to consist of two introductory modules on 1) Conflict analysis & conflict sensitivity and 2) A general introduction to peacebuilding and conflict management. Three additional modules will be developed with more specialised topics relevant for practitioners in the Sudanese context: 3) Natural Resource Management, 4) Dialogue and Mediation support, and 5) Policy and Peace advocacy at the State and national levels. The proposed titles and categorization of the modules can be discussed with the team of consultants once work is initiated.

Introduction to Conflict Analysis & Conflict Sensitivity, including:

  • Introduction to conflict analysis, including components in conflict analyses and methodologies, process, application etc. based on UNDP’s Conflict Development Analysis Tool;
  • Principles of Do-No-Harm;
  • Conflict-sensitive project design and implementation;
  • Monitoring and Evaluation.

Introduction to Peacebuilding and Conflict Management, including:

  • Essential definitions and understanding of key concepts, e.g. of peace and conflict management;
  • The Role of Women and youth  in Peacebuilding;
  • Local peacebuilding and infrastructures for peace;
  • Natural Resource Management and Resilience;
  • NRM and conflict management, including capacity development;
  • Legal and policy dimensions of NRM.

Peace Process Design, Negotiation, Mediation and Dialogue facilitation:

  • Dialogue and mediation, including design and process facilitation;
  • Customary conflict resolution in Sudan.

Peace Advocacy and Policy Making:

  • Conflict sensitive policy-making and implementation;
  • Awareness and peace promotion at the policy level.

Each module will include:

  • Module objectives;
  • A description of the methodology;
  • Core content to be delivered;
  • Description of any games or group work activities;
  • Associated power-point presentations, case-studies tailored to different audiences, work- sheets or handouts;
  • Background reading materials (preferable in Arabic but can be in English);
  • Bibliography and references for further information.

Each module should be comprehensive and contain all materials needed for a trainer to facilitate the module, without reference to additional resources required.

The participants’ manual will include:

  • Module objectives;
  • A summary of the core content;
  • Handouts;
  • Background reading materials (preferable in Arabic but can be in English);
  • Bibliography and References for further information.

The participants’ manual should serve as a useful resource for the participant, to guide them during the module and to provide them with reference to additional resources they can pursue at their leisure.

  • Recognized expertise on issues related to peacebuilding and conflict management, including conflict analysis and conflict sensitive development programming;
  • Demonstrated strong coordination and facilitation skills;
  • Knowledge of and professional experience from  Arab States.

Required Skills and Experience

Education:

  • A master’s degree in conflict management, international development or related field, or equivalent in experience.

Experience:

  • At least 7 years of working experience in Peacebuilding, conflict management, conflict analysis and related fields;
  • Working knowledge of training methodologies and a commitment to adult learning principles
  • Extensive knowledge and experience in developing training manuals on issues related to peacebuilding;
  • Excellent analytical and documentation skills;
  • Concern for accuracy and quality;
  • A solid understanding of the conflict dynamics and socio-economic development trends in Sudan is an asset.

Language:

  • Fluency in Arabic and excellent Arabic writing skills in addition to good knowledge of English is a requirement.
