Background

In  order to discuss  the possibility  of a more  effective international support for dedicated expertise to complement  the Philippines' own capacities to implement the Framework Agreement on the Bangsamoro (FAB) and the subsequent annexes, a joint UN-World Bank mission visited the Philippines in October 2012.

The mission, following consultations in Mindanao and in Manila, identified the parameters of the Facility for Advisory Support for  Transition Capacities (FASTRAC), a facility that will primarily  service  the technical needs of  the  MILF, and where requested, the GPH Panel and Transition Commission and its technical  working groups to avail of the best national and international expertise.  FASTRAC will also support the wider Mora and civic leadership to build a constituency of support for the peace process.

The FASTRAC will have the following core roles:

  • To expeditiously assist parties with the relevant capacities, as requested by them, to finish the remaining tasks in the formation of the Bangsamoro, starting with the finalization of the Annexes on power and wealth sharing, and normalization modalities and concluding with the ratification of the Basic Law.

To assist with national and international technical expertise the rapid development of capacities to help address challenges that may include:

  • Strengthening cohesion among the Moro Community;
  • Developing political institutions and responsive leadership for the new political entity;
  • Ensuring quick wins Uobs, security, justice, basic services and participation);
  • Facilitating reconciliation and the development of transitional justice and human rights mechanisms;
  • Enabling inclusive, economic growth and sustainable development, with an emphasis on gender-responsive programmes and policies;
  • Ensuring public participation, inclusion and constituency development in the further negotiation of the peace agreement;
  • Strengthening governance, within the parameters of the Framework Agreement and relevant national framework;
  • Delivering on the concept of 'normalisation' as articulated in the Framework Agreement;
  • Support confidence-building measures and facilitate expedited implementation of ongoing programs aimed at addressing the challenges indicated above.
  • Enable more integrated, cost effective, well-sequenced and MILF-GPH coordinated donor technical assistance for the transition.

These core roles will constitute the primary initial areas of support that the UN system, led by the UN Resident Coordinator, and the World Bank will provide to FASTRAC. At all times FASTRAC will ensure that the advice and support it provides is consistent with the Basic Rights articulated in Clause VI of the Framework Agreement, and relevant national and international norms and principles.  To ensure that FASTRAC support is grounded in local political and legal realities, external experts engaged by the Facility will work in close cooperation with national actors to ensure that international expertise is appropriately contextualized.  FASTRAC, while initially working to support the technical needs of the MILF, will also keep the Transition Commission and Government informed on its operations on a regular basis. 

Duties and Responsibilities

Under the overall guidance and direct supervision of the UNDP Team Leader for Resilience and Peacebuilding, the Administrative Assistant will perform the following functions:

  • Provide support to the FASTRAC facility in the efficient maintenance of its administrative system, including finance and logistics
  • Undertake administrative tasks such as travel processing, liquidations of cash advances, processing of payments to suppliers, canvassing/collection of price quotations, payment of utilities and the like;
  • Ensure proper systematic filing and maintenance of office records such as incoming and outgoing correspondences, calendar of activities, transportation requests, staff leave monitoring, request for office supplies, etc.;
  • Maintain, as applicable, financial and accounting records such as e.g. daily expense report, balance sheet and revenue and expenditure ledgers, disbursement vouchers, etc.;
  • Process transportation requests and regulate schedule of vehicle use;
  • Perform secretarial and office support functions such as photocopying, preparations for meetings/workshops and other project activities;
  • Perform other tasks as may be assigned by the Supervisor.

Required Skills and Experience

Education:

  • University degree in business administration, office management, accounting, finance or other relevant field.

Experience:

  • At least 3 years of professional experience in administrative work;
  • Prior experience with UNDP is an advantage.

Language:

  • Excellent English language skills (oral and written);
  • Knowledge of Bisaya or other Mindanao language is an advantage.
