Background

This project has a National Implementation Modality. The Project Associate will therefore be located at the Department of Natural Resources and Environment (DNRE).
Under the overall guidance of the Programme Specialist and the direct supervision of the Programme Analyst based in UNDP Guyana CO and technical guidance of DNRE, the Project Associate will be responsible for ensuring the achievement of outputs of the Project “Minamata Initial Assessment (MIA) for Guyana” through coordination and delivery of implementation support, reporting, and financial and administrative management of the project.

Duties and Responsibilities

Summary of Key Functions:

  • Project reporting.

Coordination and delivery of implementation support , focusing on the achievement of the following results:

  • Supervise the work of project staff, and coordinate the work of consultants and sub-contractors;
  • Mobilize all project inputs in accordance with procedures for nationally implemented projects;
  • Scrutinize and review the deliverables of experts procured under the project, and coordinate clearance of IP;
  • Coordinate organization of meetings, training and workshops;
  • Collect, register and maintain all information on project activities;
  • Liaise with direct supervisor at UNDP, relevant government agencies, and all project partners, including donor organizations and NGOs for effective coordination of all project activities.

Financial and Administrative management, focusing on achievement of the following results:

  • Assist in the financial management tasks;
  • Assist in the maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;
  • Provide support to timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Provide support to the creation of requisitions in Atlas (ERP), register of goods receipt in Atlas;
  • Provide support to budget check for requisitions, Purchase Orders and vouchers;
  • Prepare agendas and arrange field visits, appointments and meetings - both internal and external related to the project activities - and prepare minutes from the meetings.

Project reporting, focusing on achievement of the following results:

  • Write reports from an Inception Workshop and two Board meetings;
  • Prepare and submit quarterly progress reports and yearly progress report to UNDP in prescribed format;
  • Report progress of project to the UNDP and DNRE focal points;
  • Disseminate project reports and respond to queries from concerned stakeholders;
  • Oversee and ensure timely submission of all reports as may be required by UNDP, Global Environment Facility, the Implementing Partner (IP) and other oversight agencies;
  • Provide support to project monitoring.

Required Skills and Experience

Education: 

  • Completed secondary education;
  • Bachelor degree in Environmental Management or Environmental Science or Natural Resource Management, Geology or related field is an asset;
  • Certification in project management is an asset.

Experience:

  • Minimum 5 years’ of progressively responsible professional working experience in project or programme management/coordination;
  • Previous experience in conducting an environment based project coordination work would be an asset;
  • Demonstrable computer skills including Word processing, spread sheets, PowerPoint, and Web-based programmes.

Language:

  • Fluency in written and spoken English.
