Background

Based on the cabinet resolution No. 04-2238, on 26 November 2014 the Kingdom of Bahrain signed an agreement with the United Nations Development Programme (UNDP) to establish the Sustainable Energy Unit (SEU) - in collaboration with UNDP - with the key objectives of developing a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the Kingdom of Bahrain.

Roles of the Sustainable Energy Unit (SEU)

The SEU is the official national designated and dedicated entity to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain. UNDP is committed to provide technical assistance to the Bahrain Sustainable Energy Unit to support the implementation of all policies, strategies and national plans related to energy efficiency and renewable energy. SEU will also have the responsibility for coordinating and implementing regional/or international obligations related to energy efficiency and renewable energy such as those from the League of Arab States/ GCC or the UN General Assembly.

The SEU will prepare among many functions the National Energy Efficiency (NEEAP) and the National Renewable Energy Action Plan (NREAP) and/ or the Nationally Appropriate Mitigation Actions (NAMAs); including the Feed-in-Tariff. The Unit will present the policy documents to the Supreme Council for Energy as well as the Government Monitoring and Follow-up Committee to endorse the plan before it is presented to the Cabinet for approval.

Duties and Responsibilities

The overall objective of the assignment is to revise and update an existing study on the Energy Situation in Bahrain (Gap Analysis study), submitted in June 2011, which shall be used as an up-to-date GAP document by the SEU and the appointed experts and consultants to aid the preparation of the Bahrain’s Energy Efficiency and Renewable Energy Policy Documents.
The appointed expert to undertake the update of the existing Gap Analysis study shall perform all the necessary tasks via gathering the required relevant information and performing the necessary analysis to ensure the production of an up-to-date Gap Analysis study which shall be used as a key document by the SEU and to assist the appointed experts for the preparation of the NEEAP and NREAP and the consultants to complete their tasks.

The preparation of the Gap Analysis study shall be in accordance with the following rational:

Desk study:

  • A desk study to review major national energy related documents. These include government action plan (2015-2018), Bahrain Vision 2030, and other strategic documents. Further, the desk study shall include an update review of sectoral strategies relevant to energy both in the supply and demand sides and any other published reports, related to energy in Bahrain provided by international organizations, think tanks, and research institutions;
  • Interviews:  In order to validate/update the information and data in the existing study, the expert shall run a series of interviews with relevant stakeholders and government entities, private sector entities, major industries, academic institutions, UN organizations and all relevant stakeholders such as NOGA, NOGA Holdings, EWA, BAPCO, GPIC, BANAGAS, ALBA, Ministry of Works, Municipalities and Urban Planning, Ministry of Finance, and the Economic Development Board (EDB);
  • Update the current energy situation in terms of supply and demand as well as the current institutional setup of the energy sector to identify roles of each entity, and review relevant national legislations and laws;
  • Identify legislative and institutional gaps conducive to national energy planning, energy efficiency and renewable energy;
  • Develop policy interventions to bridge the existing gaps.

Deliverables:

  • Monthly briefing by Skype to the SEU;
  • Draft Gap analysis study report for the approval of the SEU. Once approved, develop;
  • A Final Gap Analysis Report;
  • An Executive Summary Report for the use by the senior executives.

Time frame:

  • The technical assistance as proposed above will be carried out by an expert closely working with the National Technical Coordinator appointed by the SEU to Support the development of NEEAP/ NREAP and UNDP Bahrain.
  • The start of the assignment can be planned within 7 days upon signing the contract with UNDP.

Competencies

Fumctional Competencies:

  • Good understanding of overall energy situation and activities;
  • Good knowledge in renewable energy and its related challenges;
  • Track record of good working relationships with national partners;
  • Demonstratedknowledge in institutional, regulatory and legal frameworks for sustainable energy, including the legal drafting of policies and supporting measures, administrative procedures, etc.

Corporate Competencies:

  • Demonstrate integrity by modeling the UN’s values and ethical standards; and
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience

Education:

  • University degree in engineering, energy, economics,  policy development or related field.

Experience: 

  • Minimum of 15 years in the Energy sector or similar fields;
  • Good understanding and analysis of the national energy situation and perspective mainly related to renewable sector;
  • Demonstrated experience in institutional, regulatory and legal frameworks for sustainable energy. Similar experience in drafting energy situation GAP analysis studies would be an added value;
  • Previous experience in formulation of Energy Policies and/or Gap analysis is a must and previous experience in identifying Gap Analysis in the Arab world is advantageous;
  • Experience working on energy policy documents such as the National Energy Efficiency Action Plan (NEEAP) and the National Renewable Energy Action Plan (NREAP) or others is advantageous;
  • Experience working with Governments or national entities related to Government.

Languages:

  • Proficiency in written and spoken English;
  • Knowledge of Arabic an asset.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • CV showing previous work on energy policy related matters and Energy Gap Analysis;
  • Number of days outside Bahrain;
  • Number of days inside Bahrain;
  • Ticket cost can be more than one ticket;
  • Time line plan on  when and what will be done;
  • Daily fees.

Financial proposal:

The financial proposal shall be evaluated on the total lump sum amount basis. The payment terms for this assignment will  as follows:

  • 10 % for Detail work plan;
  • 20 % for Mission report to Bahrain upon completion the first visit;
  • 35 %  for 1st  complete draft of the gap analysis;
  • 10 %  for Power Presentation on the gap analysis;
  • 25 %  for Final report.

Total Cost Calculation:

  • Number of Days (Inside  and Outside of Bahrain) - Number of days x Fees = ;
  • Living Expense at 345 USD a day - 50% of 345 USD x Number of days in Bahrain only= ;
  • Ticket (s) costs to Bahrain;
  • Total of Cost of assignment (Sum of all the above).

Note: Accommodation will be arranged by the project and 50% of DSA will be paid for nights in Bahrain.

Evaluation

The shortlisted applicants will be evaluated using Cumulative Analysis.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation: Technical Criteria weight; 80%, Financial Criteria weight; 20%.

Only candidates obtaining scoring of a minimum of 60 %  on the technical  criteria would be considered for the Financial Evaluation as well as will be included in the competitive consultant roaster  (prequalified  consultant roaster).

Technical Evaluation (80%):

  • Experience related to overall Energy sector - 15;
  • Experience related to institutional, regulatory and legal frameworks for sustainable energy and /or Experience working with Governments or national entities working with and or energy issues - 15;
  • Experience in drafting energy situation Gap analysis studies - 35;
  • Experience in formulating energy policies such as NEEAP and NREAP and/or gap analysis - 15.

Financial Evaluation (20%)

In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The proposal obtaining the overall highest score after adding the score of the technical proposal and the financial proposal is the proposal that offers best value for money.

According to the formula:

  • V = 0.3 (µ/z) + 0.7 (x/y);
  • V = value for money;
  • x = technical score of the candidate;
  • y = highest technical score.

While using this weighted scoring method, the award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
