Background

Under the guidance and direct supervision of the ARR(P) or Programme Manager, the Programme Analyst analyzes financial and economic trends in the project portfolio of the office, and participates in the formulation, management and evaluation of programme activities within a portfolio.

The Programme Analyst will coordinate the programme associates in the office. S/he will work closely with the colleagues in the country and regional office, with other UN Agencies, and UNDP HQs staff.

Duties and Responsibilities

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Conduct review of donor proposals within the practice area specialization assigned;
  • Work closely with the operations manager and the deputy resident representative to ensure best possible strategic management of the environment programme, with specific focus on administrative and financial matters.

Participates in effective management of the CO programme within the practice area specialization assigned  focusing on quality control from formulation to implementation of the country programme achieving the  following results:

  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Initiation of a project, presentation of the project to PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects;
  • Effective participation in audit of National Implementation Modality (NIM) projects;
  • Preparation of inputs for reporting, including donor reporting.

Ensures the management of projects’ budgets and organization and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Elaboration of proposals for planning of financial resources of the CO, preparation of reports containing analysis of the financial situation;
  • Preparation and monitoring of budgets; regular analysis and reporting on the budget approvals and the delivery situation;
  • Establishment of projects’ budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels;
  • Implementation of the control mechanism for projects through monitoring budgets preparation and modifications, budgetary status versus ASL, follow up with HQs on ASL for projects, maintenance of the General Ledger.

Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Required Skills and Experience

Education:

  • Bachelor or Master degree in finance, economics, political or social sciences or related field;
  • Prince2 training and certification, RMG.

Experience:

  • Master’s degree without work experience, or, a Bachelor’s degree with 2 years experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the use of computers and office software packages and handling of web based management systems.

Language:

  • Fluency in English verbal and written is a requirement;
  • Fluency in Samoan is a strong asset.
