Background

UNDP has a long partnership with the Government of Nagaland and has supported several state level initiatives related to ecosystem and livelihoods management, governance, health and gender.

Under an ongoing GEF-UNDP supported project, land degradation in shifting cultivation areas are being addressed through participatory land use planning and integrated farm management practices.

UNDP has also supported the preparation of the first state level Human Development Reports and preparation of district HDRs. Currently, second state level HDR is being prepared. UNDP also supports capacity building of state officials on the preparation of the human development report. A UNDP programme focusing on improved access to social protection for HIV affected populations was also implemented in Nagaland. UNDP also supported a study which aimed to improve women’s participation in governance and empowering them to deal with gender based violence.

The Government of Nagaland is interested in engaging a person on a short-term basis to prepare a full proposal to access schemes, projects and programmes of different donors, including government and external agencies. The purpose of this assignment is to prepare conceptual proposal reports and detailed project reports with which to secure funding for the Government of Nagaland.

Duties and Responsibilities

The Proposal Writer will be responsible for the following tasks:

  • Support the Nagaland Government in preparation of project proposals for mobilizing resources under relevant schemes and programmes;
  • Work closely with the Agriculture Production Commissioner and agriculture allied departments in the state;
  • Develop full proposals based on the Agriculture and Allied Department’s programme strategy and donor interest;
  • Work closely with the relevant departments to ensure that the budget complies with donor requirements;
  • Identify information gaps blocking proposal completion and secure the necessary information to complete the process;
  • Ensure all project partners are fully aware of what information is needed;
  • Develop the project proposals to produce a cohesive, credible and coordinated programme according to the agreed programme strategy;
  • Provide the APC with final copies of proposal before final submission.

  • Provides strong support to programme implementation to ensure activities contribute to strategic results and outcome

Required Skills and Experience

Education:

  • Degree in one of the following disciplines – environment and development studies, natural resource management, agriculture and food technology, social studies, and other relevant development fields;
  • Masters degree would be desirable.

Experience: 

  • At least 5 years of proven experience including at least three years supervisory capacity at the national or international level in the development sector (desirable).
  • Demonstrated experience in writing exceptionally strong/winning proposals to institutional donors like EU, USAID, World Bank, UN or other international donors with relevant technical skills inter alia in agriculture, food technology natural resources;
  • Experience of developing projects proposals and working under strict deadlines;
  • Experience of working in a multi-sector team, including coordinating technical input into proposals;
  • Ability to work rapidly with project members in various locations and remotely in writing and where necessary revising the proposal;
  • Experience of working with Central and State governments;
  • Familiarity with requirements of donors, including external funding agencies and government;
  • Demonstrable experience with policy and programme management, especially in North East India;
  • Experience of working in north-eastern part of India, especially in Nagaland, is a distinct advantage;
  • Good programme design skills, including capacity to prepare logical, coherent and consistent documents including logframes and budgets.

Language:

  • Proficiency in spoken and written English.
