Background

UNDP is a key partner to the Global Fund to Fight HIV and AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Tajikistan. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery. The Country Coordination Mechanism (CCM) in Tajikistan recommended UNDP Country Office to continue leading the role of Principle Recipient for Global Fund HIV/AIDS grant under the New Funding Mechanisms (NFM) with a budget exceeding US$ 17 million over 2.4 years. The overarching purpose of the HIV/AIDS grant is to support the National AIDS Program to strengthening the supportive environment in order to scale up prevention, treatment and care and contain the HIV/AIDS epidemic in the Republic of Tajikistan.

Under the direct supervision of the Deputy Country Director and in coordination with Assistant Resident Representative and responsible Program Analyst, the Project Manager shall be responsible to lead, supervise and coordinate the daily activities of the Global Fund projects and provide strategic direction for the development and provision of support services in the implementation of projects, in order to assure: i) the achievement of planned targets and ii) the effective and transparent execution of the financial resources of the project. The Project Manager provides technical leadership to the implementation of the grant, in collaboration with Government, UN Agencies, donors and other partners, to ensure that the implemented project will contribute to the broader national strategy. When requested by the Deputy Country Director Project Manager represents UNDP in international and national forums, liaises with external clients and a broad range of constituencies and UNDP counterparts in the Government, local and international media, civil society as well as counterparts from other international organizations.

Duties and Responsibilities

Summary of key functions:

  • Ensuring effective implementation of the project;
  • Provision of policy advice and strategic technical guidance to the Government and project partners;
  • Creation of Strategic Partnerships and Alliance for project implementation;
  • Building knowledge and capacity.

Ensures effective implementation of the project, through project planning, management, monitoring and oversight, focusing on achievement of the following results:

  • Optimize the organizational capacity to deliver efficiently UNDP HIV/AIDS project in Tajikistan;
  • Project compliance with appropriate UNDP policies and procedures;
  • Effective leadership of the project team (15 personnel, including 2 technical experts) and assurance of transparency, accountability and quality of services;
  • Development of a progress and financial monitoring and reporting system to ensure judicious tracking of all input and output delivery;
  • Provision of project related guidance to both UNDP's and the Project office's tasks; administration, coordination; supervision, procurement, disbursement, accounting, financial and project management and monitoring of the project;
  • Conduct in-depth programmatic and performance analysis, identifying and managing risks;
  • Negotiate and provide technical assistance to the governmental partner to prepare AWP and detail action plans as a priority of the project.

Ensures provision of policy advice and strategic technical guidance to the Government and project partners, focusing on achievement of the following results:

  • Manage the overall strategic direction and provide leadership to UNDP HIV/AIDS in line with the recently approved CPD and UNDAF;
  • Facilitate learning and experience sharing for government officials, local community leaders, NGOs, CBOs and local experts.
  • Contribute to harmonization and integration of the HIV/AIDS project into the national strategic documents on AIDS, NDS and Health strategic papers;
  • Resource mobilization in health and social protection thematic areas, including financial opportunities for Malaria and TB activities;
  • Provide technical guidance to UNDP project staff and ensure technical support to government counterparts and implementing partners;
  • Coordinate activities and exchange information/ideas with other UNDP programmes to contribute to the achievement of overall country programme objectives.

Creation of Strategic Partnerships and Alliance for project implementation, particularly:

  • Enhance partnerships with National Committee on AIDS, TB and Malaria, Ministry of Health and Social Protection, UN agencies and INGO partners;
  • Coordinate project objectives and activities with local partners, assuring the projects are efficiently integrated with other development efforts;
  • Support to the resource mobilizations activities for the project further growth and geographical expansion;
  • Oversee the development of communication strategies with national and international stakeholders;
  • Facilitate in-country developments, trends and institutional frameworks and identify implications for the work of the Joint Team on HIV/AIDS for advocacy, communication, promotion and fundraising;
  • Harmonize reporting and accounting practices of IPs including programme results, budgeting and financial key performance indicators;
  • Ensure annual audits of Global Fund Sub-recipients.

Building Knowledge and Capacity through results based management strategies, focusing on achievement of the following results:

  • Document lessons learned and best practices in health project development and implementation;
  • Delivery of the capacity building plan for sustainable national programme;
  • Promote a knowledge sharing and learning culture among program staff and other implementing partners at national and district levels;
  • Evaluation of the project impact. Monitoring and analysis of the project environment, timely readjustments in project implementation;
  • Support the establishment and consolidation of mechanisms to track the national response, including national programme efforts, financing and results;
  • Provide any other necessary support in coaching, guidance for the project staff that will boost their capacity to deliver results.

Required Skills and Experience

Education:

  • Masters Degree preferably in Public Health or other relevant Social Sciences Studies or Political Science.

Experience:

  • At least 7 years experience in Public Health or international development, including and 5 years of which in the field of HIVIAIDS and at least 2 years of experience in Malaria and Tuberculosis;
  • Prior experience with UNDP/UN agencies or other international organizations, and relevant work experience in developing countries, preferably in the region will be an asset;
  • Extensive knowledge and experience with the various computer software including MS Word, Excel, Power Point, MS Project;
  • Knowledge of Prince 2 and other Results Based Management methodologies would be an asset;
  • Experience with Non-Governmental Organizations (NGOs) and development aid.

Language:

  • Fluency in the English language is required;
  • Working knowledge of the Russian or Tajik language would be an asset.
