Background and Context

In 2010 OHCHR Uganda develop a Uganda website uganda.ohchr.org based on the OHCHR global website templates. The global website is a rather static website coded in technical language as opposed to contemporary Content Management Systems. At several OHCHR Uganda staff coordination meetings, it has been suggested that the website needs to be re-designed to make it more user-friendly, allowing easy access, search and identification of uploaded resources, calendar scheduling of key events and archiving content that can later be useful for generating reports as required by the office. As technologies keep emerging and user requirements change, it has also been expressed that the OHCHR Uganda need to engage with social media tools such as; Facebook, YouTube, twitter, google+, and have a photo gallery added to the website. The website will remain hosted at Headquarters - Geneva. The website would be updated regularly and would also include field-based stories of success, and or impact. The re-design therefore aims at raising the profile of OHCHR Uganda in the implementation of the High Commissioner’s mandate and general promotion and protection mandate of the Office in Uganda.

The Issue(s) to be addressed

The above context highlights some of the key challenges of uganda.ohchr.org, though it is also important to address some of the new developments that original templates did not provide, such as:

  •  Social Media Platforms and links;
  •  Facebook;
  •  YouTube;
  • Twitter;
  • Google+;
  • Create Photo Gallery;
  • Migrate files from the [current] Hard Drive to OHCHR Local Server.

Project Goal

The consultant will undertake to perform the services with the highest standards of professionalism and ethical competence and integrity.

The consultant is required to:

  • Consult with OHCHR Public Information Officer and IT staff on the most appropriate site map, design colors and configuration of the site, in any case, these must conform to the OHCHR Global website;
  • Conceptualize and re-design of the website based on the approved configurations. The site must be re-designed to be dynamic and interactive and secure.

Duties and Responsibilities

Project Activities:

The consultant shall focus on the following key attributes;

Content:

  • This will be developed in close consultation with the Public Information Officer or other designated OHCH staff.

Usability:

  • The site should be user friendly, with interfaces and Navigation simple and reliable and the website and its content quick and easy to access.

Appearance:

  • The graphics and text and style should be consistent throughout the website. The styles should be professional, appealing and relevant to encourage guests to access and use the site, and provide feedback.

Visibility and Accessibility:

  • The site should have high visibility and be easy to find via all major search engines.

Compatibility:

  • The website must adhere to Xhtml standards and proper CSS coding standards to facilitate cross browser.

Compatibility.

  • The website should be compatible with all major web browsers including Internet Explorer, Netscape, Firefox Opera, Maxthon, Google chrome and Macintosh based browsers.

The consultant must also take into account:

  •  Positive user experience - the purpose of the website and its target audience;
  •  Aesthetically pleasing design - including designs and applications used by similar organizations in other countries and the use of graphic and color, including the use of logos, photographs, illustrations etc to create an attractive design;
  •  Latest website trends, formats and customizations;
  •  Exchanging links with other websites, creating affiliations with similar web sites;
  •  Clear navigation and fast-loading pages including the use of clear and descriptive page titles that ensure that the pages appear  on major search engines and encourage people to access them;

Diversity of website users:

  • Provide a webmaster technical and administrative manual and a simplified user manual for other users;
  • Train the Public Information Officer and IT staff in updating and maintaining the website.

 Duration of the Work:

  • The assignment is expected to take 14 working days spread over four weeks, in any case not later that September 30th 2015.

Duty Station:

  • It is expected that the IC will work from OHCHR Kampala Office to allow ease of access to OHCHR remote server for templates and content essential for re-design.  The IC will have at least three review meetings as necessary, with the PIO and IT staff, and with all OHCHR Kampala-based staff.

Expected Outputs and Deliverables; The IC will ensure the following results are delivered by the indicated timeline:

  • A functional uganda.ohchr.org web site with all the social media platforms as specified in these Terms of reference; and
  • A webmaster and user manuals to accompany the training of the PIO and IT staff.

Deliverables/ Outputs Duration Target  Dates Reviews & Approvals:

  • Development and submission of web site templates and manuals  5 days.  PIO and IT Staff;

Institutional Arrangement:

  • The IC will, report, seek approval/acceptance of all outputs from OHCHR. The IC will be under the direct supervision of OHCHR Public Information Officer;
  • The IC will be called for coordination [review] meetings at OHCHR as required by the supervisor or other designated personnel;
  • The IC may, in the course of the assignment, meet OHCHR staff, and all these engagements will be arranged by OHCHR Public Information Officer;
  • All meetings will be scheduled by OHCHR Public Information Officer. Transport to and from OHCHR Offices will be the responsibility of the IC. However, OHCHR will offer office space [when required] for a specified period [in any case not beyond the project period.];
  • The IC will be offered all available OHCHR public web content to work with, and access to internet services specifically for this assignment.

Results and deliverables:

The consultant will provide

  • A working website for OHCHR Uganda and a sitemap;
  • A website that integrates file content and social media platforms;
  • Webmaster and user manuals;
  • Training of PIO and IT staff;
  • Final consultant’s report which should include information on the approaches/tools used for the consultancy and any recommendations for sustaining the integrity of the website.

Required Skills and Experience

Education:

  • A Bachelor’s Degree in IT, and or, Computer Science with Certification in Web Technologies or web programming.

Experience:

  • 3 years of professional working experience in video-making;
  • Demonstration of ability to use Adobe Premiere and other video editing software is vital;
  • At least three years working experience in website construction and maintenance;
  • Proven experience in designing high quality, creative, and interactive websites in timely manner, as evidenced by a portfolio of sites developed;
  • Previous experience in streaming media would be an added advantage;
  • Demonstrate technical proficiency in relation to emerging Internet Trends, Technology and Tools;
  • Good knowledge of programming languages such as PHP, MYSQL Java, JSP, Servelets, XML, XHTML, JavaScript and Perl. Knowledge of flash would be desirable;
  • Proficiency with Key software and tools such as Dreamweaver, FrontPage, Flash, Fireworks, Freehand ,Adobe, Illustrator CS5 and Photoshop;
  • Basic networking knowledge including use of various web protocols and different networking and internetworking concepts;
  • An awareness of the United Nations syetms and procedueres.

 Language:

  • Fluency in English.

Application Proceudre and  Requirements:

  • Letter of Interest;
  • Personal Profile/Resume with evidence of web sites developed, and indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the IC considers him/herself as the most suitable for the assignment, and a methodology on how to approach and complete the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs using standard template provised as Annex II.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services.
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org

Evaluation Method and Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  •  Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%;
  • Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Price Proposal and Schedule of Payments

Payment shall be by the lump sum modality in the following 3 installments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components:

  • Upon submission and approval of conceptual design, site map and concept on how the IC intends to approach and execute the assignment  20%;
  • Upon submission of approved and tested prototype of web site 30%;
  • Submission of all web site templates on to OHCHR Server, delivery of training manual and Going Alive 50%.

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment.

Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).
