Background

The “Support to Civil Service Reform and Management Capacity of Public Administration” project aims at supporting civil service reform initiatives that are undertaken by the Office of the Minister of State for Administrative Reform (OMSAR) to modernize public sector organizations, provide them with the latest management and ICT tools to further improve their service delivery and facilitate the fulfillment of their missions. This project also backs up the activities that are funded by the EU to boost the technical and managerial capacity of municipalities and non-government organizations.

The UNDP’s assistance to OMSAR has been facilitating the implementation of the reform goals since 1994. The relatively long record of assistance to OMSAR by the UNDP, the reform experiences that have been accumulated by OMSAR, the successive Government Policy Statements that followed the formation of Cabinets in which OMSAR was mandated to reform and develop the public sector, and the new Strategy for the Reform and Development of the Lebanese Public Administration necessitated a new vision for support to administrative reform programs, civil society advancement and local development.

Duties and Responsibilities

The United Nations Development Programme (UNDP) is recruiting an External Evaluation National Consultant to undertake a professional evaluation of the joint project “Support to Civil Service Reform and Management Capacity of Public Administration” with the Office of the Minister of State for Administrative Reform (OMSAR). The National Consultant will be requested to assess the effectiveness, efficiency and added value of the project in terms of achieved outputs and results and contribution to outcome and the way it complemented the administrative reform and development strategy and provide a mid-term evaluation of its national implementation since 2012, including identification of lessons learned and good practice. More specifically, the Consultant will need to look at the planned versus achieved objectives and provide an independent review of the project. The Consultant will also suggest improvements, and adjustments to the implementation approach, and alternatives as required in the context of an improved project design and implementation framework to accompany the strategy. The project evaluation should enable UNDP management and national counterparts at OMSAR to decide on a future course of action, which will be on the current phase, and facilitate the completion of the implementation of the administrative reform strategy.

Required Skills and Experience

Education:

  • Graduate Degree (Masters or equivalent) in Public Administration, Political Science, Management or related Social Science fields.

Experience:

  • At least seven (7) years of professional experience in Projects, Monitoring and Evaluation preferably in governance and advanced knowledge of the public administration reform framework is an advantage.

Languages:

  • Proficiency in Arabic and English;
  • Knowledge of French is a plus.
