South Sudan will complete the first ever National Human Development Report in 2015 with a theme on People, Peace and Prosperity. UNDP is seeking the services of the following consultants as Subject Expert Readers. Objective

The objective of the consultancy is to contribute to writing of the National Human Development Report for South Sudan.

Duties and Responsibilities

Duties and Responsibilities

Under the overall supervision of the Economics Advisor, the Subject Expert Reader will review the draft Human Development Report and contribute substantially to improving its content in specific subject areas.

The subject areas corresponding to specific areas in the report and include:

  • People (Armed conflict and displacement; Population Prospects; Economic diversification and fiscal space; Basic Service Institutions and core functions);
  • Peace (Community peace architecture through community interdependence; National Peace Architecture; Regional Peace Architecture; Small Arms;  and Transitional Justice);
  • Prosperity (measuring prosperity – the national prosperity index, national and state estimates);
  • Delivering prosperity (Developmental and accountable state, South-south and triangular cooperation, including regional integration; Alignment to Sustainable Development Goals and to Africa Vision 2063; Mechanisms that accelerate progress through Policy, Programme and Partnership support; Foster debates consistent with drive to prosperity).

Deliverables and Timelines
The entire exercise will take place September-October 2015 for a total of 8 working days. The activities and deliverables are as follows:

  • Review the draft report in the subject area identified, expand the area within the specified page limit both in substance and in messaging while providing appropriate and relevant evidence;
  • Within a period of 10 calendar days, the consultant will submit an improved draft report in specific subject areas identified;
  • Review the final draft report for appropriate messaging;
  • The consultant is expected to review and provide comments to final draft report within a period of 5 calendar days.

  • Proven research and data analysis knowledge (e.g. Peer-reviewed publications);
  • Excellent analytical and writing skills in an engaging and succinct manner.

Required Skills and Experience

Education: 

  •  Advanced university degree in the related subject areas.

Experience: 

  • Minimum of 10 years’ experience in academia, research institutions, or international development organizations, particularly in developing and analysing qualitative and quantitative data;
  • Familiarity with latest practices and experiences in the focus areas, especially as they are related to the South Sudan context or a similar context;
  • Wide experience in quantitative and qualitative data collection methods and –analysis including surveys, focus group discussions, key informant interviews etc.

Language: 

  • Proficiency in required is English.

Technical proposal

Please submit the following documents:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidates and the contacts of at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment. Use a table to indicate areas you propose to contribute and evidence of expertize.

Example 1:

  • Subject area: South-South and Triangular Cooperation, including regional integration;
  • Evidence: Peer-reviewed publication on using S-S & T Cooperation to enhance trade in Country Y. Paper attached.

Example 2:

  • Subject area: Economic diversification and fiscal space;
  • Evidence: Designed strategy for economic diversification with a view to create fiscal space and create jobs in country X. The strategy is attached.

Financial Proposal

  • A Financial Proposal must be submitted that indicates the number of days and the rate per day.

Total (lump sum)

Notes:

  • The information in the breakdown of the offered lump sum amount provided by the Offeror will be used as the basis for determining best value for money, and as reference for any amendments of the contract;
  • The agreed contract amount will remain fixed regardless of any factors causing an increase in the cost of any of the components in the breakdown that are not directly attributable to UNDP;
  • The Contractor is responsible for arranging and meeting the cost of their vaccinations and medical/life insurance;
  • If  the Contractor is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Contractor must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  • Contractor whose assignment require travel and who are over 62 years of age are required, at their own expense, to undergo a full medical examination, including x-rays after they are selected.

Criteria for Selection of the Best Offer:

  • The offer will be evaluated by using the Best value for money approach (combined scoring method). Technical proposal will be evaluated on 70%. Whereas budget proposed will be evaluated on 30%.

Below is the marks breakdown for technical proposal:

  • Master’s degree in the relevant expert area --- 7 marks;
  • Minimum of 10 years of accumulated experience in the relevant expert area --- 14 marks;
  • Research and data analysis knowledge (e.g. Peer-reviewed publications) --- 21 marks;
  • Excellent analytical and writing skills in an engaging and succinct manner --- 28 marks.

Total - 70 marks

The financial proposal will be evaluated on whether it is:

  • Realistic budget and in line with UNDP consultancy rates.
