Background

UNDP Digital Good is UNDP’s platform for digital fundraising from individuals, within UNDP’s broader Resource Mobilization Action Plan. Development of the platform will include design, development, implementation, and evaluation of an online platform (front-end, back-end, customer relations and community management elements), as well as marketing activities such as creative communications, event organization and partnerships development.

The Communications Group is the lead for Digital Good (fundraising from individuals). It provides policy guidance and develops and implements global communications strategies to reach the media and other key constituencies, such as individual donors, with UNDP’s core messages.

Reporting to the Partnerships and Communications Specialist, the Digital Good Consultant will be responsible for supporting all parts of the Digital Good platform as mentioned above, as well as operational day-to-day coordination and streamlining of all activities related to Digital Good.

The Digital Good Consultant will also undertake any other tasks required for the successful implementation of the Digital Good platform.

Duties and Responsibilities

The consultant will specifically be called upon to support UNDP’s efforts in the following areas:

  • Design, development and implementation of the Digital Good platform, including front-end, back-end, customer relations and community management elements;
  • Operational support to coordination and management of the Digital Good team, under supervision of the Partnerships and Communications Specialist;
  • Draft and implement engagement strategies for Digital Good including communications, events and partnerships elements;
  • Communication and collaboration with UNDP’s Communication Group technical staff to ensure compliance with corporate standards and technical requirements;
  • Communication and collaboration with relevant stakeholders in other parts of UNDP to ensure ongoing legal and administrative compliance;
  • Identification and development of creative opportunities to increase public awareness of UNDP Digital Good;
  • Guidance to the Digital Good team on the implementation and testing of the Digital Good platform, including focus group tests and other instruments to verify progress;
  • Monitoring of trends in fundraising from individuals and community building, including creative marketing and advertising, and application of that knowledge to increase UNDP Digital Good’s visibility, return on investment and impact;
  • Collaboration with partners to leverage international media and social networks to enhance UNDP’s mission;
  • Undertake other related duties at the request by the Supervisor.

Expected deliverables

By December 31st 2015:

  • First draft of the Digital Good platform developed, including front-end, back-end, customer relations and community management elements; timeline and plan for further implementation steps finalized;
  • Engagement strategy drafted including marketing and creative communications, events and partnerships elements;
  • Procurement of additional technical capacity supported in the form of necessary draft RFPs, JDs and TORs;
  • Third party fiduciary agreements drafted as necessary.

By March 31st 2016:

  • Partnerships Communications Specialist supported in operational coordination of the Digital Good team, including ensuring compliance on corporate standards for technical, legal and administrative aspects;
  • Testing of platform setup initiated and implemented, including focus groups and other methods of verification;
  • Support provided on planning and implementing marketing outreach, creative communications, events and partnerships for all of 2016;
  • Latest trends and developments in fundraising researched and integrated into platform setup and testing.

Competencies

  • Fluency in the most used front-end web development languages (HTML, CSS, JS, jQuery);
  • Familiarity with back-end languages and frameworks (Ruby, Ruby on Rails) is an asset;  
  • Ability to communicate and collaborate on front- and back-end design with technical experts;
  • Ability to develop partnerships with counterparts in public and private sectors;
  • Excellent knowledge of trends in fundraising from individuals, community management and creative communications;
  • Excellent English writing and editing skills, French and Spanish are assets;
  • Proven networking skills and ability to interact with staff at all levels, including senior management;
  • Graphic design and process design capabilities are a strong asset;
  • Familiarity with UNDP and UN system is an asset;
  • Familiarity with and strong interest in development issues is desirable;
  • Very effective at multi-tasking;

Required Skills and Experience

Education:

  • Master’s degree in Design, Media, Communication, Journalism, Public Relations, Digital Communications Marketing or related field.

Experience:

  • Minimum five years of relevant experience at the national or international level in digital media, journalism, communications or related field;
  • Demonstrated experience engaging with and knowledge of UNDP’s Country Office system;
  • Demonstrated experience in speedy quality writing and creating compelling online content;
  • Demonstrated experience in building and maintaining online communities;
  • Experience in using web content management systems;
  • Experience in front-end web development;
  • Experience in back-end web development;
  • Experience with UNDP content management systems.

Language:

  • Fluency in spoken and written English;
  • Working knowledge of Spanish or French desirable.

“All-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.

Evaluation

The Evaluation panel will conduct a cumulative analysis in selecting the best candidate(s) weighted on the basis of 70% for technical expertise and 30% for the financial proposal.         

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant(s) whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

Criterion:

  • Previous experience based on CV/resume, web development portfolio and examples of successful campaigns and outreach - 35%;
  • Demonstrated understanding of effective audience outreach, strategies, monitoring and community management -35%;
  • Demonstrated professional experience in events management -15%;
  • Demonstrated professional experience in designing and implementing platform designs and global creative communication campaigns -15%.

Only candidates obtaining a minimum of 70 % of the technical evaluation will be considered for the Financial Evaluation (30%).
