Background

Under the direct supervision of Project Coordinator and guidance of Peace and Development  Dimension Chief and Batken Area Based Development (ABD) Programme Manager, in close coordination with relevant staff from UNDP Tajikistan’s ABD Office in Khujand and technical guidance of the Program Officer, Field Specialist will be responsible for implementation of relevant activities of “Cross-border cooperation for sustainable peace and development” project funded by various donors. 

Duties and Responsibilities

  • Provide regular consultative and advisory support to beneficiaries;
  • Ensure regular needs assessment and conduct relevant training and consultations for target beneficiaries;
  • Regularly conduct monitoring of processes developments at grassroots level;
  • Disseminate relevant information among potential audience;
  • Provide input on the development/revision of manuals and guidelines within the programme;
  • Facilitate coordination of programme activities with all relevant institutions/partner organisations and projects at local level;
  • Ensure timely submission of all periodic reporting and requested information, feedback or comments to PMU;
  • Ensure fulfillment of standards procedures, including the ones of procurement, contracting of services and formalizing partnerships, in accordance with UNDP Rules and Regulations;
  • Coordinate work of local experts engaged in conflict monitoring and community mobilization efforts in selected project localities;
  • Provide technical support for strengthening capacities of the local authorities and cross-border working groups in their role to facilitate and oversee the process of integrating conflict prevention priorities;
  • Perform other relevant duties that may be required for proper project implementation.

Required Skills and Experience

Education:

  • Bachelor degree.

Experience:

  • 3 years of relevant work experience in development projects in the area of peacebuilding/conflict prevention, or governance, or capacity building, or community-based development and/or other related fields, civil service or academia;
  • Experience of working with international organizations, high-level government officials representing central governmental bodies and local administrations;
  • Experience in preparing and holding trainings, drawing up analytical documents;
  • Strong knowledge of all issues of the relevant component, general understanding of all major Programme issues;
  • Understanding of functioning of the institutional structures of KR in the respective field;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language:

  • Fluency in Kyrgyz and Russian;
  • Working knowledge of English.
