Host Agency/Host Institute: The UN Resident Coordinator Office

Brief Project Description:
The UN Resident Coordinator Office has been established in line with the UN reform package unveiled by the Secretary -  General at a special General Assembly session in September  1997. The reform package highlighted the need of establishment a new leadership culture and management structure at the United Nations, and strengthening of the UN Resident Coordinator System was defined as an important priority for action.
With the increasing demands and complexity of Resident Coordinator’s functions and expectations of greater effectiveness, the UN Resident Coordinator has been provided with the support staff that comprised a Resident Coordinator Office (RCO).
The purpose of the RCO in Ukraine is to coordinate the efforts of the UN Country Team operating in Ukraine to ensure provision of efficient and effective assistance to accelerate the country’s steady progress towards social and economic development, observance of the world’s democratic standards and facilitation of Ukraine’s-world integration process.

Organizational Context:    
(1) Coordination assistant will  work in close collaboration with RC Office staff, UN Agencies, national counterparts, international partners, and service providers as required.
(2) The UN Resident Coordinator Office currently consists of the Resident Coordinator/ Humanitarian Coordinator/UNDP Resident Representative who is supported by Director of the RC Office, UN Peace and Development Advisor, UN Coordination Analyst, UN Communications Officer and Executive Associate to the Resident Coordinator.
The Office functions as a coordination mechanism for UN Agencies and Offices which are united by one collective vision and approach which aims to better meet the needs of the country, including the new and more demanding humanitarian, socioeconomic, governance, security and political needs in the short, medium and long-term. Some of the main tasks of the RC Office are to organize regular UN Country Team (UNCT) meetings to make decisions on inter-agency matters, coordinate for UNDAF Implementation and to facilitate the work of other thematic and operational inter-agency groups.
(3) On  17 September 2013 UN launched working goup on youth, providing a platform for discussion of the global UN and Ukraine’s priorities and developments in the area of youth. Through the interagency youth network in Ukraine and in cooperation with the Ministry of Youth and Sports and other national partners RC office works on  strengthening  multi-stakeholder partnership in order to boost youth development, engagement and empowerment.

Learning expectations
Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:
Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching;
Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management;
Volunteering-related skills:  including leadership; civic responsibility; and engagement and active participation.

Beyond the learning opportunities supported by UNV,  RC Office will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. RC office will provide them at its own expense, UN Youth Volunteer will have  equal opportunity to participate in training courses and workshops offered to RCO personnel.

Conditions of Service
A six-month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 648 USD (paid in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Devoirs et responsabilités

Under the supervision of the RC Executive Associate, the UN Youth Volunteer will undertake the following tasks:

  • Compile background materials, information notes, and letters on various topics   related to the UN operation;
  • Provide support with English to Ukranian translation of various documents, including incoming and outgoing communications;
  • Support organization of events and meetings by distributing and coordinating invitations.
  • Provide support to missions, including incoming ones, and to the RCO staff;
  • Provide any other support as required by the team.

Furthermore, the UN Youth Volunteer is encouraged to:

  • Strengthen the knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV events;
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on volunteering experiences and submit them to the team at UNVHQs for consideration (beyond other communications responsibilities), and input to the UNV publications/websites, newsletters, press releases, etc.;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service.

Results/Expected Output:

  • Planned activities and daily course of work are executed accurately and timely according to the agreed schedule and contribute to effective UN coordination support;
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Compétences

  • Fluency in spoken and written English, Ukrainian and Russian is required;
  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;
  • UN Youth Volunteers must be between 18 and 29 years for the whole duration of their assignment;
  • Applicant must be a citizen of Ukraine or legally resident in Ukraine.

  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others).
