The Prime Minister’s Delivery Unit (PMDU) was established to help entities of the Government of Jordan implement their strategies, initiatives and short-midterm plans as outlined in Jordan Vision 2025. The Unit’s mandate is to assist and monitor the implementation of the initiatives that have been designated as priority projects, mega projects and annual plan projects.

First established in 2010 in Jordan, the PMDU has been re-activated to provide the Prime Minister with a dedicated team of problem solvers and implementation experts to help unblock initiatives, Yearly Budget Plans and Executive Development Programs – holding Ministries to account with the specific attention of the Prime Minister but doing so in a supportive partnership with the implementation owners. Additionally, PMDU will track and monitor the implementation progress of the Plans and initiatives assigned to each entity of government, through a platform and will reflect status of all project transparently to the public.

Specifically, the Monitoring team of PMDU will manage the online application that will allow government entities to enter their own initiative status data, completing a set of fields already designed. This system will allow the generation of reports for the Prime Minister, Ministers, and entities and for public reporting to Jordanian citizens and those reports shall be reflected on the platform after a PMDU team allows the publishing of that reports.

Ministries and entities will retain responsibility for collecting their data and updating the system, PMDU resource activity should focus on completing quality checks on the data, conducting analysis of implementation progress across government (by pulling reports and analyzing trends and progress made), designing decision-making tools for senior leaders (using the database and platform to create data visualizations), and maintaining communication of achievement (or lack thereof) with the public. They will proactively detect non-progressing initiatives for leadership attention.

Duties and Responsibilities

Objectives and tasks of the Assignment

The objective of this assignment is to support the PM Monitoring Unit established in 2015 in managing its tasks and mandates to build a national result based monitoring system in the cabinet, management information system to monitor the Jordan Economic Blueprint 2025 and its programs through yearly and midterm plans. In addition of assisting in areas of building capacities and defining methodologies for the Unit components.

Scope of work

The M&E MIS consultant is expected to undertake the following tasks:

  • Assess the Monitoring Unit at the prime ministry;
  • Assets in building a Result based monitoring system;
  • Identifying the final Monitoring frame work.;
  • Manage the implementation of all Monitoring software’s applications needed for the Unit, website and dashboards at PM monitoring Unit and Mopic;
  • Conduct Capacities Building for the staff Unit and stakeholders;
  • Advice in different technical support needed for the PM monitoring Unit and Mopic;
  • Preparation of different RFP’s needed during the implementation.

Deliverables:

  • Assess the Monitoring Unit at the prime ministry;

Required Skills and Experience

Education:

  • University degree (Computer Science, Information system) or any related field.

Experience:

  • A minimum of 15 years of experience in Information management and Monitoring systems;
  • Experience in Result Based Monitoring System;
  • Strong project management skills;
  • Proven experience in GoJ monitoring plans and systems;
  • Knowledge of the country's previous national development plans;
  • Experience on developing social related computerized systems (based on administrative and other data sources);
  • Familiarity with the National Development Programmes;
  • Proven knowledge of monitoring concepts;
  • Proven experience in developing Indicators and KPI’s.

Language:

  • Fluency in English and Arabic.

Computer skills

  • Excellent computer and word processing skills.

1. 2-3 page proposal:

  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work (if applicable);
  • Financial proposal (which includes a breakdown of consultancy fees);
  • Personal CV including past experience in similar projects and at least 3 references.

Noting that, only applications which include the above, will be considered.

Only candidates who meet the preliminary requirements (related education, related experience and relevant skills and competencies) will be technically evaluated.

Individual consultants will be evaluated based on the following methodologies:

 Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 60 points out of a total of 70 in the technical evaluation would be considered for the Financial Evaluation.
