Background

The State of Kuwait and the United Nations Development Programme (UNDP) have a rich history of partnership and cooperation that dates back to 1966. The latest product of this partnership is the adaptation of a Country Programme Action Plan (CPAP) aimed at implementing the Country Programme Document (CPD) covering the period from 2015 to 2018.The CPD (2015-2018) responds to the national development goals outlined in the ‘Vision for 2035’ of the Amir of Kuwait, as well as the Kuwait National Mid-Range Development Plan. It prioritizes areas of support directly informed by the objectives and engagement principles of the UNDP Strategic Plan 2014-2017. The General Secretariat of the Supreme Council for Planning and Development (GSSCPD) is the national executing partner for the implementation of CPAP (2015-2018) in direct partnership and collaboration with UNDP. UNDP Kuwait’s Country Programme focuses on institutional and capacity development as well as incorporating cross-cutting development matters such as  gender equality, human rights and environmental sustainability to respond to the challenges facing  the State of Kuwait.

The Kuwait country programme for 2015-2018 uses the experience of UNDP as a knowledge and partnership executive to foster inclusive, sustainable and successful multidimensional development objectives. Human development is accelerated through increased social empowerment and high-calibre human capital; whereby emphasis will also be placed on promoting healthy lifestyles.

One of the CPAP outcomes, intended to address vulnerable populations and reflect issue-based achievements in line with the strategic plans of UNDP and other United Nations organizations whereby drugs prevention is considred a vital concern that needs to be adressed.

Whereas the project’s mandate is to develop advocacy, prevention, therapeutic and rehabilitation systems.

Duties and Responsibilities

GSSCPD and UNDP Kuwait are initiating a new programme of support in the field of drugs prevention

The services of senior consultant will be sought to undertake the specific following tasks:

  • Desk review existing assessments, reports, previous work done by UNDP;
  • Conduct consultations meetings with all relevant stakeholders and counterparts (GSSCPD, Ministry of Health, Ministry of Interior, Ministry of Awqaf, Ministry of Youth, Ministry of Education, Civil Society Organizations working in the field of drugs prevention and all other relevant stake holders;
  • Prepare a draft Project Document according to UNDP’s Project Document Template incorporating gender and Human Rights principles as cross cutting issues;
  • Update and finalize the draft based on feedback received from UNDP, GSSCPD, and the beneficiary;
  • Prepare a mission report and final standard presentation on the project documents.

Expected Outputs and Deliverables:

  • Project document drafted and finalized as required under the CPAP using the UNDP Project Document Template;
  • Prepare a standard Project document presentation to be delivered to GSSCPD, beneficiary and Kuwait UNDP office explaining all project document details;
  • Submit Mission Report to Kuwait UNDP office.

Deliverables/ Outputs:

  • Project Document  Draft & Presentation-Estimated Duration to Complete:3 weeks-Payment schedule in percentage -50%;
  • Final Project Document & Mission Report -Estimated Duration to Complete:3 weeks-Payment schedule in percentage -50%.

Institutional Arrangement:

  • The consultant will be based in Kuwait and will work closely under the supervision of UNDP Deputy Resident Representative and Social Development Programme Analyst.

Duration of the Work:

  • 6 weeks total duration with at least 2 weeks stay in Kuwait;
  • This would include the desk review, mission visits, documentation, review and presentation of Project document;
  • The Consultancy is expected to start at the beginning of October 2015.

Evaluation:

SThis option is ideal for standard type of services where there are not many possible ways of undertaking/performing the work;

  • The key criteria for rating the qualification and methodology must be stated together with their equivalent percentage weight, so that Offerors can craft their offer appropriately.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; [To be determined];
  •  Financial Criteria weight; [To be determined].

Only candidates obtaining a minimum of certain points would be considered for the Financial Evaluation.

Competencies

  • Analytical skills, communications abilities, teamwork;
  • Substantive experience working with Government partners on the implementation of complex and socially sensitive programs, preferably with projects related to drugs;
  • Good knowledge and experience of working with communities and civil society organizations;
  • Strong writing, communications, interpersonal, and facilitation skills.

Required Skills and Experience

Education:

  • At least Master’s Degree or advanced postgraduate degree in studies in the field of social sciences, development studies, medical and psychological fields.

Experience:

  • At least 10 years’ experience in programme and project planning and design, development monitoring and evaluation;
  • Familiarity with UNDP approach and methodology in project development;
  • Preferred experience in drugs project development within governmental and research organizations in Kuwait.

Language:

  • Solid knowledge of Arabic & English is required.

Evaluation:

Cumulative analysis

The individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 70% would be considered for the Financial Evaluation.

Documents to be included when submitting the proposals:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Attached)
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Brief description of why the individual considers him/herself as the most suitable for the assignment.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
