Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN WOMEN will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Somalia Strategic Note (2014-2016) focuses on achievement of the following results:

  • (i) women lead and participate in decision making at all levels;
  • (ii) women, especially the poorest and most excluded, are economically empowered and benefit from development;
  • (iii) women and girls live a life free from violence;
  • (iv) peace and security and humanitarian action are shaped by women’s leadership and participation;
  • (v) and governance and national planning fully reflect accountability for gender equality commitments and priorities.

To this end, UN Women has elaborated four priorities for promoting operational effectiveness and efficiency: to drive more effective and efficient UN system coordination and strategic partnerships; to institutionalize a strong culture of results-based management, reporting, knowledge management and evaluation; to enhance organizational effectiveness featuring robust capacity and efficiency at country and regional levels; and to mobilize and leverage adequate resources.

It is in this context that UN Women is seeking to recruit a consultant to manage all technical aspects of UN Women’s engagement within women’s political participation in Somalia, with a focus on the south and central regions.

Duties and Responsibilities

Provide high quality advisory and project management services:

  • Support all UN Women engagements on political participation in the south and central regions, including support to the management of all activities as outlined in UN Women Letters of Agreements with government partners and Partnership Cooperation Agreements with civil society;
  • Provide technical advisory support, capacity development and guidance of all partners to help ensure delivery of projects in a timely, effective and efficient manner;
  • Provide high level technical support in all technical level meetings for project design and implementation.

Provide support to ensure effective management of the sub office programme and supervision of the programme team:

  • Provide overall management support and technical guidance to UN Women national staff to ensure effective management of all UN Women activities;
  • Provide on the job capacity development and supervision of UN Women national staff, including work planning and detailed guidance to ensure effective implementation of UN Women activities.

Inter-agency Coordination Support:

  • In the absence of the Country Programme Manager, represent UN Women in technical level meetings, events and workshops addressing women’s political participation, and women, peace and security;
  • Engage pro-actively with the Integrated Gender Unit at UNSOM and provide technical input as required.

Advocacy support and Knowledge building and management: 

  • Build capacity of partners to enable effective and efficient implementation of activities as agreed to in LOAs/PCAs with UN Women;
  • Participate and support advocacy and capacity development efforts on gender equality and women, peace and security arranged by other partners, as appropriate .

Deliverables:

  • UN Women’s partners demonstrate ability to manage LOAs and PCAs;
  • UN Women engage effectively and efficiently in all technical level meetings with other UN partners, government and CSOs.

Required Skills and Experience

Education:

  • Bachelor’s Degree in Social sciences, development studies, gender or related field. Master’s Degree an advantage

Experience:

  • 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience working in the field of gender a requirement;
  • Prior experience working in Somalia on related issues a requirement;
  • Knowledge of the political context, and experience working with women’s political participation a requirement.

Language:   

  • Fluency in oral and written English and Somali is required.
