Background

According to the 2013 United Nations Annual Statistical Report, transport services and motor vehicles represent the 2nd largest expenditure on goods by UN Agencies and is therefore an ideal target for procurement and best practice sharing collaboration between UN agencies. Initiatives promoting “One UN” encourage agencies to act as one wherever possible. Vehicle procurement and vehicle fleet operation are identified as opportunities to promote the “One UN” concept and a project was formed around this initiative in 2012.

Since 2012 this project has been carried out under the leadership of the HLCM Procurement Network, with supportive cooperation of participating agencies. The project goal is to establish collaborative Long Term Agreements (LTAs) and a Fleet Management framework for the procurement and management of common vehicles ensuring that operational requirements are taken into account follow a defensible process and achieving efficiencies.

The Director of UNDP Procurement has since inception led the project and is located at UNDP HQ in New York within the Bureau of Management, the incumbent will report directly to the Director of Procurement.

The incumbent will be responsible for completing Phase II of the project which will entail:

  • Management of tenders;
  • Develop a Fleet Management framework;
  • Capture lessons learned from similar inter-agency exercises;
  • Ensure that full range of project vehicles will be covered.

Under the supervision of the Director of the Procurement Support Office, the Project Manager will provide vehicle procurement and fleet management advisory services to the HLCM working group on harmonized vehicle procurement by leading the related project. The Project Manager will liaise closely with the Chief of the Procurement, UNDP and UN colleagues in New York as well as other members of the HLCM working group. He/she will also work with any applicable vendors for the purpose of completing the project. Travel may be requested.

Duties and Responsibilities

Management of tenders in necessary categories.

Support the tendering process to ensure a complete range of vehicles are available under Frame Agreements within the first six months of the assignment including:

  • Co-lead implementation of the tender process(es) by ensuring “best practices” are incorporated throughout the planning and solicitation process;
  • Manage market research on applicable product and service categories;
  • Manage solicitation development in collaboration with other stakeholders;
  • Examine existing LTAs to ensure that full range of project vehicles will be covered. Work to consolidate LTAs, leveraging those with best prices/T&Cs and propose vehicle categories that are needed from a functional and technical perspective;
  • Manage potential risks that could occur at different stages during procurement activities i.e. in regard to the sourcing and selection of vendors, throughout the procurement process, and after the award of the contract;
  • Collaborate with internal and external stakeholders to achieve the goals of the procurement process;
  • Ensure transparency, accountability and efficiency in all procurement processes through an effective internal control system
  • Produce cost benefit report on outcome of tendering process.

 Develop a Fleet Management framework together with stakeholders and other agencies

Within the assignment period of 12 months develop a complete model framework for fleet management that can be used by organizations as soon as it is completed, including:

  • Review and analyze current fleet management practices in various geographical locations as well as different agencies;
  • Review work methods and procedures and initiate changes, keeping up with the leveraging use of technology and other applications in the business environment;
  • Review ordering procedures and develop recommendations for enhancement;
  • Interact with clients and partners to discuss and resolve common concerns and agree on solutions to improve service delivery;
  • Contribute to the further development of systems, processes, tools and methods relevant to global and specialist procurement operations;
  • Propose best practice solutions in the field of fleet management in the context of international organizations;
  • Manage and develop tools relevant for fleet management in the working context;
  • Develop implementation strategies and plans for tools developed;
  • Collaborate with other agencies and stakeholders to achieve efficiency gains;
  • Pilot innovative fleet managements solutions in countries.

Capture lessons learned for other collaborative inter agency procurement and/or operational exercises:

  • Engage relevant procurement and fleet management professionals internally and externally;
  • Analyze data and good practice examples and develop relevant business cases;
  • Analyze procurement trends across UNDP and the UN system to identify where cost savings and economies of scale can be applied;
  • Contribute to the knowledge sharing and creation in the procurement and fleet management practice; promote “best practice” internally and externally.

Required Skills and Experience

Education:

  • Master’s degree in Procurement, Business or Public Administration, Law, Engineering, Logistics or other related fields.

Experience:

  • Minimum of 7 years of relevant professional experience including at least 5 years at the national or international level;
  • Experience of vehicle procurement in international context;
  • Field experience in fleet management and vehicle procurement is desirable.

Language:

  • Conversational fluency and strong writing skills in English required.
