UNDP supports countries in addressing development, climate, and ecosystem sustainability in an integrated manner.  As a Global Environment Facility (GEF) Implementing Agency, UNDP offers countries highly specialized technical services for programme/project formulation, due diligence, mobilization of required co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management.

 UNDP-GEF’s Green, Low-emission, Climate-resilient Development Strategies team works to support countries to attract and direct public and private investment towards catalyzing and supporting sustainable economic growth through initiatives focused on integrated Climate Change Strategies, Advancing Cross-sectoral Climate Resilient Livelihoods and Strengthening Climate Information and Early Warning Systems for Climate Resilient Development.

 In 2012, UNDP-GEF designed a regional project for Africa that focuses on strengthening climate information and early warning systems for climate resilient development and adaptation to climate change (CIEWS Project). The countries involved in this project are Benin, Burkina Faso, Liberia, Sierra Leone, Sao Tome and Principe, Ethiopia, Uganda, Tanzania, Malawi and Zambia. The project was successfully launched by the Meteorological Department of the Ministry of Transport and Aviation in Sierra Leone in 2013. The project is implemented in collaboration with the Ministry of Agriculture, Forestry and Food Security, the Ministry of Water Resources, the Disaster Management Department and other partners.

Duties and Responsibilities

Functions/Key Results Expected

The National Project Manager (NPM) will report to the UNDP Team Leader of the Energy, Energy, Environment & Natural Resource Management Cluster. He/she will manage the project on a day-to-day basis on behalf of the Implementing Partners, while assuring compliance with the rules and regulations of UNDP. The prime responsibility of the NPM is to ensure that the project produces the results as specified in the project document, to the required quality standards and within the specified timeframe and available budget. The NPM will work closely together with the project partners, UNDP Country Office, and UNDP Regional Technical Advisor.

Tasks include, but are not limited to the following:

Summary of Key Functions

  • Project implementation support;
  • Facilitation of technical and training support to the Meteorological Department as required for implementation of the project;
  • Facilitation of knowledge building and management;
  •  Strategic partnership fostering with project partners.

Provide project implementation support to the Implementing Partner

  • Implement and manage the project on a day-to-day basis on behalf of and in close cooperation with the Implementing Partner.
  • Ensure timely and quality delivery of planned project activities;
  • Act as secretary to the Steering Committee and make recommendations for effective implementation and coordination of project activities;
  • Coordinate and supervise consultants in carrying out their duties at an optimum level through ensuring efficient and effective resource utilization;
  • Prepare quarterly and annual results-based work plans and budgets, risks and management responses, and logical frameworks, and obtain endorsement from the Implementing Partner and Steering Committee;
  • Coordinate the establishment of sub-national project Task Teams;
  • Prepare quarterly implementation status and financial reports for comments and approval by the Implementing Partner and UNDP CO;
  • Prepare Annual Performance Report (APR)/Project Implementation Review (PIR), Mid-term and terminal Project Reports.

Facilitate the provision of technical and training support as required for implementation of the project:

  • Recruit technical consultants and facilitate other expertise of technical and strategic assistance to the Meteorological Department in order to guide the implementation of project activities and assure the highest possible quality;
  • Analyze capacity constraints at the Meteorological Department, and where required provide hands-on support in management, planning and monitoring of project activities;
  • Organize technical team meetings for experience sharing and lesson learning.

Facilitation of knowledge building and management:

  • Seek, analyze and apply knowledge, information, and best practices;
  • Promote knowledge management, document best practices and lessons learned from project implementation, and facilitate dissemination in appropriate format to relevant stakeholders.

Strategic partnership fostering:

  •  Liaise with project partners, donor organizations, NGOs and other stakeholders to ensure effective implementation and coordination of project activities

Impact of Results

The key results have an impact on the overall success of the outcomes of the project on Strengthening Climate Information and Early Warning Systems for Climate Resilient Development in Sierra Leone.

Required Skills and Experience

Education:

  • Master’s Degree in professional areas directly related to the project such as environmental studies, development, programme management, or meteorology.

Excperience:

  • Minimum 7 years of relevant experience in project management, including familiarity with donor reporting, knowledge management, and results based management processes;
  • Demonstrated understanding of sustainable development issues in Sierra Leone;
  • Experience working with Government MDAs;
  • Demonstrated experience in communicating results in appropriate format to a diversity of audiences;
  • Experience working with international organizations would be an asset.

Language:

  • Fluency in spoken and written English.
