During the past five years Indonesia’s economy has grown at an average rate of 5.8%. Stable growth and rising incomes have lifted millions of people out of poverty and propelled Indonesia into the ranks of middle-income countries. The poverty ratio dropped from 17.8% in 2006 to 11.3% in 2014. However, economic growth in recent years has also come at the expense of widespread environmental degradation. A recent study using satellite imagery suggests that Indonesia’s rate of deforestation increased by an average of 47,600 hectares per year between 2002 and 2012, which is the highest rate of deforestation in the world. Deforestation has contributed to increasing greenhouse gas emissions (Indonesia has become the world’s third largest emitter) and loss of biodiversity. Indonesia also has the highest number of mammal species under threat of any country in the world.
Sulawesi (17.46 million ha) is the world’s 11th largest island and is the 4th largest and 3rd most populated island in Indonesia, with a population of approximately 17 million. Sulawesi island has a mix of both Asian and Australasian species, and subsequently has a remarkable globally significant diversity of terrestrial flora and fauna, as well as extremely rich coastal and marine life. Rates of endemism are extremely high. For example, of 127 known mammal species, 72 are endemic (62%), rising to 98% if bats are excluded. Since the 1980s, the island’s natural habitat has been destroyed and degraded on a large scale, primarily due to logging and agricultural conversion. In order to conserve the island’s globally significant biodiversity, the government has established a network of 62 terrestrial PAs and 6 marine PAs on the island since 1982. The 62 terrestrial PA system covers a total area of 1,600,480 ha (or 9.17% of the total land surface).
Despite such efforts, Sulawesi’s biodiversity remains severely threatened and fast degrading due to a number of human-induced threats. Protection and management of existing protected areas (PAs) has not been adequate to prevent extensive encroachment and damage within PA boundaries, whilst natural areas beyond PA boundaries have been even more rapidly degraded as a result of logging, conversion, mining, fire and hunting. The long-term solution to conserving Sulawesi’s biodiversity is an improved PA system that is well integrated into its surrounding landscape, with the capacities and financial resources to safeguard biodiversity from existing and future threats.
To address above-mentioned problems, UNDP is supporting the Ministry of Environment and Forestry (MoEF) to implement a GEF funded project titled “Enhancing the Protected Area System in Sulawesi for Biodiversity Conservation (E-PASS)” for period 2015-2020. The project is designed to strengthen the effectiveness and financial sustainability of Sulawesi’s PA system to respond to existing threats to globally significant biodiversity. This objective will be achieved through three interconnected components: (1) Enhanced systemic and institutional capacity for planning and management of Sulawesi PA system; (2) Financial sustainability of the Sulawesi PA system; and (3) Threat reduction and collaborative governance in the target PAs and buffer zones. The project specifically focuses on Lore Lindu (217,992 ha) and Bogani Nani Wartabone (287,115 ha) National Parks and Greater Tangkoko Nature Reserve (8,665 ha), which are some of the most important sites for terrestrial biodiversity in Sulawesi.
Monitoring, as well as evaluation, provides opportunities at regular predetermined points to validate the logic of a programme, relevancy of activities with project outputs/targets and to make adjustment as needed. The M&R Officer will work under direct supervision of Technical Officer for NRM - UNDP and National Project Manager (NPM) of the E-PASS Project. He/she will be responsible and accountable for the overall monitoring and evaluation of the project implementation, based on the project log frame, and project monitoring and evaluation plan. It will include monitoring of project results, development of donor report and other relevant reports, and communicating project results and best practices. The M&R Officer will support successful implementation of project component 1, 2 and 3 specifically related to knowledge products and project reporting.
Duties and Responsibilities
1. Ensures the implementation of monitoring and reporting policies and strategies, focusing on achievement of the following results:
- Provision of regular update and input in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs and indicators.
- Provision of effective troubleshooting, suggestion for corrective measures to be undertaken, and make arrangements of technical assistance to implementing partners based on results of monitoring, where necessary.
- Timely reporting arrangements are in place and being implemented to ensure that the reporting requirements are met in a timely manner.
- Timely collection of informaton and drafting of ‘human interest stories’ of persons impacted by UNDP supported programming.
- Provision of guidance to implementing partner and serves as focal point for M&R in line with UNDP monitoring and reporting policies, procedures and practices.
- Analysis of data related to the project at the national, provincial and district levels.
- High-quality data presentations, data maps, statistical spreadsheets for internal and external consumption: government, other UN agencies, etc.
- Effective showcase to external stakeholders on progress made and impacts delivered.
2. Ensure effective support of the implementation of evaluation plan, focusing on achievement of the following results:
- Provision of guidance to implementing partner and serves as focal point for M&R in line with UNDP and GEF evaluation policies, procedures and practices.
- Provision of inputs for the Project Manager on the needs of evaluation based on donor requirements.
- Analysis based on data collection for the evaluation process as necessary and requested by independent evaluators.
- Coordination with the project team, project board and the stakeholders to ensure smooth conduct of the evaluation.
- Provision of high quality of data and strategic inputs for improving the existing M&R systems.
- Timely implementation of evaluation recommendations.
3.Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting, focusing on achievement of the following results:
- Effective support to project staff in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
- Established system and updated documentation of research reports, studies and evaluations are maintained. This includes the collection and documentation of relevant reports from government research bodies, national and international agencies, etc.

Required Skills and Experience
Recruitment Qualifications
Education:*
Master degree in International Relations, Political Science, Economics, Statistic or other relevant fields of study would be desirable, but it is not a requirement.
Experience:*
Minimum 6 years of professional experience for Bachelor Degree or 2 years of experiences for Master Degree, preferably in the field natural resource management, forest management/planning, research, community development and/or public policy.
Language Requirements:
Excellent communication skills both written and spoken in English and Bahasa Indonesia.
Other Requirements:
- Experience in planning, design and implementation of monitoring, evaluation and reporting system.
- Very good knowledge and experience in project management.
- Having experience in conducting research and statistical data analysis.
- Good understanding on forest management and/or biodiversity conservation issues in Indonesia would be an advantage.
- Good inter-personal and team building skills.
