Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

The UN Women Fiji Multi-Country Office (MCO) covering the Pacific sub-region has four main thematic areas:

  • Advancing Gender Justice in the Pacific (AGJP);
  • Ending Violence against Women (EVAW);
  • Improving Women’s Economic Empowerment (WEE); and
  • Increasing Community Resilience through the Empowerment of Women to Address Climate Change and Natural Hazards (IREACH).

“From Policy to Action: Ending Violence against Women and Girls in the Pacific” is UN Women’s regional EVAW programme which aims to support a reduction in violence against women and girls in the 14 Pacific Island Countries  covered by the Fiji MCO.

The programme supports Pacific-led activities to improve the policy environment on ending VAWG as well as meet the immediate needs of women and men at the community level who are experiencing violence today; supports Pacific organisations to deliver services that meet the needs of survivors; and takes steps to prevent violence from occurring in the first place by working with media organisations and community organisations to promote community based solutions.

The Fiji MCO EVAW programme manages the Pacific Regional Ending VAW Facility Fund (Pacific Fund); and coordinates the UN-Government Joint Programmes on Ending VAW in Kiribati and Solomon Islands.  UN Women’s work is framed under the UN Secretary General’s UNITE to end Violence against Women campaign and is informed by regional guidance such as the Pacific Leaders Gender Equality Declaration.

The Pacific Fund aims to increase access to resources and training, to strengthen government and civil society resources to design and implement effective initiatives to prevent violence against women and girls (VAWG) and expand the provision of and access to rights based and gender responsive services. The premise underlying the design is that: through increased financial resources and capacity development, civil society organizations (CSOs) and governments in the Pacific will provide more effective, comprehensive and holistic services to survivors of violence, their families and communities, and will support the progressive development of prevention strategies to end intergenerational cycles of violence against women and girls. The project offers grants and intensive support to the selected organisations through a targeted and coordinated capacity development programme.

A robust, yet practical monitoring and evaluation framework (2012-2016) has been designed to ensure that the Pacific Fund is equipped to systematically generate, capture and disseminate knowledge through a greater investment in monitoring and evaluation for the benefit of other practitioners, policy makers, and advocates.

Under the supervision and guidance of the Project Manager of the Pacific Fund, the Monitoring, Evaluation, and Knowledge Management Coordinator will be responsible for the following main tasks:

  • Implement the Pacific Fund Monitoring and Evaluation Framework (2012 – 2016), including the provision of tailored technical assistance to grantees, identification of learning cohorts and enhancement of knowledge management practices and products;
  • Provide technical peer review and support to Pacific Fund shortlisted applicants and grantees in the development of their baseline, monitoring, and evaluation plans;
  • Coordinate the documentation of results and dissemination of knowledge on proven practices in the field of ending violence against women in the Pacific; and
  • Document successes and lessons learned which highlight and provide evidence to the theory of change which underpins the project’s approach.

Duties and Responsibilities

Summary of Key Functions:

  • Provide support and develop monitoring and evaluation activities of the  Pacific Fund;
  • Provide technical monitoring and evaluation support to the Pacific Fund grantees; and
  • Facilitate knowledge building and sharing on monitoring and evaluation.

Spearhead the implementation of the Pacific Fund Monitoring and Evaluation activities:

  • Support the implementation of the Pacific Fund Monitoring and Evaluation Framework (2012 – 2016), including the provision of tailored technical assistance to UN Pacific Fund grantees, track and report on progress made, identification of learning cohorts and enhancement of knowledge management practices and products;
  • Support the Pacific Fund Program Manager in extracting, documenting, and disseminating critical lessons learned and proven practices from the work of grantees;
  • Provide technical backstopping, substantive oversight for rolling out, and delivery of the Pacific Fund training curriculum and workshops on M&E for grantees;
  • Develop the main M&E tools in conjunction with the International M&E Advisor /EVAW Advisor and the Pacific Fund Manager; and
  • Manage other monitoring and evaluation related events, external evaluation, and representation at technical meetings, as requested by the Pacific Fund Program Manager (e.g. the Promising Practices forum for grantees).

Provide monitoring and evaluation technical support to Pacific Fund grantees:

  • Review the monitoring and evaluation plans of the shortlisted applicant’s full-fledged proposals, as per the criteria and format developed by the Pacific Fund;
  • Provide detailed written feedback on each of the proposals, based on their overall quality, results-oriented nature, and technical strength vis-à-vis the overall contents of the Annual Call for Proposals;
  • Provide lead technical peer review and backstopping support to all grantees in the development of their baseline, monitoring, and evaluation plans; and provide capacity building as needed;
  • Assess quality and methodological issues of grantee final evaluation reports and prepare periodic technical assessment updates and recommendations for improvements and future guidance on the development and follow up of monitoring and evaluation plans;
  • Support actions and communications to mark international awareness and campaign dates. This includes, for example: 16 Days of Activism to End Gender Violence, One Billion Rising / V-Day, International Women’s Day, International Day of the Girl Child, etc;
  • Support actions to advance UN joint programming to End VAW; and
  • Support UNiTE campaign in-country and regional actions, including marking Orange Day on the 25th of each month.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:

  • Coordinate the development, production and dissemination of knowledge products;
  • Support management in the development of the Knowledge Management Strategy of the Pacific Fund;
  • Compilation of information, resources and best practices from within and outside of UN Women and disseminate to grantees;
  • Coordinate the documentation of results and dissemination of knowledge on proven practices in the field of ending violence against women in the Pacific;
  • Coordinate the “Knowledge and Learning Exchange” forum and publication;
  • Analysis of information and based on the Theory of Change, development of case studies and other documentation from grantees for circulation and inclusion in the web site;
  • Identification and formulation of lessons learned from evaluations and studies to be integrated into broader UN Women’s Evaluation Office knowledge management efforts;
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy; and
  • Participation in results-oriented monitoring and evaluation training efforts in the Country Office.

Impact of Results

The key results have an impact on the overall effectiveness and success of UN Women’s interventions and activities in achieving the country’s development and the SDG.  Effective implementation of evaluation policies and strategies enhance the effectiveness of UN Women programmes.

Required Skills and Experience

Education:

  • Masters’ Degree or equivalent in Gender, M&E, Human Rights, Social Work,  International Relations, Management, Development, Public Administration, political or social sciences or related field. Degree and training in monitoring and evaluation preferred;
  • And/or Bachelors’ Degree or equivalent in Gender, M&E, Human Rights, Social Work,  International Relations, Management, Development Studies, Public Administration, political or social sciences or related field.

Experience:

  • Masters’ Degree or Higher + years of experience requirement: Minimum 2 years of relevant experience at the national, regional or international level in providing hands-on experience in ending violence against women, planning, implementing, monitoring and reporting, management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • And/or Bachelors’ Degree + years of experience requirement: Minimum 4 years of relevant experience at the national, regional or international level in providing hands-on experience in ending violence against women, planning, implementing, monitoring and reporting, management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • Experience working in the field of monitoring: developing plans, tracking results, reporting to different constituencies;
  • Data collection and analysis – good understanding of baseline data issues; questionnaire design; interviewing skills;
  • Evaluation process management;
  • Documentation of monitoring results; ability to write up lessons learned, case studies and stories;
  • Familiarity with, and practices ethical standards for evaluation and result-based management (RBM);
  • Substantive knowledge of and experience on gender equality and women’s empowerment issues;
  • Knowledge and working experience on ending violence against women highly desirable;
  • Skilled as a trainer/facilitator and has dynamic interpersonal skills; prior training and experience as a facilitator are highly desirable
  • Familiarity with, and experience in working with the UN system, other multilateral institutions, bilateral institutions and international NGOs in evaluation, human rights and gender equality – highly desirable;
  • Excellent oral and written communication skills in English; ability to use critical thinking, conceptualize ideas, and articulate relevant subject matter in a clear and concise way;
  • Experience in the use of computers and office software packages and handling of web based management systems.
