Preparation of this report comes within Jordan's efforts to measure and monitor the poverty in Jordan and the characteristics of the poor households and individuals in the Kingdom and the provincial government's efforts.

Referring to the Poverty Analytical report 2010, results showed that in 2010 poverty rate was 14.4%  and the absolute poverty line (for food and non-food items) was 813.7 JOD per individual a year (approximately 68 JOD a month). Results also showed that there is disparity in the poverty rates in all of the 89 districts across the kingdom (in 12 governorates), for example in Wadi Araba (Aqaba) poverty rate was 71.5% and in Ruwaished district in Al Mafraq was 69.6%.

The governmental policies and strategies, and programs aimed at the poor and low income households seek to improve the standard of living among this category and to increase the level of participation and effectiveness in the production which contributes in the economic growth leading to justice in income distribution between members of society. The government has supported and continues to support with the participation of the private sector, to fund small projects that aim to improve the income level and quality of life for these households. Analysis showed that projects run by these households and with the support of the government have significantly reduced the poverty rate from 18.6% to 14.4%.

The importance of this report will be in the methodology adopted and the results that have been reached, especially measuring and analyzing the impact of direct government interventions and actions that targeted households in 2013 to reduce poverty. As well as depending on data of Household Expenditure and Income Survey (HEIS) for 2013 representing of all regions of Jordan.

The poverty analytical report for 2013 will be determined using data collected through the Household Expenditure and Income Survey (HEIS) carried out every two to three years by DOS, latest being the 2013 HEIS. Poverty will be measured in 4 different phases starting with estimating the individual’s needs for daily calorie intake, then calculating calories that were actually consumed by individuals in 2010 as well as calculating the cost of a single calories, calculating the poverty the line for every household in the sample, calculating the poverty line excluding food, and finally by comparing the poverty indicators between different periods of time in years and a specific year that was previously specified.

The preparation of the 2013 report will be an update of the results of poverty in the previous report, which was done in 2010 in order to monitor and evaluate changes in poverty in Jordan between 2010 and 2013, as well as demographic and social changes of the characteristics of the poor households, and the non-poor in the Jordanian society in the Kingdom and to enable the government and policy makers to evaluate the plans and programs and apply strategies that have been developed in the previous years to reduce the poverty rate in Jordan.

Duties and Responsibilities

Objectives and tasks of the Assignment

The objective of this assignment is to support the Ministry of Planning and International Cooperation (MOPIC) through the Policies and Strategies Department (PSD) in drafting the Poverty Analytical Report for 2013. The purpose of this report is to analyze the 2013 poverty statistics, produce the 2013 poverty pocket list and compare findings with 2010 Poverty Analytical Report.

Scope of work

The consultant is expected to:

  • Draft the 2013 poverty analytical report;
  • To write professional poverty analytical comparison chapter for the years 2010-2013 showing the trends between the fields indicators and linking the analysis with the government interventions to evaluate their impact. Also, to link the results with the country macroeconomic indicators. Finally, to prepare policy measures based on the findings of the comparison analysis to help decision makers in their tasks.

Deliverables:

  • Review current poverty analytical report results, its descriptive analysis tables and figures;
  • Conduct meetings and interviews with other line ministries’ and departments’ connected to the poverty fields;
  • Study the current methodology for poverty analysis to understand it very well and develop new thoughts support the work path;
  • Define the poverty pockets for 2013;
  • Define the components of poverty analytical report;
  • Classify the type of indicators;
  • Verify each indicator data;
  • Linking poverty analysis results with the country macroeconomic status;
  • Develop policy measures based on poverty analytical report;
  • Compare results with 2010 PAR results;
  • Review and finalize the report.

Required Skills and Experience

Education:

  • Graduate degree in economics, social development or any other related field.

Experience:

  • Fifteen years of experience in development, economic research or any related field;
  • Experience in professional writing report;
  • Familiarity with the poverty indices;
  • Knowledge in using SPSS or any related software.

Language:

  • Fluency in English and Arabic.

Computer skills:

  • Excellent computer and word processing skills.

Evaluaton

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; 70%;
  • Financial Criteria weight; 30%.

Only candi.dates obtaining a minimum of 60 points out of a total of 70 in the technical evaluation would be considered for the Financial Evaluation.
