Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments to gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Inter-Governmental Support, Coordination and Strategic Partnership Bureau is responsible for proactively driving the strategic positioning of UN Women so that the size, resources and predictability of its financial resources help the organization achieve its strategic goals. The Bureau's Division of Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization is organized into three functional branches:

  • Resource Mobilization;
  • Civil Society;
  • Communications and Advocacy.

Given the scope and interrelationships of the Division's functional responsibilities, the work of the Bureau is highly synergistic, involving constant and direct interaction and information-sharing among team members, to provide high-quality advice, services and support to UN Women.

Under the guidance and direct supervision of the Chief, Resource Mobilization Branch, and the overall direction of the Director of Strategic Partnerships Division, and in collaboration with Division colleagues, the Resource Mobilization Advisor is responsible for providing support in the strategic planning and coordination of UN Women's resource mobilization work and for leading a range of UN Women resource mobilization initiatives, including the implementation of the corporate resource mobilization strategy, the development of inputs to UN Women business plans and the development and strengthening of strategic partnerships with Governments.

Duties and Responsibilities

In close consultation with the Chief of Resource Mobilization, the Resource Mobilization Advisor leads the implementation of the corporate resource mobilization strategy, provides strategic planning support to the Chief of Resource Mobilization, coordinates the work of the resource mobilization team in line with the resource mobilization strategy and workplans, and leads a number of key resource mobilization efforts, exploring and anticipating new opportunities to harness strategic partnerships with Governments to advance UN Women's priorities. The Resource Mobilization Advisor collaborates closely with relevant colleagues across the Strategic Partnerships Division and other HQ Divisions to ensure well coordinated and effective outreach to Governments, towards strengthening, deepening and diversifying UN Women's financial resource base. S/he provides strategic guidance and support to UN Women country and regional offices to develop and implement locally-tailored partnership and resource mobilization strategies and initiatives.

Strategic Planning and Coordination:

  • In close consultation with the Chief of Resource Mobilization, lead the implementation of the UN Women resource mobilization strategy, reviewing and refining the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments;
  • Coordinate the inter-related efforts of the resource mobilization team to ensure a streamlined and efficient approach to building strategic partnerships for mobilizing financial resources;
  • Plan, coordinate and manage the pipeline of cost-sharing proposals, including the new flagship programming initiatives, to ensure UN Women's priority programmes are adequately funded;
  • Manage the design and implementation of new planning and coordination systems, and review and refine existing ones, required to ensure timely, efficient and effective support to implementing the resource mobilization strategy;
  • Provide strategic guidance and support to UN Women country and regional offices to develop and implement locally-tailored partnerships and resource mobilization strategies and initiatives;
  • Take the initiative to design and execute innovative proposals to strengthen UN Women's reputation and to generate greater financial resources.

External Relations and Partnerships Building:

  • Serve as a key advisor, representative and interlocutor with Governments in harnessing and strengthening strategic partnerships for UN Women. Act as a key resource of real-time partner intelligence for UN Women's senior leadership;
  • Influence the debate with partners to improve development assistance policies and practices towards more effective and efficient support for gender equality and women's empowerment;
  • Determine the partnerships landscape to ensure optimal win-win partnerships for UN Women. Identify and mobilize key strategic partnerships to enhance impact and influence for UN Women's strategic priorities;
  • Identify targeted interventions to mobilize support for UN Women and positively influence governments' national budgetary, parliamentary and other decision-making processes;
  • Maintain effective relationships with counterparts in other UN agencies, funds and programmes to promote and strengthen coordinated funding support for gender equality and women's empowerment.

Team Management:

  • In consultation with the Chief of Resource Mobilization, perform leadership and supervisory roles within the resource mobilization team, contributing to effective team-building and fostering a well coordinated team approach;
  • Ensure effective management through clear direction- and target-setting, including through the preparation and implementation of workplans;
  • Contribute to strengthening the team members' capacities and promote professional growth, learning opportunities and knowledge sharing;
  • Review the team capacities and expertise required to strengthen UN Women's reputation and to build and maintain results-driven partnerships.

Knowledge Generation and Management:

  • Manage the development, maintenance and sharing of knowledge and intelligence, including political intelligence, to ensure UN Women is informed and positioned to effectively generate and harness opportunities to meet its resource mobilization targets. This includes knowledge and intelligence about donors' priorities and the development assistance environment;
  • Strengthen the case for investment in gender equality and women's empowerment by managing the development of high quality information and knowledge materials;
  • Promote and facilitate exchange of information and knowledge between the resource mobilization team and other UN Women offices;
  • Identify and formulate lessons learned and recommendations to be integrated into the Organization knowledge management efforts;
  • Contribute to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Masters University degree (or equivalent) in international development, public management, public administration, international relations, or a related field.

Experience:

  • A minimum of 10 years of relevant professional experience in resource mobilization and partnerships development, including significant experience with the United Nations and/or International Development Cooperation;
  • Familiarity with resource mobilization for gender equality programming preferred;
  • Experience of working in the field with an international organization a strong asset.

Language:

  • Fluency in English (written and oral);
  • Knowledge of at least one other official UN language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
