Background

Bangladesh is a global leader in the achievement of Millennium Development Goals (MDGs) and shaping the discourse for the Post 2015 development, resilience, urban poverty reduction and social protection agendas.   It has originated many of the most exciting and innovative solutions to development challenges.  UNDP Bangladesh’s mission is to help create open and inclusive civic spaces, within which the government and people are empowered to realize national development goals and fully engage in global sustainable development efforts.

UNDP Bangladesh is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document (CPD) approved by the Executive Board for the period 2014 – 2018 with a delivery outlay of approximately $70-90 million per year on average.

UNDP Bangladesh is organized into Programme and Integrated Service Teams. The former consists of 2 teams: Strategic Resources & Performance Support Team and Development Solutions Team which comprises of three portfolios: Poverty Reduction and Inclusive Growth; Climate Change, Environment and Resilience; and Democratic Governance.

The Integrated Service Teams consists of Human Resources; Procurement; Budget and Finance: Admin and General Support Services; Security and Travel units.

This consultancy is attached to the Strategic Results and Performance Support Team, Poverty Cluster and Governance Cluster. Strategic Results and Performance Support Team consolidates, monitors and reports on the key results achieved by UNDP Bangladesh across the various clusters and projects; provides M&E advice and support to clusters and projects to meet corporate and donor/partners requirements etc. The three clusters have taken a multi-dimensional approach by employing data analysis and methodologies to understand and address these social challenges related to social cohesion as well as the root causes of the existing lack of cohesive political environment in the country.

The consultant will work under the immediate supervision of the a) Programme Specialist, Head of Strategic Results and Performance Support Team b) Assistant Country Director of Democratic Governance Cluster & c) Assistant Country Director of Poverty Cluster. The International Consultant will assist the clusters on developing innovative solutions for data collection and assessment, as well as enhancing analyses, reporting and planning.

Duties and Responsibilities

The Innovation and Reporting Specialist will support the Strategic Results and Performance Support Team and the K4D Project, the Sexual and Gender-based Violence (SGBV) project, and the Social Protection Policy Support (SPPS) Programme of the Poverty Cluster, and Areas for Research, Engagement and National Agendas (ARENA) Project of the Governance Cluster at UNDP in Bangladesh in the area of planning, reporting, advisory and supervision of a number of activities and project outputs, namely:

  • Provide advisory support to the RRMC in running an online consultation platform, and in the design and development of a user-friendly interface, data storage and visualization system for M&E reporting and CPD development (RRMC);
  • Provide support and supervision in the design and implementation of a crowdfunding activity and a communication plan for a project of the UNDP (RRMC);
  • Provide advice and supervision for the Sexual and Gender-based Violence project activities, namely a baseline survey and enhancement of a reporting and visualization structure for a dashboard interface (SGBV);
  • Provide support in planning, designing, and supervising the delivery of an online communication and outreach platform (SPPS);
  • Provide support and advise the Areas for Research, Engagement and National Agendas project on the sustainability and scaling up of the Integrated Data Assessment and Mapping System (ARENA).

Expected Outputs and Deliverables:

Provide advisory support to the RRMC in running an online consultation platform, and the development and management of a system to facilitate data entry, validation, analysis, and reporting for the programs under the M&E supervision of UNDP Country Development Programme and Monitoring and Evaluation Plans. [45 days].

The system will adopt the logic of the UNDP in-house evidence-based tool for data entry and mapping, the Integrated Data Assessment and Mapping System, and consist of the following key structures: 1) a user-friendly data entry workflow and storage (interface to enter indicators and indicator-based quantitative and qualitative information, as well as geo-spatial data); 2) a verification and quality assurance workflow process (interface for data validation, editing and approval); 3) roles and processes (interface to maintain users); aggregation and filtering of data/indicators, geographic areas and population targeting; 4) reporting and visualizations tailored to M&E plans (a dashboard system for data aggregation and filtering based on the set indicators, geographic distribution, and ability to download ready-built reports).

The key deliverables include:

  • Deliver a concept note, an action plan, a user manual, and a stakeholder engagement approach for the three main UNDP clusters which will facilitate the implementation of the online consultations for the CPD development;
  • Perform a needs assessment by doing process analysis and documentation, and prepare a project plan including milestones and deliverables;
  • Liaise between UNDP and other parties involved in the process, and resolve any issues, changes, or bugs in the system as well as ensuring alignment of requirements to deliverables and regularly communicate with UNDP staff for any necessary clarifications, and carry unit and user acceptance testing;
  • Deliver platform for feedback v01 and final version v02;
  • Prepare user guide, deliver user training, and maintenance and support agreement for ongoing user support;
  • Other reporting needs required by the supervisor.

Support the RRMC in designing and implementation of a crowdsourcing/crowd-funding activity and a communication plan for a project of the UNDP in the Bangladesh context targeting numerous stakeholders including Bangladesh Diaspora, local and international celebrities, the business community, general population and philanthropists. [25 days].

The key deliverables include:

  • Deliver a stakeholder analysis for target groups, potential champions and partners for the initiative; and a communication strategy and activity plan with key messaging, outreach and social media and traditional engagement tools;
  • Upon approval of the strategy, engage and liaise with UNDP and external stakeholders to conduct and promote the activity;
  • Mission to Bangladesh provide support/update;
  • Final report of lessons learned, achievements and recommendations for future engagement.

Provide support, advice and supervision for the Sexual and Gender-based Violence project activities, namely the project baseline survey and enhancement of a reporting and visualization structure for the SGBV dashboard interface. [20 days]

The key deliverables include:

  • Supervise, provide support and advise to the vendor conducting a baseline survey, namely on the methodology, hypothesis and data analysis process, final report fine-tuning and visualizations;
  • Prepare a summary report of the baseline survey with infographics, charts and figures; and develop a presentation and a factsheet for donor engagement based on the baseline survey and strategic goals of the project;
  • Advice and support in the development of a reporting methodology and structure for data results and visualizations of the dashboard interface for the SGBV software.

Support the Social Protection Policy Support Programme in designing, planning and developing an online communication and outreach platform that will include a content management system for documents, and a user-friendly interface. [16 days]

The key deliverables include:

  • Prepare a project plan including milestones and deliverables;
  • Liaise between UNDP and other parties involved in the process, and resolve any issues, changes, or bugs in the system as well as ensure alignment of requirements to deliverables, and ensure feedback for the platform and organize user acceptance testing in preparations for a fully developed platform final version v02;
  • A technical user manual for the website and training of project staff on the utilization of the platform;
  • Other reporting needs required by the supervisor.

Provide support and advice to the Governance cluster on the sustainability, scaling up, and donor presentation for the Integrated Data Assessment and Mapping System (IDAMS). [05 days].

  • Deliver training on the application and supervision of the IDAMS;
  • Advice on the development of requirements for the system upgrade version 2.0;
  • Deliver presentation to donors and other stakeholders.

Expected Output with the time frame:

  • A final concept note, an action plan, a user manual, and stakeholder engagement process delivered- 15 working days;
  • Deliver v02 of the platform, user guide, and user training-30 Working days;
  • A stakeholder analysis for target groups, potential champions and partners for the initiative-10 Working days;
  • A communication strategy, engagement with stakeholders and an activity plan.-15 Working days;
  • A final report; a presentation and a factsheet for donor engagement.-20 Working days;
  • A final version v02 of the communication platform, a user manual and user training- 16 Working Days;
  • A training, a presentation document, and a list of requirements for v02 of the IDAMS platform-5 Working days;

Supervision and Performance Evaluation:

The International Consultant will work under supervision of his related assignments to a) Programme Specialist, Head of Strategic Results and Performance Support Team b) Assistant Country Director of Democratic Governance Cluster & c) Assistant Country Director of Poverty Cluster.

Timeframe and deadlines

The contract is for 111 working days comprised of 40 working days in work station and 71 working days home based over a period of six months.

Payment Installment:

  • 1st Installment: 32% of the Contract Amount will be paid after submission of a final report; a presentation and a factsheet for donor engagement and a final version v02 of the communication platform, a user manual and user training and upon acceptance by the UNDP Contract Administrator;
  • 2nd Installment: 5% of the Contract Amount will be paid after submission of a training, a presentation document, and a list of requirements for v02 of the IDAMS platform and upon acceptance by the UNDP Contract Administrator;
  • Final Installment: 63% of the Contract Amount will be paid after submission of a final concept note, an action plan, a user manual, and stakeholder engagement process delivered, Deliver v02 of the platform, user guide, and user training, stakeholder analysis for target groups, potential champions and partners for the initiative and a communication strategy, engagement with stakeholders and an activity plan and upon acceptance by the UNDP Contract Administrator.

Required Skills and Experience

Education:

  • Masters in International Affairs, Economic and Political Development, Public Policy or any other relevant field.

Experience:

  • At least 5 years of experience working with multi-stakeholder projects including innovation and online platforms with government agencies, private sector, civil society, the United Nations or international organizations in conducting research and analysis, and project management;
  • Prior experience and knowledge in designing and implementing projects involving innovative tools and data methodologies for results-oriented monitoring and trend analysis in complex environments;
  • Hands on experience in social media engagement, crowdsourcing, and crowd funding of projects in developing country contexts;
  • Experience in the concept design and management of development of a data and visualization systems;
  • Proven knowledge and skills on qualitative and quantitative research analysis applicable to the context of development interventions and knowledge in baseline survey reporting and presentations;
  • Prior experience working with UN/UNDP in South Asia would be considered as an asset;

 Language:

  • Fluency in written and spoken English is mandatory.

Evaluation of the Candidates

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The candidates will be evaluated through Cumulative Analysis method. When using the weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation out of 70 would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Overall experience in the relevant field (20 marks);
  • Hands on experience in social media engagement, crowdsourcing, and crowd management of projects as well as in designing and implementing projects involving innovative tools and data methodologies for results-oriented monitoring and trend analysis in complex environments (30 marks);
  • Experience in the concept design and management of development of a data and visualization systems (15 marks);
  • Proven knowledge and skills on qualitative and quantitative research analysis (5 marks);

Financial Evaluation (Total 30 marks):

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
