Background

Starting from 2010, UN Women has been implementing the Regional Project “Promoting Gender Responsive Polices in South-East Europe and the Republic of Moldova”, covering Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia (FYR Macedonia) and the Republic of Moldova. The project is financially supported by the Austrian Development Agency and the Swiss Agency for Cooperation and Development. Its overall goal is to contribute to the implementation of commitments towards achieving gender equality by strengthening the capacities of national and local stakeholders to mainstream gender in policy planning and budgeting process.

The project is structured around three outcomes:

  • Sectoral programs and budgets at the central and local levels reflect better gender equality concerns;
  • Strengthened oversight of central and local government programs, policies and budgets towards gender equality commitments;
  • Exchange of knowledge and learning on GRB facilitates replication of good practices and lessons learned.

In the framework of this Regional Project, UN Women supports the National Institute of Statistics of Albania (INSTAT) and in other countries of the region to improve process of data collection and provision of sex-disaggregated data. The adoption of these sex disaggregated data and gender indicators is the first steps toward both improved coordinated response by authorities in implementing country commitments towards gender equality, as well as improved, coordinated monitoring by Government institutions on the status of women and the advancement of gender equality in the region.

In addition, this assignment is also supported in context of the recommendations drawn from the ‘Regional Conference on Gender Statistics’, which was held in October 2014 under the activities organized by the Albanian presidency of the South East Cooperation Process (SEECP) and in the context of collaboration between the Institute of Statistics of Albania (INSTAT) and UN Women. The regional conference focused on gender equality, analysing the position of both men and women in Albania through statistical data gathered by INSTAT. The conference gathered together experts and managers from all Institute of Statistics from the countries of Southeast Europe, including Albania, FYR of Macedonia, Bosnia and Hercegovina (BiH), Serbia, Montenegro, Moldova, Kosovo, Turkey, Bulgaria, Romania and Croatia. It served as a platform to discuss on gender statistics at a regional level as well as to enable there in sharing their experience and expertise on this topic.

As a follow up to the regional conference, all the participants from the region countries strongly recommended and agreed to contribute to the joint development of a comparative publication on ‘Women and Men in the Region’, featuring sets of sex-disaggregated data.

To this effect, UN Women is seeking to recruit an International Consultant to advise and guide the preparation of the publication on ‘Women and Men in the Region’ as well as to lead two (2) technical workshops among statisticians in the region from all participating countries to be held between October 2015 – February 2016.

Duties and Responsibilities

The overall objective of the international consultant is to guide and produce the publication on ‘Women and Men in the Region’ as well as to lead two (2) technical workshops among statisticians in the region from all participating countries to be held between October 2015 – February 2016.

Duties and Responsibilities:

The International consultant will work under the supervision of the UN Women Regional Project Manager and the overall guidance of the Policy Specialist of UN Women office in Albania. The international consultant should be responsible for the following tasks:

Drawing from existing international, regional and national experiences:

  • Guide and advise the preparation of the joint publication on ‘Women and Men in the Region’;
  • Guide and lead the work of several statistical offices from the region countries such as Albania, FRY of Macedonia, Bosnia and Hercegovina (BiH), Serbia, Montenegro, Moldova, Kosovo, Turkey, Bulgaria, Romania and Croatia in compiling the joint publication and provide narrative description and findings on the country data and recommendations by all countries’ statistics;
  • Ensure compliance with Human Development Index, Gender Equality Index and EUROSTAT gender relevant indicators whenever possible;
  • Provide narratives based on comparative description of countries’ specific progress and coverage of gender related indicators and their use for policy and decision-making;
  • Lead the first and second technical workshop meetings between statisticians from all the participating countries to be held between October 2015 – February 2016.

To fulfil the task, the International Consultant is expected to:

  • To elaborate and submit the consultancy work-plan and timeframe of the assignment in close consultation with the UN Women project management team;
  • To develop and submit a layout of the elaborated table of contents for the joint comparative publication;
  • To develop and submit draft workshop meetings agendas (presentations, hand-outs, case studies, etc.), and finalize the documents as per UN Women comments;
  • To lead the first and second technical workshops ensuring the application the latest adult learning methodologies and an active learning environment for the participants;
  • Deliver the draft final of “Women and Men in the Region” publication;
  • To prepare an individual report on the assignment.

  • Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Power Point, Word, Excel).

Required Skills and Experience

Education:

  • Master's degree in statistics, economics, public administration, public policy, development studies, or similar field.

Experience:

  • A minimum of 5 years of demonstrated professional experience in the area of gender statistics;
  • Previous experience in developing similar regional reports/publications on statistics, policy making and budgeting with gender lenses;
  • Previous experience working with international organizations;
  • Strong expertise in the application of gender statistics in policy analyses;
  • Extensive experience in designing and delivering training with different audiences, including in evaluating capacity change achieved within a training.

Language:

  • Fluency in English (spoken and written).

Evaluation of applications

UN Women applies a fair and transparent selection process. Applicants will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications/skills and their financial proposal.

Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below combined technical and financial criteria.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • a) Responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight – 70%;
  • Financial Criteria weight – 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for the Financial Evaluation.

Technical: Weight 70%   Max. Point 70:

  • Education: Weight 15% Max. Point 15;
  • Expertise in the area of gender statistics: Weight 20% Max. Point 20;
  • Experience in producing similar regional reports/publication on statistics, policy making and budgeting with gender lenses: Weight 20% Max. Point 20;
  • Demonstrated ability to lead a team: Weight 15% Max. Point 15.

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including two three-day missions, one to Tirana, Albania and the other one to Istanbul, Turkey travel costs, per diems and number of working days). Given the nature of the work payments will be based upon a) delivery of the services specified in the TORs, and c) certification of performance.
