Background

SNGDP is continuing technical capacity development to improve Ministry of State Administration (MSA) capacities – in particular in the municipalities – to design/cost infrastructure, supervise works and to undertake effective contract management for PDIM (Planeamentu Dezenvolvimentu Integradu Municipal) projects.

SNGDP team has identified eight (8) engineering training topics for MSA technical staff, namely:

  • i) Site survey;
  • ii) Design of project;
  • iii) Cost estimation;
  • iv) Preparation of drawings;
  • v) Preparation of BoQ;
  • vi) Contract and specification;
  • vii) Effective supervision of project and reporting; and
  • viii) Project management.

Each topic contains about one or more modules. Two training modules have been developed and delivered to the district technical staff, namely: Undertake site survey (Module 1) and Produce site survey results (Module 2).

The third training module (Module 3) on “Design of Project” will covers four (4) main areas: design of rural bridge and road, design of water supply system, design of irrigation system, and design of buildings (i.e. school, clinic, community center, etc.). And to improve the quality of the learning process will require experienced Training Facilitators to ensure that the learning session applies basic principles of knowledge transfers.

Duties and Responsibilities

To develop training package on WATER and SANITATION, and to facilitate learning session for MSA, municipalities and SNGDP technical staff. The capacity development involves the whole engineering project cycle, from identification, through planning, design, Bills of Quantities etc., to evaluation.

  • Excellent communication and report writing skills; and
  • Excellent presentation/facilitation skills.

Required Skills and Experience

Education:

  • University degree in civil engineering with a specialization in construction or architectural engineering; advanced degree will be an asset.

Experience:

  • Has at least 5 years experience in professional fields related to civil engineering, particularly water and sanitation;
  • Has at least 5 years experience in training facilitation including the development of simple, user-friendly training material;
  • Has proven experience in facilitating engineering training and/or courses related to water and sanitation in Tetun and/or Bahasa Indonesia.

Language:

  • Knowledge of English is required (both written and spoken) as well as fluency in Tetun and/or Bahasa Indonesia.
