Background

The overall objective of the  EU/UNDP Project 00084888 Capacity Development to Support Implementation of Public-Private Partnership in Belarus is to increase the capacity of the public and private sectors, the academic community and civil society in the public-private partnership (PPP) process, with a view to promote, develop, deliver, operate and manage public-private partnership projects for infrastructure development.

The National PPP Unit in conjunction with the Project facilitated the selection of the list of prioritized pilot PPP projects, which was approved by the Interministerial Infrastructure Coordination board.  The primary focus was on the projects in the spheres with the most acute infrastructure issues. One of the pilot PPP projects is the  Reconstruction of complex of buildings of health care facility “City clinical hospital ?3? in Grodno under “Grodno regional clinical Oncology clinic” (as a separate legal entity).

The contractor will build the work based on the existing Appraisal prepared for this project by the international experts of the United Nations Economic Commission for Europe (to be provided to the contractor prior to the commencement of work).

Duties and Responsibilities

The Contractor will deliver pre-feasibility study of the pilot PPP project Reconstruction of complex of buildings of health care facility “City clinical hospital ?3? in Grodno under “Grodno regional clinical Oncology clinic” (as a separate legal entity) including the following preliminary analysis:

  • Needs and options analysis;
  • Legal feasibility;
  • Technical feasibility;
  • Scoping social/environment safeguards analysis;
  • Preliminary financial viability including expectations of required Government financial support;
  • Institutional capability analysis;
  • Identification of next steps required.

Competencies

Functional Competencies:

  • Excellent analytical skills;
  • Knowledge of the best available practices in analyzing, structuring, and developing financial models of PPP projects;
  • Knowledge of specifics of the region of Eastern Europe and countries with transition economies;
  • Strong verbal and written communication skills, including presentation skills;
  • Ability to work with local public administration bodies (availability of at least 2 recommendation letters from the local authorities);
  • Computer literacy and experience of working with MS Word, MS Excel and MS PowerPoint (or similar applications).

Required Skills and Experience

Education:

  • A minimum of a Master's degree in Economics, Law, Finance, Business Administration or Management; PhD degree would be considered as an asset;
  • Certified coursework in the field of PPP or investment is considered an asset.

Experience:

  • Minimum 5 years of experience with analyzing, structuring, and developing financial models of Public-Private Partnership (PPP) projects with experience at the international level;
  • Prior experience in the delivery of pre-feasibility studies related to PPP projects in the healthcare sector and reviewing healthcare related infrastructure upgrade requirements (at least 3 projects);
  • Prior experience in the delivery of pre-feasibility studies in the CIS member states (at least 3 projects);
  • Experience in writing scientific publications on implementation of PPP projects (at least 1 publication).

Language:

  • Excellent knowledge of English language.
