Background

The Bureau of External Relations and Advocacy (BERA) leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range of key constituencies, including programme countries, existing and prospective donor countries/emerging economies, multilateral institutions such as the IFIs, the European Commission, civil society, private sector, foundations, academia and think tanks, the wider UN system, and various UN inter-governmental bodies. BERA consists of the Directorate and 3 Groups: Communications Group (CG), Partnerships Group (PG) and UN System Affairs Group (UNSA). In addition, BERA has Representation Offices in 5 major donor capitals. The Partnerships Group (PG) acts as UNDP’s focal point to facilitate UNDP’s partnerships and actively supports resource mobilization for UNDP’s work globally.

As part of its support to the overall UNDP partnership efforts, BERA also deploys resources and capacities to the organization’s five Regional Bureaux. Including the Bureau for Latin America and the Caribbean (RBLAC). RBLAC serves as headquarters for UNDP’s regional programmes and the 26 country offices of the region, which cover a total of over 40 countries and territories. The Bureau operates from two locations: New York and Panama, with the latter serving as the main interface with Country Offices.

RBLAC counts with a Partnership Advisor in New York, who supports, inter alia, the strengthening of UNDP’s relationships with Member States and other multilateral institutions from Latin America and the Caribbean, as well as Resource Mobilization for RBLAC programmatic priorities with traditional and non-traditional partners, International Financial Institutions (IFIs) and the private sector.

The Partnerships Consultant, based in New York, will report to RBLAC’s Partnerships Advisor and the BERA Partnerships Group Director as secondary supervisor.

Duties and Responsibilities

Summary of Deliverables

Contributions to the development and implementation of a regional resource mobilization action plan (October-December):

  • Analytical, substantive and editorial contributions to a resource mobilization action plan for the region, aligned to the corporate strategy and based on thorough analysis of funding trends and opportunities (December);
  • Formulate recommendations for the strengthening of pipeline management and monitoring of regional partnership priorities, goals, and key performance indicators (December);
  • Contributions to the organization of resource mobilization components of the Regional Cluster meeting, and RM training event for Country Offices in the region (November);
  • Develop outreach materials/products/tools for donor engagement, in support to efforts by RBLAC or country offices (end of consultancy).

Strategic analysis of donor trends and development finance in Latin America and the Caribbean (November-January):

  • Collect and analyze bilateral donors’ information with potential impact for resource mobilization, including information, policies and procedures related to relevant International Financial Institutions (IFIs) and Development Banks (DBs) collaboration with UNDP; as well as material from external sources (including from other UN agencies) for comparative analysis and to incubate innovative approaches and ideas (November);
  • Develop standard presentations and accompanying talking points on key issues related to UNDP’s engagement with IFI/DBs for use in various for a (January).

Contributions to UNDP’s partnership with Private Sector/Foundations (PS/F) Partners in the region (December-February):

  • Analyze the status of collaboration between PS/F and UNDP in Latin America and the Caribbean (December);
  • Map and advise on potential PS/F partners and partnership platforms (December/January);
  • Identify recurring bottlenecks/gaps of PS/F and UNDP collaboration; opportunities and projects for replication; case studies (January/February);

Organise events and meetings (October-February):

  • Organize and support implementation of missions, meetings, events, teleconferences and webinars;
  • Prepare meeting minutes/notes to file;
  • Undertake follow-up actions as needed

Corresponding payments shall be made following certification by UNDP that the services related to the TOR have been satisfactorily performed and Deliverables have been achieved by the or before the due dates.

Required Skills and Experience

Education:

  • Advanced University Degree in international development, economics, political or social sciences, or any development related field.

Experience:

  • Six months relevant national/international experience in development, international relations, management, communications, business consulting, knowledge management or related field;
  • Experience in strategy development and donor and UN partnerships/public relations at the international level is an asset;
  • Experience of working in Low-Income Countries or Middle-Income Countries in a development context would be an asset

Language:

  • Fluency in written and spoken English is required;
  • Fluency in Spanish would be an asset.

Application Requirements

Candidates short-listed for this position will be requested to submit a “Letter of Confirmation of Interest and Availability” form, which will include their Financial Proposal indicating their “all-inclusive (*)” daily fee.

“All-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal

Evaluation

The Evaluation panel will conduct a cumulative analysis in selecting the best candidate(s) weighted on the basis of 70% for technical expertise and 30% for the financial proposal.

Individual consultants will be evaluated using the Cumulative Analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant(s) whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.

Shortlisted candidates will be rated according to the following criteria:

  • Previous experience based on CV/resume related to resource mobilization partnerships in an international development and multi-lateral context - 25%;
  • Demonstrated experience in strategy development and donor and UN partnerships/public relations at the international level is an asset.  Demonstrated analytical, problem-solving, task management capabilities, meet deadlines with ability to meet deadlines and work under pressure - 25%;
  • Ability to capture, analyse, develop, share and effectively use data, information and knowledge - 25%;
  • Effective oral and written communication skills in the language(s) of the assignment - 25%.

Total: 100%

Only candidates obtaining a minimum of 70 % of the technical evaluation will be considered for the Financial Evaluation (30%).
