Background

Government of India’s Access to Justice for Marginalized People Project supported by UNDP requires a Monitoring & Evaluation Officer who will assist the Project Management Team on Legal Empowerment. The Project (2013-2017) has two major components: Legal Empowerment (LEP) and technical support for the National Mission on Justice Delivery and Legal Reforms (JDLR). The Monitoring & Evaluation Officer will work under the direct supervision of Project Manager LEP) and will report to the National Project Director (NPD) and Programme Officer, UNDP. 

Summary of Key Functions:

  • The Monitoring & Evaluation Officer (M & E Officer) will have the overall responsibility of monitoring, evaluation and documentation of the different activities proposed in the Access to Justice work plan;
  • This post will be located in the Department of Justice, Ministry of Law and Justice or project space allocated under the project. The M & E Officer, will work under the supervision of the Project Manager, LEP and will report to National Project Director and Programme Officer, UNDP;
  • The M & E Officer, LEP will assist the Project Manager, LEP towards monitoring and ensuring successful delivery of the expected outputs under the Project;
  • The Monitoring and Evaluation Officer, LEP will be responsible for managing the work of a team associated with the Legal Empowerment component of the Project, towards successful delivery of the expected outputs under the project.

Duties and Responsibilities

The Monitoring & Evaluation Officer, LEP under the supervision of the Project Manager and the Project coordinator has the responsibility for the following tasks:

  • In consultation with the Project Manager design and develop result & monitoring framework and indicators aligned with the Project objective and targets;
  • Provide guidance to partners under the Project in developing results and monitoring frameworks;
  • Develop a monitoring system to track progress. physical and financial, of alt the project interventions;
  • Assist the Project Manager in developing Annual Work plans in consultation with the Project Coordinator;
  • Implement M&E activities as per the overall work plan and analyse findings and outcomes of M&E activities on a regular basis;
  • Provide technical support for the maintenance of the Project Website;
  • Provide technical support to State Legal Services Authorities of the Project States in maintaining database of primary justice sector Institutions;
  • In consultation with Project Manager, guide project partners in preparing their progress reports aligned with developed monitoring systems;
  • Collect and analyze data and support Project Manager in preparation of quarterly and annual reports to be submitted to Gol and UNDP;
  • Ensure that sex-aggregated/ social group-wise data is collected and regular reports on gender and inclusion indicators are collated;
  • Provide support to the Project Manager in ensuring that knowledge products prepared under the previous phase of the Project are disseminated and used by the relevant institutions and stakeholders;
  • Ensure the documentation of the project to capture effectively the process and results;
  • In consultation with the Project Manager develop a comprehensive communications strategy targeting different stakeholders (Government partners, CBOs, NGOS,) for (a) better profiling and visibility of the project, (b) effective outreach and dissemination and (c) better understanding of the project among all stakeholders.
  • Assist the Project Manager in developing a sound documentation strategy, and maintain a database of relevant material produced by different civil society groups, governments and UN agencies.
  • Travel to project States on issues related to M&E and documentation of the work done by partners.

Required Skills and Experience

Education: 

  • Master's Degree in Economics, Political or Social Sciences, Public Administration or Rural Development. 

Experience: 

  • Must have minimum 5 years of professional experience working with rural communities or civil society organizations;
  • Demonstrable experience in project monitoring. evaluation or documentation;
  • Demonstrable experience in reporting and documentation;
  • Experience in compilation of data and MIS;
  • Experience in proiect design and reporting;
  • Good analytical, communication, interpersonal and presentation skills;
  • Previous workexperience with government agencies is desirable;
  • Sound understanding of development issues i.e. gender, poverty, participation etc.;
  • Previous exposure to community level issues relating to access to justice is desirable;
  • Ability to work independently and under pressure.   

Language:

  • Proficiency in spoken and written English;
  • A good command over Hindi is an asset.  

Travel: 

  • Willingness to travel. 

Remuneration package is Rs.116,169 /- per month (taxable). UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
