Background

The United Nations Development Programme (UNDP) is one of the 4 Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.

The Parties to the Montreal Protocol agreed under the Decision XIX/6 on the "Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)" to "accelerate the phase-out of production and consumption of the hydrochlorofluorocarbons (HCFCs)", and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).

Stage I of the HPMP in Colombia establishes as one of its activities, the consolidation of the R & R & R (recovery, recycling and reclaim) network; where collection centers for refrigerant gases will be implemented, while strengthening the operation of the Reclaim Centers.

The reclaim operation at the level of the reclaim centers in Colombia, is based mainly on the proper operation of the refrigeration gas regenerating equipment (VAN STEENBURGH JV90).  The adequate operation of the equipment will establish the performance and efficiency of the process and ensure the final purity of the regenerated gas.

At the same time, the quality of the regenerated substance depends on the training and knowledge of the staff in charge of the operation and management of this equipment.  Which in turn, also affects the overall process; bearing in mind that a good processes leads to a smooth viable interaction between collection and reclaim centers.

Considering the above, this project requires trained and competent staff to care for the proper operation of the equipment which is the main axis of the project.  The efficiency, operating costs and quality of the end product; depend on its operators.

Duties and Responsibilities

The expert will work with UNDP under the direct monitoring of the National Coordinator of the Technical Ozone Unit of Colombia, and is responsible for carrying out the following services:

  •  Develop and provide a manual or procedural startup guide in Spanish.  It must encompass operation instructions and insight into the difficulties that may arise during the operation of the reclaim equipment;
  • Deliver five training sessions over the period of seven (7) days, in the cities of Barranquilla, Bogota, Medellin (2 trainings) and Pereira in the management and operation of the refrigerant gas reclaim equipment.  This time frame foresees time to review and prepare the tools required for the training.

Duration:

  • The Contract will enter into effect upon signature by both parties and will extend for 1 (one) month.

Deliverables:

  • D1 (40%) - Provide a manual or procedural startup guide in Spanish.  It must encompass operation instructions and insight into the difficulties that may arise during the operation of the reclaim equipment.  Delivery date: three days before carrying out the first training session;
  • D2 (60%) - Report on the five theoretical and practical training sessions carried out, on the management and operation of the refrigerant gas reclaim equipment in the cities of Barranquilla, Bogotá, Medellín (2) and Pereira.

Required Skills and Experience

Education:

  • First-level university degree in engineering, Industrial; Mechanics, Electric or related field (5 points);
  • Advanced degree (Masters or equivalent) in relevant field is desirable (5 points);

 Experience:

  • Working experience of at least 10 years providing technical refrigeration services, related to the installation, repair and maintenance service of refrigeration equipment is required (up tp 40 points);
  • Publication of articles, guides or manuals related to good practices in refrigeration is desirable (10 points);
  • Knowledge of Montreal Protocol related issues and/or environmental policy is desirable (5 points);
  • Experience and knowledge on the operation of VAN STEENBURGH refrigerant gas reclaiming equipment is desirable (up to 20 points);
  • Experience leading and delivering training courses related to recycling refrigerants is desirable (5 points).

Language

  • Excellent command of Spanish and English is required (5 points).

 Evaluation Method:

  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants' qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%).

Duty Station:

  • The expert will deliver the trainings in Barranquilla, Bogota, Medellin and Pereira in Colombia.

Fees & Payment:

The consultant will quote his/her fees based on the deliverables identified below. All fees must include all foreseeable expenses i.e. travel, communications, insurance etc.  Cost of travel to duty station Bogota must be considered including daily subsistence for the duration of the mission.  Transportation arrangements to the interior of Colombia will be provided by the Technical Ozone Unit of Colombia.
