Background

Under the overall guidance of the Deputy Resident Representative and the Programme Specialist – Environment, Extractive Industry and Energy, and direct supervision of the Programme Analyst –Guyana REDD+ Investment Fund (GRIF), the Project Coordinator – GRIF Amerindian Land Titling (ALT) project ensures effective day to day management of the GRIF ALT project in keeping with the project activities and consistent with UNDP rules and regulations.
The GRIF ALT Project Coordinator works in close collaboration with the operations, programme and projects’ staff in the UNDP and Ministry of Indigenous People’s Affairs as required for resolving complex management-related issues and exchange of information.
As a Partner Entity to the GRIF, the UNDP provides coordinated support services through the GRIF Implementing Partners, especially the Programme Management Unit of the Ministry of Indigenous People’s Affairs (MoIPA), and ensures that its social, environmental and fiduciary safeguards and standards are applied to GRIF projects.
 

Duties and Responsibilities

Summary of Key Functions:

  • Implements the project activities (and associated budget) specified in the project document;
  • Supervises staff to ensure that the achievement of project activities is on schedule and within budget;
  • Coordinates with UNDP on project activities in order to ensure application of safeguards and standards, FPIC and alternative dispute resolution mechanisms are applied;
  • Maintains records of achievement of activities and prepares reports for submission to UNDP and the MoIPA.

Implements the project activities (and associated budget) specified in the project document focusing on achievement of the following results:

  • Effective communication with the MoIPA - Permanent Secretary and/or the Minister - on matters and/or constraints that need to be addressed urgently especially those that may negatively impact the effective implementation of the project;
  • Coordination with all relevant stakeholders regarding the effective implementation of the activities set out in the Annual Work Plan (AWP);
  • Spearheading of all investigation processes involved in all applications for titling of communities and village extensions in accordance with the provisions of the Amerindian Act 2006;
  • In coordination with the Guyana Lands & Survey Commission, Guyana Forestry Commission, Guyana Geology and Mines Commission and any other relevant Government Agency or Department, ensures the titling and demarcation of Amerindian lands in accordance with the objectives of the project;
  • Preparation and delivery of presentations during Project Board meetings or any public engagements where the status of the project needs to be disseminated.

Supervises staff to ensure that the achievement of project activities is on schedule and within budget, focusing on the achievement of the  following results:

  • Preparation and submission of a procurement plan for approval by the MOIPA and UNDP for financial commitment. The Project Coordinator will manage all materials and equipment that the ALT Project Management Unit needs for its functions;
  • Preparation of specific budgets for site visits, trainings, etc.; and ensures that these are accessible in the most expedient manner;
  • Assurance that all project costs are included, estimated and managed against an approved budget;
  • Coordination of the inputs from the Surveyor and Project Associate to ensure that the delivery of support to the project is on schedule and within budget;
  • All logistics are in place for the effective implementation of the project in coordination with the MoIPA Projects Department;
  • All members of the investigating team are duly informed of the dates, time, and venue of scheduled consultations with villagers of eligible communities;
  • All goods and services required for the project are obtained fairly and expeditiously under an agreed contract following required standards.

Coordinates with UNDP on project activities in order to ensure application of safeguards and standards, FPIC and alternative dispute resolution mechanisms are applied focusing on achievement of the following results:

  • Coordination with the UNDP to map the various intervention points and carries out an analysis of the regulatory and administrative mechanisms in the Titling process;
  • Collaboration with the UNDP to formulate and organize workshops on alternative dispute resolution;
  • Provision of support to the preparation of the ALT communication strategy, and its implementation.

Maintains records of achievement of activities and prepares reports for submission to UNDP and the MoIPA focusing on achievement of the following results:

  • Preparation of Quarterly Reports/Annual Reports for submission to the UNDP and Project Board and for the information of all stakeholders;
  • Preparation of Financial Reports with corresponding analysis of project expenditures in compliance with the standards set upon by UNDP;
  • Coordination of all quality assurance and M & E activities with MoIPA and UNDP;
  • Definition of indicators as necessary, and ensures that relevant data are gathered, recorded and analyzed accordingly;
  • Identification, and analysis of risks and recommendations on any adverse factors that hinder the project from achieving its objectives on time and within budget;
  • Oversees the unit’s information system regarding land titling and demarcation. He/she must be able to interpret data on the GIS and make these available to decision makers.

Required Skills and Experience

Education:

  • Bachelor’s Degree in any of the following disciplines: Management, Surveying, Development Studies, Rural Planning/Environmental Science/Geography, or a related field from an accredited university;
  • A Master’s Degree would be an asset.

Experience:

  • At least 5 years of experience in project management;
  • Of which at least 3 years of experience as a sworn land surveyor;
  • Experience working in government or international development organisations;
  • Experience working directly with indigenous communities especially in the field of  governance, culture, and indigenous peoples’ rights;
  • Substantial experience working with multi-lateral agencies;
  • Proficiency in Microsoft Office Suite-Word, Excel, Powerpoint;
  • Work experience in drafting related technical reports.

Language:

  • Fluency in English language;
  • Proficiency in one Amerindian language is desirable.
