Background

The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 as UNIFEM. UN Women focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the context in Palestine, UN Women concentrates its efforts and interventions toward the realization of five strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence. In response to calls for increasing need to support women’s economic empowerment and political participation, UN Women has been implementing the programme “Spring Forward for Women” SFWP  (2012-2016) funded by the European Union and UN Women.

The SFWP provides a mechanism to advance the economic empowerment of women living in the Southern Mediterranean region, including Palestine, and to assist them to reposition themselves in the political and decision making spaces so that they may have greater influence in shaping the future of their countries in the on-going democratic transition while protecting their previous gains. The programme works at multiple levels to respond to the specific support needs at the regional and country level, building on local initiatives in priority countries with the recognition that sustainable change must be locally-owned and led.

The overall objective of the programme is to promote the access and effective participation of marginalized women in economic and public life, by addressing the barriers that have impeded the access and engagement of marginalized women in these areas.

The programme will pursue the following specific objectives:

  • To empower women politically in order to assure women's active engagement in decision making spaces;
  • To empower women economically;
  • To enhance regional knowledge and experience-sharing on women's political and economic rights.

As part of UN Women strategy to enhance women’s economic empowerment, preserve the cultural and agricultural Palestinian heritage, and to strengthen the farmers’ skills in agriculture as one of the main productive sectors across Palestine; UN Women is seeking to contract a trainer, under the SFWP Programme, to develop and implement a training program based on the raw materials provided in the study and manual developed by UN Women on Agro-biodiversity in Palestine targeting Palestinian farmers (women and men) working in the production sector of plant and animal in different areas of the West Bank.

The objective of the training program is to improve the farmers’ access to adequate business opportunities, overcome the obstacles facing them, and to enable them to access relevant services and economic opportunities, highlighting sustainable livelihoods, innovation, through running own farms (income generating projects), inter alia, job creation and prosperity through developing the management and maintenance of ecological infrastructure, organic farming, and accordingly contribute to poverty alleviation. This will be achieved through developing new methods, skills and agricultural techniques to facilitate their ability to generate income.

The training program will include, but not limited to, the following components:

  • Key areas in agrobiodiversity utilization and management (cultural, economic and environmental) and its particular benefits to farmers;
  • Modern technical agricultural and animal husbandry methods and how to generate sustainable income using those methods.
  • Best practices and modern techniques in plant and animal production, hygiene, food safety and preservation, drying herbs for medical purposes, and marketing;
  • Illustrations with photos and other visual materials of local environment and context.

Duties and Responsibilities

Under the overall supervision of the UN Women Special Representative and under the direct supervision of the “Spring Forward for Women” Programme Associate, the trainer is expected to undertake the following tasks, duties and responsibilities:

  • Developing a gender sensitive training manual on agrobiodiversity in Palestine, based on the raw materials available in the study and manual developed by UN Women on Agro-biodiversity in Palestine;
  • Develop a user-friendly-training methods/tools which can be utilized by male and female farmers in rural areas;
  • Develop a pre and post assessment tool box for the beneficiaries from the three clusters (Nablus, Ramallah and Bethlehem) for the training purposes, and in order to tailor a training program that meets their needs, in consultation with UN Women the Ministry of Agriculture (MoA), Food and Agriculture Organization of the United Nations (FAO) , and other agricultural related NGOs;
  • Consult and follow up with UN Women, MoA, FAO and other agricultural related NGOs on the creation of the criteria for the selection of beneficiaries from three clusters in the West Bank (north, middle, and south). Each cluster of trainees should include no less than 20 beneficiaries, meaning the total number of beneficiaries should not be less than 60 in the sectors of plant and animal production;
  • Develop a training plan and schedule for the targeted beneficiaries, which includes one training per cluster (at least 2 days per training);
  • Develop a report showing results of the needs assessment and the pertaining training program to be reviewed and approved by UN Women;
  • Develop and implement the training program in the three selected clusters;
  • In cooperation with UN Women, MoA and other related stakeholders, the consultant will develop the criteria for the eligibility for trainees’ selection as well as training completion;
  • In cooperation and coordination with UN Women, the consultant will lead the coordination of a central graduation ceremony inviting the eligible trainees and other stakeholders.

The consultant may sub-contract field assistants/facilitators, however, UN women will only contract the lead consultant as the sole accountable person for the assignment. Moreover, the consultant will incorporate any costs for field work and/or transportation costs into their daily rate.

Key deliverables

Upon signature of the contract, the consultant is expected to develop a detailed work plan of the consultancy assignment, including detailed methodology, in addition, the key deliverables are as follows:

  • A gender sensitive and user-friendly training tools and methods on Agro-biodiversity in Palestine, cleared and approved by UN Women and other stakeholders;
  • A training manual on Agro-biodiversity in Palestine, including a simplified user friendly and gender sensitive training program for the trainees to use as a reference. This includes 3 trainings (at least 2 days per training) in three locations in West Bank; North (Nablus), middle (Ramallah), and south (Bethlehem);
  • A detailed final report on fulfillment of assignment’s objectives, including all relevant annexes (training materials, tools, pre and posttests, results of training per area, focus groups, interviews, questions, reports, lists of attending trainees per sessions, selection criteria for trainees; among other relevant documents.

All deliverables must be submitted in Arabic and English.

Time frame:

  • The assignment is expected to start on 20 October 2015 and to be finalized by 30th of December 2015.

Required Skills and Experience

Education:

  • University degree in agriculture, agricultural engineering, agro-biodiversity, environmental studies, or related fields. A Master’s degree in relevant fields is an advantage.

Experience:

  • Significant relevant experience of a minimum of 3 years in agriculture, agrobiodiversity, environment or related fields;
  • Experience in providing trainings related to agrobiodiversity or relevant fields of agriculture, of a minimum of 2 years;
  • Proven experience in working with related stakeholders, such as but not limited to: the Ministry of Agriculture, and international/national organizations;
  • Familiarity with the FAO and MoA is an asset;
  • At least 1 year of experience in working with or training agricultural extensions, and/or farmers (women and men), and/or women centers and agricultural cooperatives;
  • Experience working with UN agencies in added advantage.

Language:

  • Fluency (both oral and written) in Arabic;
  • Very good knowledge of English is an advantage.
