Background

As the United Nations Entity for Gender Equality and the Empowerment of Women, UN Women’s vision is of a world in which women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security.

 

UN Women’s focus is on six thematic priorities:

  •  Women’s increased leadership and participation in the decisions that affect their lives;
  •  Increased economic empowerment of women, especially of those who are most excluded;
  • Prevention of violence against women and girls and the expansion of access to victim/survivor services;
  • Gender equality and women’s leadership in peace, security and humanitarian responses;
  • The promotion of institutional accountability to gender equality through gender-responsive national planning and budgeting processes; and
  • A comprehensive set of global norms, policies and standards on gender equality and women’s empowerment that is dynamic, that responds to new and emerging issues, challenges and opportunities, and that provides a firm basis for action by governments and other stakeholders at all levels.

The goal of UN Women’s presence in Cambodia is to support the achievement of gender equality and women’s empowerment and the promotion and protection of women’s human rights. To achieve that end, UN Women in Cambodia focuses on strengthening women’s participation in public decision making processes, including in peace building and governance (with a particular focus on young women); enhancing economic opportunities, with a focus on women migrant workers and women’s rural livelihoods; strengthening mechanisms for the protection of women’s human rights with a particular focus on Convention on the Elimination of all forms of Discrimination against Women (CEDAW), engendering Cambodia’s national response to HIV/AIDS and preventing and responding to violence against women.

As part of its prevention and response work to violence against women, UN Women Cambodia has carried out activities under the UNiTE framework. UNiTE to End Violence against Women is the United Nations Secretary-General’s campaign with the overall objective of raising public awareness and increasing political will and resources for preventing and responding to violence against women and girls (VAWG). The Secretary-General’s campaign calls for a strengthening of the work of the UN system and seeks to increase global advocacy and resources for the work on the issue and build partnerships and capacities that address the persistence of gender inequality and VAWG. Under the framework of the UNiTE Campaign, UN Women Regional Office for Asia and the Pacific (ROAP) organized the first global UNiTE Youth Forum in 2012, which led to the creation of the UNiTE Youth Network.

In 2013, the UN joint programme Partners for Prevention (P4P) launched a ground-breaking study that interviewed more than 10,000 men in six countries in Asia and the Pacific about their use and experiences of violence: “Why do some men use violence against women and how can we prevent it”. This unprecedented study provides unique insights around the deep-rooted patriarchal values and men’s sense of entitlement and control over women and their bodies that lie at the heart of violence against women (VAW). It found that the average age of VAW perpetration was earlier than previously thought, with half of men who admitted to perpetrating rape having done so for the first time as teenagers. The study thus confirmed the centrality of working with boys already from a younger age than had previously been understood, in order to effectively challenge the dominant, violent notions linked to being a man and promote new, healthy and respectful notions of masculinity.

In late 2013, based on an expressed need from the UNiTE Youth Network and in line with the findings of the P4P study, Women ROAP decided to develop a region-specific, youth-friendly toolkit to build the skills of and capitalize on the leadership and involvement of young people in preventing and responding to VAWG, with the support of a core group of regional Youth Network members. In 2014, this collaboration resulted in the finalization of “The Change-Makers: A Young Activist’s Toolkit for Ending Violence against Women and Girls.”

This toolkit is being rolled out in several countries, including Cambodia, where Change Maker trainings and a range of other activities will be implemented. The overall goal of this project is to contribute to reduced acceptance of VAW amongst young men and women in Asia and the Pacific. The specific objective of the project is to increase the availability of regional tools, models and creative approaches for youth-focused peer support, outreach and advocacy to prevent VAW.

Duties and Responsibilities

To take lead on the implementation of these project activities, UN Women Cambodia needs to hire a national consultant.

Scope of Work

The National Consultant will be required to:

  • Support the implementation of the 16 Days Campaign;
  • Support, coordinate and monitor Change Maker step down trainings in Phnom Penh and provinces;
  • Organize and coordinate Change Makers’ participation in radio outreach;
  • Coordinate two 3-day trainings for Change Makers in how to create and use video messages as an advocacy tool;
  • Coordinate one 2-day training on messaging;
  • Coordinate one 2-day training on social media tools;
  • Collect data and draft report for monitoring of Change Maker activities;
  • Support the Ending Violence against Women (EVAW) team in any other activities as requested by  EVAW Programme Manager and/or WPS Programme Office

Expected Outputs and Deliverables

Deliverable 1 (8 working days):

Consultant’s Workplan

  • Submission of draft Workplan for Consultancy, including counterparts and timeline;
  • 1st round of step-down trainings implemented: Submission of draft agenda, participant list and brief evaluation report.

Deliverable 2 (7 working days):

  • 1st Videography training implemented: Submission of draft agenda, participant list and brief evaluation report;
  • Message training implemented: Submission of draft agenda, participant list and brief evaluation report.

Deliverable 3 (7 working days):

  • 2nd videography training implemented: Submission of draft agenda, participant list and brief evaluation report;
  • Social media training implemented: Submission of draft agenda, participant list and brief evaluation report.

Deliverable 4 (11 working days):

  • 2nd round of step-down trainings implemented: Submission of draft agenda, participant list and brief evaluation report;
  • Radio outreach supported: Submission of brief report of which radio stations, which programs and which participants joined.

Deliverable 5 (2 working days):

  • Final report on support to 16 Days Campaign: Submission of drafted final report of the 16 Days Campaign.

Institutional Arrangement

The consultant will work under the direct supervision of the EVAW Programme Manager in the Cambodia Country Office (CCO).  The national consultant will be supported by EVAW and CCO staff in terms of logistics and procurement.

The Consultant will bring his/her own personal computer to conduct this assignment.

Duration of the Work

The duration of the assignment is from 19 October 2015 to 10 December 2015. The consultant will be based in Phnom Penh with travel to provinces within the Country to support outreach activities and is entitled to DSA and reimbursements in line with UN Women procedures.

Duty Station

The consultant will be based in Phnom Penh at the UN Women Cambodia Country Office however, provincial travel will be necessary in order to undertake the required terms of reference.

Competencies

Functional Competencies:

  • Capacity to plan work efficiently and problem-solve as needed and produce deliverables on time.
  • Excellent communication an interpersonal skills.

Technical Competencies:

  • Competence in knowledge management, coordinating information sharing,  basic videography and training people in developing messages for social media;
  • Solid skills in coordination with a wide range of youth group, network, government and civil society partner in Cambodia;
  • Local knowledge of the social, cultural, and political context of Cambodia and its relation to gender;
  • Demonstrated sensitivity, discretion, tact, and courtesy in relation to human rights, gender equality and women’s rights, development principles, implementing partners, and national and international personnel of varied nationalities and backgrounds.

Corporate competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UN Women;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favouritism;
  • Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment.

Required Skills and Experience

Education:

  • Bachelor’s degree in gender, law, development studies, international relations, or other related disciplines

Experience:

  • A minimum of three years (3) relevant professional experience in the development sector;
  • Demonstrated capacity to coordinate project activities;
  • Demonstrated leadership qualities, e.g. by being an award recipient and/or having participated in youth forums and youth led activities;
  • Solid experience from implementing trainings targeting youth;
  • Demonstrated knowledge of gender issues;
  • Knowledge of ending violence against women and girls.

Highly desirable:

  • Strong, demonstrated technical expertise on videography, social media, and the provision of training on these and related topics to youth;
  • Demonstrated knowledge of the Campaigns and its methodology;
  • Experience from implementing Campaign activities.

Language:

  • Fluency in English and Khmer (Both oral and written).

Evaluation

Application will be evaluated based on the following Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%];
  • Financial/Price Proposal (100 points) weight; [30%].

A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria

The total number of points allocated for the technical qualification component is 100. The technical qualification of the candidate/individual is evaluated based on following technical qualification evaluation criteria:

  • Education 15%;
  • Experience 35%;
  • Technical Competencies 25%;
  • Functional competencies 25%.

Only the candidates who have attained a minimum of 70% of total points will be considered as technical qualified candidate.

Financial/Price Proposal Comparison:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated;
  • The total number of points allocated for the price component is 100;
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

  • Financial proposal. The financial proposal shall specify a total lump sum amount breaking down the professional fee by day.

UN Women-Cambodia requires that all international personnel, regardless of contract modality or position status, should comply with UN Cambodia security standards (MORSS) for accommodations and housing in Cambodia.  A residential inspection is required and will be conducted by UN DSS, whereupon corrections may be identified to achieve compliance with UN Cambodia MORSS standards.  As such, newly arriving personnel are advised not to enter into long-term housing arrangements until inspection and compliance are verified.  For personnel who are already in-country, steps must be taken to achieve UN Cambodia MORSS compliance.
