Background

UNDP PFF has been running projects in the field of Cultural Heritage for the past 5 years in partnership with the Technical Committee on Cultural Heritage and within the framework of the EU Aid Package to the Turkish Cypriot Community in Cyprus.

The Kyrenia Shipwreck represents the formative years of maritime archaeology in the Mediterranean and, since its exhibition in the early 1970s, the island of Cyprus to the world. In recognition of the importance of this collection to the people of Cyprus, under the auspices of the Technical Committee on Cultural Heritage, the European Commission is working with the United Nations Development Programme (UNDP) and the Honor Frost Foundation to implement a series of improvements to upgrade the Kyrenia Shipwreck Gallery within the Kyrenia Castle.

As part of this conservation/stabilization programme, the UNDP is seeking the services of an architect/engineer specialized in exhibition spaces design within historic buildings for the project preparation and implementation.

Duties and Responsibilities

Under the overall supervision of the UNDP-PFF and members of the Advisory Board of the Technical Committee on Cultural Heritage he/she will, in collaboration with and supported by the other members of the team will carry out the following specific works:

  • Assess the current physical structural condition of the Kyrenia Shipwreck Gallery within the Kyrenia Castle with a view to identifying the problems requiring emergency structural support.  The incumbent will be given a recommendation note to use as basis;
  • Identify and propose possible needs for improving the safety, appearance and basic condition of the Gallery and protecting it further deterioration including preliminary estimate costs;
  • Prepare and submit a preliminary assessment report to project stakeholders (UNDP-PFF, EC and TCCH);
  • Participate in meetings with project stakeholders to discuss findings and agree on proposed actions.

Based on what agreed by all stakeholders, prepare:

  • Project survey and drawings including all necessary details of the envisaged interventions;
  • Technical Specifications / Descriptions of the interventions and / Detail description of the materials and the methodologies;
  • Price Schedule and cost estimates in Euro of the actions proposed;
  •  Prepare a concise written report in English including all the above (1-5);
  • Support UNDP to obtain all necessary local permissions.

Deliverables / Outputs:

Preparation of drawings and specifications must be in compliance with the applicable local standards.

Assessment Report:

  • Following the site visit and inspections/measurements and investigations a report will be given outlining the findings, problems and diagnostics of the problems;
  • This report must also contain brief description of the site support by pictures and sketches as well as the detailed description of the suggested intervention;
  • First draft of designs & cost estimate (including technical specifications, price schedule, drawings etc.) presented and discussed with all stakeholders;
  • Final draft of designs & cost estimate including drawings, technical specifications, descriptions of the interventions;
  • Detail description of the materials and the methodologies; price schedule) and incorporating all comments/feedback received from stakeholders;
  • Support UNDP to obtain necessary permissions.

Narrative parts of the outputs must be written in good English. Written reports must be completed in good English language and must be proof read.

Required Skills and Experience

Education:

  • Bachelor degree in Architecture or Civil Engineering from an accredited University;
  • Postgraduate degree in monument restoration/Postgraduate degree in monument structural consolidation will be considered as advantage.

Experience:

  • Proven minimum relevant post graduate experience of 10 years in architectural / civil engineering surveys and consolidation projects;
  • Valid registration with the relevant professional chambers or associations;
  • High proficiency in the use of computers particularly CAD, MS Word, MS Excel.

Language:

  • Fluent English;
  • Fluent Greek and/or Fluent Turkish is an asset.

  • Financial Proposal: Applicants are requested to submit a lump sum financial proposal for all the listed deliverables/outputs. The lump sum amount shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points:

CV review: 30 points

  • Educational qualifications as defined in the ToR (15 points);
  • Experience as defined in the ToR (15 points).

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be invited for an interview

Interview - 40 points:

  • Relevant experience as architect (and engineer) in the field of surveys, assessments and repairs/rehabilitation projects for cultural heritage sites. Monuments or listed buildings, etc. (20 points);
  • Experience in preparation of technical documents (such as technical specifications, descriptions and bills of quantities (15 points);
  • Knowledge of Cyprus context and experience in Cyprus monuments (5 points).

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.

  • Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

  • Lump-sum payable upon submission of the time-sheet, the deliverables and outputs subject to the approval UNDP.

Other Information

 This is a non-staff contract under the Individual Contract (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
