Background

Disasters invariably cause damage to lifeline structures, assets and infrastructure rendering them unusable when they are most needed. Airports, which have a critical role in post disaster response are also prone to disasters. After a natural disaster the nearest airport can quickly become overwhelmed due to the large volume of incoming relief supplies. Inability to handle this surge in traffic and volume can often delay or even stop the onward transport of life saving supplies. As disasters pose unique situations and logistical challenges for airports, disaster management planning is of paramount importance.  Disaster management planning and preparedness in airports in India has been an ongoing endeavor. In the past, almost all airports in the country have formulated disaster management or contingency plans. However, recent Phailin and Hudhud cyclones in the country not only caused damage to the property but also adversely impacted the operations of the airports in the cyclone hit areas. These recent incidents have highlighted the need for review of disaster mitigation and preparedness measures in airports particularly those which are located in hazard prone areas, as complexity and intensity of disasters are on rise.

As a large number of airports in the country are located in highly vulnerable locations and have been adversely affected by disasters in the past, AAI has decided to review and revise airport disaster management plans (ADMPs)  in order to ensure smooth civil aviation services in the airports after a disaster and timely and coordinated response for rescue, relief and recovery of the entire affected area. In light of the above, AAI has requested UNDP to provide support to enhance airport preparedness of two airports namely Bagdogra Airport, Siliguri, West Bengal  and Vizag Airport Vishakhapatnam on a pilot basis. UNDP has agreed to provide demand-based development support services to AAI accordingly. UNDP and AAI have therefore entered into an Agreement for implementation of the pilot project.  In  this  context,  UNDP  is  looking  for  a Consultant  to provide support to the  AAI and UNDP in reviewing and revising Airport Disaster Management Plans of Bagdogra Airport, Siliguri, West Bengal  and Vizag Airport Vishakhapatnam.

Duties and Responsibilities

The Individual Consultant will work under the overall supervision of the Executive Director (Ops) AAI and Emergency Analyst, Energy & Environment Unit, UNDP-India. He/she would be responsible for carrying out the following tasks:

  • Carry out a desk review of disaster management plans of Bagdogra and Vizag Airports with a view to assess comprehensiveness in terms of multi-hazard risk mitigation & preparedness, clarity of roles & responsibilities, operational efficiency  and appropriateness in aftermath of a disaster;
  • Collect and review other plans, procedures, guidelines, reports etc. that could be relevant  for ADMPs;
  • Identify gaps in the existing ADMPs of the two airports and provide specific recommendations on addressing the gaps established during the review process to update the ADMPs;
  • Submit review reports of the two ADMPs and obtain feedback from the AAI, UNDP and concerned authorities of the airports;
  • Prepare a template for ADMP on the basis of the review of the 2 ADMPs and feedback received from AAI, UNDP and concerned authorities of the airports;
  • Prepare check-lists and guidance notes that will inform the airport authorities to review and revise their respective disaster management plans;
  • Prepare background notes and agenda  for Consultation Workshops for revision of ADMPs with key stakeholders of the two airports;
  • Coordinate, plan, organize and facilitate Consultation Workshops for revision of disaster management plans of two airports as per model template;
  • Prepare Report of Consultation Workshops with recommendations/suggestions;
  • Revise Disaster Management plans of the two airports duly incorporating all suggestions and recommendations of the Workshops;
  • Obtain feedback/suggestions on draft revised ADMPs of the two airports from AAI, UNDP and concerned authorities of the airports;
  • Submit final versions of ADMPs of the two airports after duly incorporating feedbacks/suggestions received from AAI, UNDP and concerned authorities of the airports.

Schedule of Work:

  • Submission of  draft review reports of the two airports  based upon desk research within 1 month from the date of signing of the contract;
  • Submission of  final review reports of the two airports  within 2 weeks of receiving  feedback from AAI, UNDP and concerned authorities of the airports;
  • Submission of draft model template for ADMP -within 2 months from the date of signing of the contract;
  • Submission of final model template within 2 weeks of receiving  feedback from AAI, UNDP and concerned authorities of the airports;
  • Submission of reports of Consultation Workshops – within a week after each of the workshop;
  • Submission of draft revised ADMPs of the two airports after incorporating changes/suggestions received in  the Consultation Workshops – within 4 months from the signing of the contract;
  • Submission of the final revised ADMPs within 15 days after receiving comments from UNDP/AAI.

Required Skills and Experience

Education:

  • Master Degree in Disaster Management/ Business Administration/ Engineering /Planning/ Social Science or a related discipline.

Experience:

  • Minimum 10 years’ experience in disaster risk management, emergency/crisis management or related discipline;
  • Proven experience of undertaking similar assignments;
  • Should have experience in working with Government/ UN organizations.

Language:

  • Fluency in oral and written  english is required.

Payment Schedule:

  • On submission of review reports of the two airports - 20%;
  • On submission of Model template for ADMP - 20%;
  • On submission of Report of 2 Consultation Workshops - 30%;
  • On submission of final revised ADMPs of Bagdogra and Vizag Airports - 30%.

Documents to be submitted:

  • Detailed CV with contact details of three referenes;
  • Financial Proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.
  • Proposed Work Plan for undertaking the Assignment with approach & methodology;

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ compliant/ acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight -70%;
  • Financial Criteria weight- 30%.

Shortlisting would be done based on the following criteria:

  • Relevant Experience 35% Marks;
  • Proposed Work Plan for undertaking the Assignment 35% Marks;
  • Financial 30% Marks.

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
