Background

The Ministry of Tribal Affairs (MoTA) is the nodal Ministry for overall policy, planning and coordination of programmes for development of Scheduled Tribes (STs). Several schemes and programmes are being implemented such as Special Central Assistance to Tribal Sub Plan (SCA to TSP); Grant under Article 275(1) of the Constitution of India; Post-Matric Scholarship for ST Students; Development of Particularly Vulnerable Tribal Groups etc. for development of the Scheduled Tribes.  

In line with the Government of India priority of e-governance, the Ministry is developing various IT enabled systems/tools such as Web-based System to monitor the implementation of the Forest Rights Act 2006 and Van Bandhu Kalyan Yojana, Portal for Post-matric Scholarship for ST students etc. These IT tools will assist the Ministry to effectively monitor the programmes/ schemes for tribal welfare to ensure that the intended benefits actually reach the target groups.

For the specific purpose mentioned above, UNDP intends to recruit the Project Officer (Information Technology) to work closely with the Ministry of Tribal Affairs for providing IT based solutions to address the information needs. The Project Officer (Information Technology) will report to the Joint Secretary, Ministry of Tribal Affairs and National Project Director of the MoTA-UNDP Project ‘Strengthening National Capacities in the Tribal Areas’.

Duties and Responsibilities

The Project Officer (Information Technology) will be responsible for the following tasks:

  • Assess the system requirements in consultation with the Ministry of Tribal Affairs and suggest potential IT solutions based on both technical and implementation suitability;
  • Technical assistance to translate Ministry’s requirement by designing techniques for the most efficient and cost-effective and sustainable IT solutions;
  • Regularly examine the existing IT systems, track flow of data and recommend changes/Upgradation etc. to make the system more effective for its optimum utilization and in line with emerging technologies;
  • Assisting in the development of, and migration to, new platforms the legacy data from the existing systems;
  • Liaise with NIC for smooth functionality of the IT systems at different levels, resolution of system related issues, and eradication of bugs, provide clarifications to the states on system based queries etc;
  • Liaise with the NIC on the system maintenance and Upgradation, if required;
  • Manage and track data and ensure data security;
  • Perform the role of the Administrator for the IT enabled systems in consultation with the concerned departments;
  • Undertake the training need assessment and support required for effective and timely implementation of the IT systems at national and state level;
  • Prepare User Manuals, training module, plan and organize training of various stakeholders at national and state level for effective use of the IT solutions;
  • Assist in generating reports to meet the reporting requirements of various stakeholders.
  • Perform any other tasks assigned from time to time by the Joint Secretary, Ministry of Tribal Affairs and National Project Director, MoTA-UNDP Project ‘Strengthening National Capacities in Tribal Areas.

Required Skills and Experience

Education: 

  • Degree in Engineering (Electrical, Mechanical, Electronics & Communication, Civil).

Experience:

  • Minimum 5 years of professional work experience in managing information technology driven projects;
  • Experience of developing Systems/ process for online monitoring of various programmes/ schemes in social sector;
  • Experience on developing data driven software applications;
  • Should have analytical, negotiating, communication and advocacy skills;
  • Experience in managing and scaling large technology driven projects in the social/development sector;
  • Experience of working with the Government institutions, international development organizations in information technology will be an asset. 

Language:

  • Excellent knowledge of written and spoken English and Hindi is required.
