Background

In line with fulfilling UN WOMEN’s strategic objectives, UN WOMEN Egypt Country Office focuses on three areas of immediate concern: Strengthening women’s participation in governance and leadership, eradication of violence against women, and women’s economic security and rights.

Under the overall guidance and direct supervision of the Country Director and day to day supervision by the programme/operations officers, the Programme and Administrative Support provides timely administrative support services to facilitate project implementation activities, consistent with UN WOMEN rules and procedures. S/he will work closely with the UN WOMEN Egypt Country Office team to ensure all required procurement, contracting and financial services are delivered in a timely manner and in line with established procedures.  The Programme and Administrative Support practices a client, quality and results-oriented approach.

Duties and Responsibilities

The Programme and Administrative Support works in close collaboration with the UN WOMEN Egypt teams, the EGYPT Country Office programmes and operations teams, and UN WOMEN Regional Office staff as required, for resolving programme implementation and programme finance-related issues.

Scope of the Assignment:

The Programme and Administrative Support will work under the direct supervision of project/operations officers. S/he will be responsible to support the office in achieving timely implementation of UN Women’s programme activities.

As this vacancy is for multiple positions, the individual deliverables will be agreed on the first day of assignment in consultation with the direct supervisor and to be approved by the country director. Many of the positions, however, will include combination of elements as specified below:

Duties and Responsibilities:

Provision of to UN Women Egypt country programme, focusing on achievement of the following results:

  • Tracking of implementation of agreements including cost sharing, and trust fund agreements, and on timely submission/receipt of narrative progress and financial reports;
  • Provision of guidance/follow-up to NGOs, contractors and project teams on implementation of projects activities, including procurement procedures ensuring full compliance with UN WOMEN rules, regulations, and policies;
  • Preparation of information for the purpose of monitoring and evaluation as well as audit of UN WOMEN Egypt country projects.

Provision of administrative support to Egypt Country Office team, focusing on achievement of the following results:

  • Support to UN Women program/operations staff in various areas of programme implementation, including procurement of goods and services, finance and administrative areas and procedures, including logistical support;
  • Undertake general support for UN Women projects including recording of expenses, preparation of payment requests, monitoring project’s financial reports and budgets;
  • Coordinate and facilitate financial disbursement;
  • Support effective tracking and management of all contracts issued to ensure timely work completion per established schedule and disbursement plan;
  • Support effective management and tracking of all procurement-related activities and processes, and follow up as required.

Required Skills and Experience

Education:

  • University Degree in relevant social sciences including Economics, Political/social Sciences, Law, Business/Public Administration, or other development fields.

Experience:

  • Minimum 3 years of programme/administrative experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet, database packages and web based management systems.
  • UN experience is an asset.

Languages:

  • Fluency in English and Arabic is essential (written and spoken).

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical criteria specific to the solicitation;
  • Criteria: A minimum of 3 years of experience in program/administration (30%);
  • Criteria: Experience in working in team settings (30%);
  • Criteria: Demonstrated usage of computers and office software packages skills; (20%);
  • Criteria: Excellent written grasp of Arabic and English. (20%).

Contract will be awarded to the technically qualified consultant who obtains the highest score.
