Background

The Executive Committee of the Multilateral Fund of the Montreal Protocol (ExCom) at its 72nd meeting, held in May 2014, approved the preparation of the second phase of the Management Plan for the Elimination of HCFCs in Venezuela (HPMP), with the United Nations Industrial Development Organization (UNIDO) as implementing agency leader, the United Nations Development Programme (UNDP) as implementing agency cooperation and the Venezuelan Industrial Restructuring Fund (FONDOIN) as national executing agency.

The objective of the second stage of the HPMP, is to facilitate the reduction of consumption and use of hydrochlorofluorocarbons (HCFCs) in Venezuela, according to the Montreal Protocol targets by 2020. It also proposes lines of action for commitments in 2028, 2030 and 2040.

UNDP is the agency responsible for preparing and presenting the components of the polyurethane foam sector; for this purpose it is necessary to identify and analyze the consumption of HCFCs in this sector in order to prepare industrial restructuring projects to support the country to promote the elimination of HCFCs in this application and achieve their reduction commitments to the Montreal Protocol.

In this context, it is necessary to hire an international consultant, to develop the "Study of imports of HCFCs in the sector of polyurethane foams in Venezuela", including an evaluation of pre-blended polyols that enter the country through customs with different tariff codes.

Duties and Responsibilities

The expert will work with UNDP under the direct monitoring of FONDOIN in Venezuela, and is responsible for carrying out the following services:

  • Mapping of the current consumption of HCFCs in pre-blended polyols and establishment of customs tariffs for the import of pre-blended polyols with HCFCs.  Mapping of the applications related to the consumption of HCFC in pre-blended polyols and of the businesses importing such substances;
  • Analysis of HCFC consumption pattern behavior by substance and application;
  • Technical guidance for a future import prohibition of pre blended polyols with HCFCs;
  • Development of national custom requirements for pre blended polyols with HCFC 141-b as a foaming agent.

Duration:

  •  The Contract will enter into effect upon signature by both parties and will extend for 3 (three) months.

Duty Station:

  • Home based, with one 5-days mission to Caracas, Venezuela.

The consultant will quote his/her fees based on the deliverables identified below in item 7. All fees must include all foreseeable expenses i.e. travel, communications, insurance etc.  Cost of travel to duty station Caracas, Venezuela must be considered including daily subsistence for the duration of the assignment.

Best value for Money approach will be used in the evaluation and will lead to a combined score for technical capabilities and the financial offer.

 The consultant will receive payment upon satisfactory completion of the deliverables identified below.

Deliverables

  • D1 (20%): Delivery of first progress report, details of baseline data compilation.  Estimated due date: 15 November, 2015;
  • D2 (40%): Delivery of final report draft version.  Estimated due date: 15 December, 2015;
  • D3 (40%): Delivery of final version of study with analysis of results.  Estimated due date: 25 January, 2016.

Required Skills and Experience

Education:

  • First-level university degree in engineering, business administration, economics, environmental sciences or related field is required: 10 points;
  • Advanced degree (Masters or equivalent) in relevant field related to imports or the industrial sector is desirable: 10points.

Experience:

  • At least 10 years of experience with environmental impact assessments / studies is desirable 10 points;
  • Experience in the design, elaboration and evaluation of studies related to imports is desirable, please provide list of projects.  More than 3 projects 10 points.  For each project or study thereafter 1 point each with a maximum of 20 points;
  • Experience with projects implementation that involve relevant actors of the public, private or academic sectors, or private – public partnerships is required, please provide list of projects, more than 3 projects 10 points.  For each project or study thereafter 1 point each with a maximum of 20 points;
  • Knowledge of Montreal Protocol related issues and/or environmental policy and in the evaluation and formulation of projects under the framework of the multilateral fund for the implementation of the Montreal Protocol is desirable; Up to 3 projects: 10 points, More than 3 projects 20 points.

Languages:

  • Excellent command of Spanish and English is required 10 points.

Evaluation Method:

  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants' qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%).
