Background

More than 31% of the population of Pakistan consists of youth falling in the age bracket of 15-29. This “youth bulge” provides unique opportunity and resources for Pakistan’s economic and social development provided they are skilled and educated to meet the requirements of the labour market. A large portion (32% of youth are uneducated with no vocational and life skills, and these segment of society are vulnerable to being drawn to violence and extremism. Violent conflict in Pakistan not only has a huge economic toll (the loss to national income is estimated at USD 7 billion per year it also negatively impacts the pace of growth and development in the country. By investing in skills development and employment opportunities for youth, it will not only help reduce conflict but also help establish a foundation for long term economic growth and prosperity in Pakistan.

The Youth Employment Project builds on the successful public-private partnership model demonstrated through its predecessor project called the “Promoting Employment and Productivity in Garment Industry” (PEPGI. 2013-14) and Gender Promotion through Skills Development in Garment Factories (2006-2012). The project will employee three interconnected outputs to achieve its objectives. These relate to Skills Training, Capacity Development of a local training provider and policy research/advocacy on issue related to growth of garment industry. The project will target youth from the Korangi, Lyari and Sultanabad areas of Karachi in first phase.

Project Objective

The expected outcome of the project is to increase the income and employment opportunities for youth and women and enhanced productivity in the garment/home textiles industry. The project will contribute in enhancing livelihood and economic opportunities through technical skills development.

In addition to the overall objective of the programme, the UNDP Youth Employment Project is planning to launch a comprehensive training programme in denim/garment washing with special focus on enhancing operational efficiencies by applying industrial engineering, lean and six sigma tools and techniques. The Pakistani garment industry is facing intense competition from the countries like Sri Lanka, Vietnam, Bangladesh, India and many more. Now the survival lies in reducing cost without compromising on quality and offering the customers a lower price with diversify choice and quality. In order to do this, the effective utilization of the resources is required and there is also a need to identify all the non-value added operations/activities in our processes and remove them as much as possible.  In garment industries, the highest value in product is added in dry & wet processing but unfortunately this is also one of the key areas which require a lot of attention for improvement.

UNDP will in response offer a unique training program which will focus on training of the senior and middle management, supervisory staff and the workers in areas related to industrial engineering and lean management practices and tools applicable for denim/garment washing. After successful training, trainees will be able to apply the tools & techniques of industrial engineering, lean manufacturing and six sigma based on their level of responsibilities, skills and competencies acquired and academic knowledge. This will ultimately help the organizations to reduce their lead time, rejections and reworks, improve the productivity and operational efficiencies and thus ensure the on -time delivery of the shipments.

  • The objective of this training program is to train the workers, supervisory staff, middle managers and top managers in areas pertinent to lean manufacturing, industrial engineering and six sigma and relevant tools/techniques;
  • The scope of this training program involves applying lean manufacturing, industrial engineering and six sigma tools/ techniques in all operational areas of garment washing- dry and wet processes.

Duties and Responsibilities

UNDP is seeking to hire an international expert that can design, develop and implement this training program in denim/garment while meeting UNDP project objectives and scope.

The Training

The training will be conducted in rounds of Three (03) months each. There would be at least two training rounds in a year. For every round the project will select 2 to 3 factories based on prescribed criteria. The training will include the class room and hands-on training sessions for select trainees in respective laundry / washing department of UNDP partner garment companies. The training program will begin with the initial training needs assessment of project partners – apparel companies followed by gap analysis in their respective washing departments. Depending upon the findings of gap analysis and training needs assessment interventions in washing training as well consulting guidelines will be made. Regular follow ups will be made with respect to consulting guidelines implementation through meetings with company representatives. The objective of this second type of training program will to improve operational efficiencies in denim/garment washing through industrial engineering and lean management applications. The time duration for relevant training activities will be 4 months.
 

Responsibilities of the International Consultant:

  • Consultant will be responsible for development of course curriculum and related training material and manuals for training of workers and middle managementin denim/garment washing areas related to lean, six sigma and industrial engineering applications;

  • The consultant will be responsible to deliver trainings to factory trainers, workers and middle management based on approved course curriculum and methodology and will be responsible to deliver and supervise workers and middle management training. The consultant will also responsible to help the partner organization to apply the lean, six sigma and industrial engineering tools/techniques to bring the improvements in product and process, reduce the non-valued added time &process activities;

  • Consultant will be responsible to perform audit/gap analysis of the project partners- apparel companies and develop and deliver consulting guidelines related to enhancement of operational efficiencies, based on gap analysis. Consultant will facilitate the project participating companies in implementation of consulting guidelines;

  • Consultant will conduct weekly and monthly review meetings with the participating companies along with project staff. Frequency of meetings may change based on mutual agreement of project team and consultant;

  • Monthly progress reports and other relevant documents will be circulated to all concerned with relevant information pertaining to execution of project.

Deliverables

  • Develop curriculum, training material and manuals on lean, six sigma and industrial engineering application in washing departments of the partner organizations;
  • Develop and deliver consulting guidelines to participating companies in select technical areas of denim/garment washing mainly related to industrial engineering applications and lean/six sigma;

  • Design and develop capacity building course and material for UNDP YEP project technical team. Conduct training sessions for UNDP project technical team;

  • Responsible to directly train 50 trainers or Master Trainers (MTs), 500 workers or machine operators – both wet and dry processing unit workers,  60 supervisors and in-charges and 15-20 Managers (production, quality) per year for project;

  • The consultant will also be responsible for helping and guiding the partner organization in implementation of the lean, six sigma and industrial engineering tools/techniques to bring the improvement in denim/garment products and processes;

    Conduct monthly review meetings with the participating companies/factories. Also hold project review meetings with UNDP Country Office;

  • Produce and circulate monthly progress reports;

    Participate and contribute (technical resource) in UNDP Youth Employment Project seminars and workshops for capacity building of stakeholders.

Required Skills and Experience

Academic Qualifications:

  • Advance degree (Master-level) in Industrial Engineering, Manufacturing, Quality Management or other equivalent field;
  • Certification(s) related to lean six sigma black belt, quality management or/and process improvement will be preferred.

Years of experience:

  • At least 7 years’ professional experience of consulting and training in denim and garment washing mainly related to enhancement of operational efficiencies with at least 3 years’ international experience preferably of some South Asian countries including Pakistan. Experience in the area of process and product improvement is mandatory;
  • Must have a strong and practical knowledge of lean manufacturing, industrial engineering and six sigma.  Relevant certifications in lean and six sigma will be preferred (Lean Six Sigma Black Belt);
  • Track record of providing consulting/training services to some leading denim or apparel exporters and manufacturers while demonstrating significant improvement in their product and processes;
  • Proven track record of working with known international organizations and apparel companies of repute;
  • Strong knowledge and hands-on working experience and expertise in applying lean and six sigma and improving operational efficiencies;
  • Knowledge of local (Pakistani) and regional garment/clothing industry shall be appreciated;
  • Demonstrated strong interpersonal, communications and writing skills.

Language:

  • Fluent in English.
