Background

The overall objective of the Integrated Approach Programme (IAP) “Taking Deforestation out of Commodity Supply Chains” is to reduce the global impacts of agriculture commodities expansion on GHG emissions and biodiversity by meeting the growing demand of palm oil, soy and beef through supply that do not lead to deforestation. 

The objective of the child project “Adaptive Management and Learning for the Commodities IAP” is to strengthen global capacity and integrated nature of the Commodities IAP to effectively leverage demand, transactions and support to production to implement the program in a synergic manner for greater impacts and replication.  This Project Preparation Grant (PPG) will develop a full-sized project (FSP) integrated and synchronized with the other three child projects of the IAP. 

This PPG will be implemented by UNDP in conjunction and coordination with WWF US and IFC, and under the advice of the IAP’s Steering Committee.  The PPG will be conducted in tandem with the other three IAP’s child projects PPGs to ensure full integration and synergy.  The Project will focus on three commodities that have driven tropical deforestation, land use change and associated emissions over the last decade: palm oil (largest driver in Indonesia and southeast Asia) and soy and beef (largest drivers in Latin America).

During the PPG phase, stakeholder consultations and child project integration will be undertaken with the view to further develop the approved project concept into a fully formulated project document.  The final output of the initiation plan will be a UNDP-GEF project document and GEF CEO endorsement template ready for submission to UNDP and GEF. 

UNDP is seeking an Integrated Approach Pilots (IAP) Coordinator who will be responsible for IAP coordination, stakeholder consultation and management, monitoring, evaluation, and learning and other GEF requirements. 

Duties and Responsibilities

Coordinate Integrated Approach Pilots (IAP) so that all UNDP-GEF and GEF Sec requirements are satisfied in a timely manner for submission of all IAP related documents to GEF Secretariat (GEF Sec) and Council.

The coordination consultant is responsible for:

Coordination of IAP

  • Consult with Implementation Agencies (IAs) in order to understand their core programmes and fit with IAP;
  • Formalize rules of the game for decision making by Steering Committee (SC);
  • Bring on board agreed new SC members as agreed by the SC;
  • Organize and facilitate SC meetings and ensure IA coordination is running smoothly;
  • Prepare and distribute minutes for SC meetings;
  • Set agreed timelines for preparation of draft documents and reviews, and monitor and provide adaptive management;
  • Ensure coordination between the lead IAs of the child projects through setting up and facilitating a working group for lead IAs with regular meetings and reporting back to SC;
  • Ensure harmonization of the child projects at national and landscape level;
  • Lead and facilitate internal IAP communications and updates to SC and GEF secretariat;
  • Set up and manage a system to share information and documents between projects and between countries so that country governments and teams are aware of progress in other countries across child projects;
  • Set up a monitoring mechanism to ensure government engagement in all IAP countries are on track and being undertaken in coordinated manner across the child projects.  Identify risks to political relations;
  • Participate in country design workshops as necessary to inform and ensure IAP integration across countries and child projects;
  • Ensure cross cutting themes, particularly gender and resilience, are appropriately incorporated into the child projects
  • Ensure south south cooperation is robustly incorporated across the programme
  • Ensure links to SDGs are appropriately incorporated into the child projects
  • Organize SC reviews of draft child project documents and manage the process of addressing comments across the child projects.  Ensure documents are ready and pass through the multiple IA internal review processes in a timely manner. This will include organization of a SC meeting and workshop on draft documents;
  • Participate in GEF Sec IAP task force.

Stakeholder Consultation and Engagement

  • Establishment of the advisory committee, preparing TOR, inviting and following up to have committee well populated with the right mix of institutions and level of representation;
  • Coordinate consultation with donors, develop engagement strategy with IAs, support dialogue to lead to concrete alignment and co-financing, preparing messaging and meetings;
  • Coordinate consultation with international commodity initiatives, e.g. the Tropical Forest Alliance, for coordination during implementation at global and country levels, in liaison with child projects;
  • Provide updates to external stakeholders;
  • Organize one global validation workshop for IAP with key partners;
  • Review and ensure harmonization of co-financing for IAP (to avoid double accounting);
  • Support the organization of side events at any agreed key events;
  • Develop communication strategy, branding guidelines and budget for IAP, thinking through for whom, for what, how, who does what at country, project, IA and IAP level.

Monitoring, Evaluation and Learning

  • Review United Nations Develop Program (UNDP), GEF, and IA guidelines on Monitoring & Evaluation (M&E);
  • Coordinate and facilitate work of the IA M&E specialists and the development of the M&E framework for the IAP;
  • Develop a global knowledge management programme for the IAP on the integrated approach and model, to capture lessons from the child projects and operate in conjunction with the M&E system and research programme;
  • Organize IAP level M&E workshops and consultations as needed;
  • Facilitate the preparation of the GEF Tracking Tool for the IAP by the IAs.

GEF requirements

  • Ensure cross cutting issues such as resilience and gender is mainstreamed throughout IAP;
  • Work with the UNDP-GEF project design expert to prepare the project document for Adaptation child project;
  • Ensure Council comments on IAP are addressed in final documents;
  • Coordinate with Lead IAs for all documents to be submitted to GEF Sec in timely manner;
  • Incorporate Council comments into a final revised child project document;
  • Coordinate response to Council comments for all child project documents.

Key Deliverables:

  • Steering Committee meeting minutes;
  • Stakeholder engagement strategy and progress reports by November 20, , 2015;
  • Knowledge management strategy for IAP by February 28, 2016;
  • Donor (co-financing) engagement strategy and progress reports by March 30, 2016;
  • Draft project document for adaptation and learning child project by March 30, 2016;
  • Communication strategy for IAP by April 15, 2016;
  • Final project document for adaptation and learning child project by May 30, 2016;
  • Revised final project document for adaptation and learning child project by 15 July 2016.

Deliverables will be reviewed and approved by the Green Commodities Programme Global Head.

Payment Schedule:

Payments will be made upon satisfactory completion and acceptance of the deliverables by the Green Commodities Programme Global Head as per below percentages:

  • Deliverable 1: Steering Committee meeting minutes (10%);
  • Deliverable 2: Stakeholder engagement strategy and progress reports (25%);
  • Deliverable 3:  Knowledge management strategy for IAP (10%);
  • Deliverable 4: Donor (co-financing) engagement strategy and progress reports (10%);
  • Deliverable 5: Draft project document for adaptation and learning child project (15%);
  • Deliverable 6: Communication strategy for IAP (15%);
  • Deliverable 7: Final project document for adaptation and learning child project (10%);
  • Deliverable 8: Revised final project document for adaptation and learning child project (5%).

Institutional Arrangements:

  • The Consultant will be home-based with mission travel;
  • The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The Consultant will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
  • Payments will be made upon satisfactory delivery of outputs and submission of a certification of payment form, and acceptance and confirmation by the Green Commodities Programme (GCP) Global Head.  

Travel:

  • International travel may be required;
  • Any necessary missions must be approved in advance and in writing by the supervisor;
  • The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;
  • Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • Consultants are required to comply with the United Nations (UN) security directives set forth under https://dss.un.org/dssweb/
  • Consultants are responsible for obtaining any visas and security clearances needed in connection with travel with the necessary support from UNDP;
  • Consultants will be responsible for making their own mission travel arrangements in line with UNDP travel policies;
  • All related travel expenses will be supported by the project travel fund and will be reimbursed as per UNDP rules and regulations upon submission of an F-10 claim form and supporting documents.  Costs for airfares, terminal expenses, and living allowances should not be included in financial proposal.

Required Skills and Experience

Education:

  • Bachelor’s degree in management, business, marketing, environment, agricultural, rural development, economics or any closely related field;

Experience:

  • At least 3 years’ experience working with commodities, supply chains, and/or environmental sustainability (Max 20 points);
  • Experience in  gender within supply chains desirable (Max 5 points);
  • Proven management and coordination experience of multi-stakeholder initiatives (Max 15 Points);
  • At least 2 years’ experience with communications, defined by publishing communications products, developing communications strategies, managing websites, branding initiatives is an advantage (Max 20 points);
  • Experience on monitoring and measuring programmes preferable (Max 10 points).

Language:

  • Excellent oral and written communications and presentation skills in English (Max 10 points).

Evaluation method:

  • Only those applications which are responsive and compliant will be evaluated;
  • Offers will be evaluated according to the Combined Scoring method – where the technical criteria will be weighted at 70% and the financial offer will be weighted at 30%;
  • The technical criteria (education, experience, language [max 90 points], proposed methodology [20pts], and interview [max 30 points]) will be based on maximum 140 points. Only the top 3 candidates scoring 63 points or higher from the review of education, experience and language criteria will be considered for the interview;
  • Applicants obtaining 70% of the combined total technical points (education, experience, languages, proposed methodology, and interview) will be considered for financial evaluation;
  • Financial score (max 100 points) shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal of those technically qualified;
  • The financial proposal shall specify a total lump sum amount, including breakdown per deliverable. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this lump sum amount (including number of anticipated working days and all foreseeable expenses for this assignment). Costs for mission travel should not be included in financial proposal;
  • Applicant receiving the Highest Combined Score per region and has accepted UNDP’s General Terms and Conditions will be awarded the contract.
