Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women. UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

UN Women Egypt Country Office is based in Cairo, and works in the three priority areas: Leadership and Political Participation; Economic Empowerment; Ending Violence Against Women;

UN Women Egypt Country Office in Cairo is looking to hire an independent national consultant to document Egyptian model developed under the “Safe Cities – EVAW Project”. The consultant will work under the direct supervision of Violence Against Women (VAW) Project Officer, and overall guidance of Deputy Country Director.

Development objective

The work of consultant for the Process Documentation and Knowledge Management will contribute to the development objective of reducing the prevalence of Violence Against Women and Girls in targeted urban areas.

Immediate objective

The immediate objective of consultant’s work is Knowledge management and replication of good practices gainder of the development interventions.

Duties and Responsibilities

The consultant is expected to deliver the following results:

  • Development of a process documentation strategy in line with UN Women CO requirements;
  • Documentation of the Cairo Safe cities model – in consultation with the partners and UN Women staff;
  • Preparation of Cairo model toolkit for sharing and replication in other countries;
  • Reporting to the UN Women Egypt CO;
  • Perform any other duties as request by the UN Women Egypt CO.

Required Skills and Experience

Education:

  • Master’s degree in a relevant field such as international development, gender studies or similar field supported by relevant experience.

Experience:

  • At least 5 years of demonstrated work experience in development interventions with a focus on gender equality and/or ending violence against women;
  • Proven experience in Process Documentation and Knowledge Management;
  • Previous experience working/consulting for international projects/programmes; preferably within the UN System.

Computer Skills:

  • Proficient computer skills, specifically with Microsoft Office tools, as well as planning, monitoring and cooperation online tools and portals.

Language:

  • Fluency in English and Arabic, excellent spoken and written skills.

Evaluation Criteria:

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Individual consultants will be evaluated based on the following methodology:

Criteria Weight Technical: 70%:

  • Criteria: At least 5 years of demonstrated work experience in development interventions with a focus on gender equality and/or ending violence against women (15 points);
  • Criteria: Previous experience working/consulting for international projects/programmes; preferably within the UN System (15 points);
  • Criteria: Master’s degree in a relevant field such as international development, gender studies or similar field supported by relevant experience. (10 points);
  • Criteria: Proficient computer skills, specifically with Microsoft Office tools, as well as planning, monitoring and cooperation online tools and portals (5 points);
  • Criteria: Fluency in English and Arabic, excellent spoken and written skills.. (Weight 5%; maximum obtainable points 5);
  • Criteria: A brief methodology on how the applicant will approach and conduct the work (up to 1500 words) (20 points).

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/ (Bid of the Consultant) x 30

"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
