Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.  Within the context of the Regional Office for the Arab States (ROAS), this support extends to key partners, such as the League of Arab States, which this position will support under the supervision and guidance of the Regional Women, Peace, Security and Humanitarian (WPS/H) Advisor.

UN Women’s ROAS has been supporting the League of Arab States’ Department of Women, Family and Childhood Department within the Social Affairs Sector through a Letter of Agreement (LoA) to provide technical and administrative assistance to LAS in implementing its Strategic Framework for the Regional Action Plan for Women, Peace and Security in the Arab Region.

UNSCR 1325, adopted by the United Nations Security Council in October 2000, aims to protect women and girls from conflict-related sexual violence and ensure women’s active participation in peace processes, peace-building, and all decision-making related to peace and security.  This consultancy will provide support to the WPS/H Advisor in the review and synthesis of regional reports, from Arabic into English, as well as providing technical and training support to the LoA activities during the consultancy period.  Some of the work will be home-based, and other elements will be with the WPS/H Advisor.

Duties and Responsibilities

Summary of key functions:

Under the direct supervision of the WPS/H Advisor in the ROAS, the WPS Consultant will be responsible for delivering the following products and services.

Description of Responsibilities:

Synthesis of National SCR 1325 NAP Reports - Timeframe:  10 days

  • Read all of the reports provided by the LAS, preparing a synthesis of each one in Arabic and English;
  • Prepare a covering document identifying common issues/challenges reported as well as good practices and potential areas for capacity building;
  • Synthesis documents, with overarching cover document, in English and Arabic, in hard and soft copy.

Research support - Timeframe:  15 days

  • Undertake research to gather global good practices and analyses on National Action Plans.
  • Undertake a desk review to develop a list of sources of information and expertise, both individual and institutional.

Deliverables:

  • “Pocket guide” to available resources in Arabic and English, highlighting expertise, good practices, and institutional and individual resources.

Support to trainings, workshops and conferences Timeframe:  25 days

  • Support the WPS/H Advisor and LAS as needed to ensure the success of the scheduled events, including note-taking and reporting, documentation translation, etc.;
  • Using the “pocket guide” as a foundation, support the WPS/H Advisor in the development of online and onsite training modules regarding UNSCR 1325 and other related SCRs, in Arabic and English.

Deliverables:

  • One set of training modules on UNSCR 1325, etc., developing NAPs, and related topics.
  • One webinar/online training module in Arabic and English.

Required Skills and Experience

Education:

  • Master’s Degree in political science, human rights, development cooperation, gender studies, women’s rights, public administration, or other related fields with a minimum of 6 years of relevant experience;
  • A Bachelor’s degree with a minimum of 8 years of relevant experience will be considered.

Experience:

  • Minimum of 6 years of progressively relevant professional working experience, in the fields of Women, Peace and Security, Human Rights, and/or Gender/Women’s Rights;
  • Demonstrated research and reporting experience in the WPS/H fields;
  • Demonstrated experience in training in the WPS/H fields with government, international and civil society partners;
  • Experience working in and with government institutions an asset.

Language Requirements:

  • Fluent/professional spoken and written English and Arabic.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight: 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Minimum of 6 years of progressively relevant professional working experience, in the fields of Women, Peace and Security, Human Rights, and/or Gender/Women’s Rights. (10%)
  • Demonstrated research and reporting experience in the WPS/H fields. (30%)
  • Demonstrated experience in training in the WPS/H fields with government, international and civil society partners.  (20%)
  • Experience working in and with government institutions in the region an asset. (10%)

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical). The points for the Financial Proposal will be calculated per the following formula:

(Lowest Bid Offered)/(Bid of the Consultant) x 30
Note: "Lowest Bid Offered" refers to the lowest price given by Offerors scoring at least 49 points in the technical evaluation.
