Background

Southwest Albania experienced a critical flooding last February 2015, affecting a considerable part of its population and causing significant damages and losses especially to the agriculture sector and the flood protection infrastructure.

The Government, with EU, UN and WB support, embarked on a damage and loss assessment which followed the structure of a simplified post-disaster needs assessment (PDNA) aiming at the assessment of main sectorial damages in order to reorient, mobilize and budget the appropriate resources and propose appropriate interventions.

The local drainage boards, with TA assistance, identified 33 urgent interventions necessary for restoring the pre-floods protection and I&D infrastructure. This initial list was further prioritized by the Ministry of Agriculture indicating the 17 most urgent and necessary sub-projects to be completed first and possibly prior to the next rainy season. The EU Delegation in Albania responded to this Government emergency through re-programming 6 MEUR of its past IPA allocation to Albania and identifying UNDP Albania as the implementing partner that would ensure an expedited and professional implementation of the above Government priority rehabilitation interventions.

The present project is developed under the abovementioned context and will mainly provide support to the reconstruction of 17 selected flood-affected infrastructures consisting mainly of 16 kilometers of river embankments and irrigation & drainage channels and the rehabilitation of the Akerni pumping station. Along with the quality of works, time of completion and therefore the fast implementation pace is a critical factor

Duties and Responsibilities

Under the overall supervision  of the  Operations Manager and  in  close cooperation  with the Floods Project  National Civil Engineers and National Project Manager, the Mechanical Engineer will provide technical assistance and expertise including:

  • Review the evaluation of bids - assessment of offerors' competency and experience as per the ITB requirements.
  • Analyse measures, quantities and description of each item in the offers against the original Bill of Quantity (BoQ).
  • Analyse and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company or project civil engineer, and to assess whether they are realistic.
  • Analyse and review if the offered technical specifications are in accordance to the advertised ones.
  • Provide a written report / independent evaluation report of the bids as a quality assurance mechanism to the process of bid evaluation carried out at the CO level.

Deliverables:

  • An independent evaluation report for the bids received as a result of the tender process.

Duration of Assignment:

The duration of the assignment will be 15 working days within October - November 2015.

Required Skills and Experience

Education:

  • University degree in Mechanical Engineering preferred;

Work experience:

  • Senior professional level with a minimum of ten years of practical experience in the related fields.
  • International experience is an advantage;
  • Knowledge of procurement, tendering and contracting regulations, requirements of international organizations such as UNDP, EC and IFIs etc;
  • Experience in working in complex environments and large infrastructure and/or civil works.

Language requirement:

  • Fluency in both written and spoken English and ability to communicate well is preferable.

Evaluation of Applicants:

Individual consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Expertise as Mechanical engineer in complex environments and large infrastructure and/or civil works/pumps station – max points: 40

Criteria B: Educational background– max points: 10

Criteria C: Experience handover certificate of EC projects: max points: 20

Financial Criteria - 30% of total evaluation – max points: 30
