Background

In line with the UN Partnership Assistance Framework with the Royal Thai Government (2007-2011), the project document of ‘Catalyzing Sustainability of Thailand’s Protected Area System (CATSPA” was developed by the Department of National Parks, Plants and Wildlife Conservation (DNP), under the Ministry of Natural Resource and Environment (MONRE) in close collaboration with UNDP, for the funding support from the Global Environment Facilities (GEF).

The four-year, 3.36 M project aims to overcome barriers to sustainability of Thailand’s protected area (PA) system, by looking into effective management and sustainable financing of protected areas.

The project will also build the confidence and capacities of the PA management authorities and provide them with resources to test innovative PA management and financing schemes. In addition, it will support development of appropriate incentives, establishment of an effective monitoring system, and community participation in conservation efforts.

Systemic barriers will be addressed at the national level, while demonstrations of strengthened PA management on the ground through sustainable financing will be done at demonstration sites. These demonstrations will include, for example, developing novel models of PA management, increased participation by local communities and other stakeholders, and mobilization of diversified revenue sources, supported by improved knowledge-based planning and accounting systems.

Financial management capacity weaknesses and systemic barriers to effective management and budgeting will be addressed at the national level, while demonstrations of strengthened PA management, design of new financing mechanisms, and the increased use of improved models of PA management and co-management will be pursued at the four pilot cases: (1) Doi Inthanon National Park, (2) Kao Chamao National Park and Eastern Forest Complex, (3)Tarutao Marine National Park, and (4) Klong Lan National Park + Maewong National Park + Huay Kha Kaeng Wildlife Sanctuary as part of the Western Forest Complex.

Lesson learned and gaining knowledge from key four pilot sites as well as effectiveness protected areas and sustainable financing for PA capacity building and new policies approaches need to be systematically captured and communicated and advocated through appropriated communications means and materials, such as policy brief, training curriculums, e-newsletter, books, videos or social media etc. All those need an experiences communicator to handle it specifically because the project implementation is being producing outputs in this middle- project period. 

Duties and Responsibilities

Objective of assignment:

The objective of the assignment as a Communications and Knowledge Management Consultant to capture and communicate and advocate through appropriated communications means and materials in order to ensure visibility and increased impact of the effectiveness PA and sustainable financing for PA policy and conservation work with key stakeholders, including the key DNP, key DNP policy audiences and stakeholders, on-line and off-line media, NGOs, donors, CATSPA Partners

Scope of Work:

In close collaboration with CATSPA Project Manager, and project’s core team at Department of National Park, Wildlife and Plant Conservation (DNP), and UNDP programme officer and advisor the individual contractor will undertake list of activities below:

 Strategic:

  • Brainstorms story ideas or themes for upcoming priority issues;
  • Ensure a consistent voice and adherence to CATSPA articles and publications to the intended scope and target audiences, as well as the publication’s quality standards and style guidelines;
  • Develop media ‘narratives’ for CATSPA’s work and get coverage in traditional and social media;
  • Maintain relationships with journalists, in particular environmental correspondents in BKK;
  • Contribute to the identified of communication needs and solutions around CATSPA’s events;
  • Populating CATSPA’s website, blogs, newsletter with compelling stories based on experiences gathered in the targeted sites.

 Operational:

  • Create, maintain, update and plan content for the CATSPA website, blog and other relevant online platforms including social media;
  • Edit, design and publications, including policy briefs;
  • Writing and editing fact sheets, newsletters, position papers, website articles and other communications material;
  • Monitor news that are relevant to the policy and conservation work of CATSPA;
  • Support CATSPA in the production of communication products to be used at national level;
  • Edit the annual Achievement Report of CATSPA and other relevant publications;
  • Support CATSPA in conveying to media, policy-makers and other external stakeholders its position on the key areas affecting PA management.

Required Skills and Experience

Education:

  • Thai National only with Bachelor’s degree in journalism, mass communication or a closely related field or equivalent relevant work experience.

Experience:

  • At least 15 years of experience as technical expert on journalism, communication or media with strong knowledge and background in writing, design and communication production.

Language:

  • Good command of English both spoken and written.

Final Products:

The Consultant is expected to deliver the following outputs:

Deliverable 1:

  • CATSPA Communications work plan;
  • Edited Thai version of the Saving Thailand’s natural heritage preparing a national protected areas system plan’s report;
  • Templates of CATSPA’s E-newsletter / news on board;
  • Update CATSPA implementation progress in website, blog and social media;
  • At least 2 CATSPA publication or communications material as requested.

Deliverable 2:

  • At least 2  lesson learned and best  practices of the project sites and CATSPA project;
  • Uploaded Thai and English version of the Saving Thailand’s natural heritage preparing a national protected areas system plan’s report  on the CATSPA website;
  • Edited Thai version of the Parks for Life: Why we love our nature parks book;
  • At least 2 sets of CATSPA knowledge based on the Saving Thailand’s natural heritage preparing a national protected areas system plan’s report for New PA management approaches conference;
  • A monthly CATSPA’s E-newsletter / news on board;
  • At least 2 news of CATSPA activities on website, blog and social media;
  • At least 2 CATSPA publication or communications material as requested.

Deliverable 3:

  • At least 2  lesson learned and best  practices of the project sites and CATSPA project;
  • At least 2 sets of CATSPA knowledge based on the Saving Thailand’s natural heritage preparing a national protected areas system plan’s report for New PA management approaches conference for New PA management approaches conference;

Provision of Monitoring and Progress Control:

A consultant will report to UNDP Programme Specialist, Inclusive Green Growth and Sustainable Development Unit through:

  • Dr. Prasert Sornsatapornkul, CATSPA Project Director, Department of National Park, Wildlife and Plant Conservation
  • Ms.Radda Larpnun, CATSPA Manager, Department of National Park, Wildlife and Plant Conservation

Documents to be included when submitting the proposals:

Interested individuals must submit the following documents /infor:mation to demonstrate their qualification, experience and suitability to undertake the assignment.

All below supporting documents must be part of the detailed CV and uploaded as one document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P.11, indicating all past experience from similar projects, as well as the contact details email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Financial Proposal:

The contract will be based on lump sum payment including Professional Fee. The financial proposal will specify the lump sum professional fee (with breakdown of daily fee x number of working days) in Thai Baht. The payments will be made to the Individual Consultant based on the completion of the deliverables indicated in the TOR.  To submit Financial Proposal, please use Template of Submission of Financial Proposal Template provided in Annex IV.

Any required travel related to the assignment will be agreed with UNDP separately and compensated according to UNDP rules and regulations.  UNDP may arrange air ticket or the Individual Contractor may need to arrange air ticket by his/her own and the Economy Air Ticket Cost shall be reimbursed at actual but not exceed the price quoted by UNDP’s travel agent. The Individual Contractor shall receive living allowance and Terminal Expenses in locations as assigned according to UNDP Rules and regulations. The living allowance rate in locations shall be agreed prior to travel.

Evaluation:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation
