Background

The Sharing and Learning on Community Based Disaster Management in Asia (CBDM Asia) Project aims to strengthen regional south-south cooperation and build a strong global network for disaster-prone countries in Asia through peer-learning initiatives on community based disaster management. The project is supported by DFID and has been successfully implemented from October 2012 to June 2015 for the first phase. Based on consultations with stakeholders and recommendations from independent evaluation for Phase One, DFID decided to continue the Project for the second phase for the next 2.5 years. Bangladesh and Nepal will continue to be partner countries of the second phase. UNDP is responsible for the project management.

The CBDM Asia project during its first Phase has made sound achievements in strengthening partnership among partner countries, facilitating experience sharing through demonstration communities and exchange activities, establishing research and communication platforms for sharing and learning among different CBDM cohorts. A series of good CBDM experiences were documented and disseminated, and some learning and new knowledge were put into practices by peer communities as well.

For Phase II, the outcome of the Project remains the same as phase one, and the outputs were slightly modified as below to reflect earlier experience of implementation:

  • Output 1: Mutual understanding of the international development practices on disaster management improved between China, UK and other developing countries in Asia.
  • Output 2: Exchanges of practice on community-based DRR enhanced among practitioners and communities.
  • Output 3: Research collaboration strengthened and capacity improved among research institutes in China, UK and other developing countries in Asia.
  • Output 4: Information platforms set up for dissemination of CBDRR.

Objective:

The consultant will help to establish and implement a sound M&E framework for the programme management, improve M&E capacity of the project M&E staff and make recommendations to improve project design and implementation in ensuring its efficiency and effectiveness of the second phase.

Methodologies and Scope of the Work:

As such, the Project is looking for a consultant to work in close coordination with the UNDP project management unit (PMU), DFID, and project partners. The consultant will be mainly work at home/ in Beijing, with possible travels to project related areas when needed. The expert might be invited to join programme scoping exercises or meetings with key partners, including relevant ministry bodies and research institutions. 

Duration of work:

  • 12 working days from 7 October - 6 November 2015;
  • 7 working days in August 2016 (specific days to be defined);
  • 7 working days in January 2017 (specific days to be defined).

Duties and Responsibilities

Under the direct supervision of the UNDP Project Manager, the consultant will be responsible of the following key tasks:

Project inception:

  • Review and revise the implementation plan of the project to reflect strategic objectives of project partners and latest development in the international, regional, national and local context;
  • Develop a draft Monitoring and Evaluation Framework for the Project;
  • Elaborate the design matrix, theory of change and project logframe including baseline, targets, indicators and specific benchmarks at impact, outcome, output and activity levels;
  • Develop a clear communication strategy as part of the M&E system; organize M&E workshops/meetings for project partners;
  • Recommend methodologies and benchmarks for annual, mid-term and final reviews as well as independent evaluation of the project;
  • In liaison with the project management staff and the stakeholders, make recommendations for monitoring project performance and taking appropriate corrective operational and programmatic measures to enhance quality assurance.

Project implementation:

  • Provide technical support during the annual project reviews and to the project steering committee (PSC). The PSC consists of representatives from key stakeholders and oversees project implementation including approval of overall and annual work plans, annual budget, and annual progress reports;
  • Assist in coordinating regular reviews of the Project, and prepare reports for the PSC and the donor agency;
  • Provide coaching for M&E staff during the implementation of M&E process.

Deliverables:

  • Draft Monitoring and Evaluation Framework for the project Sharing and Learning on Community Based Disaster Management in Asia;
  • A revised implementation plan developed, including refreshed narrative of Theory of Change, project logframe, climate/environment and gender considerations, risks & mitigation, methodologies and benchmarks of the project M&E;
  • Communication strategy (supported by a stakeholder map) delivered and applied;
  • Targeted workshops/meetings organized for key stakeholders;
  • Recommendations of corrective operational and programmatic measures that need to be taken to enhance the effectiveness and efficiency;
  • Technical support and regular programme reviews coordinated for quality assurance of project reports.

Working schedule:

  • By 6 November 2015,  deliverables (Point 1 to 4);
  • On annually basis, deliverable (Point 5, 6).

Competencies

  • Strong statistical and analytical, quantitative and qualitative research skills;
  • Strong knowledge/experience of results-based management;
  • Strong drafting skills;
  • Knowledge of computer management, internet navigation and various office applications;
  • Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization;
  • Good negotiation and communication skills.

Required Skills and Experience

Education:

  • Advanced university degree in social sciences, political sciences, development management or a related technical field.

Work experience:

  • The consultant must have a minimum of 10 years demonstrable expertise at the national and international levels in strategic planning, Project monitoring and evaluation, practical experience in community-based research;
  • Good knowledge of DFID standards and UNDP planning and programming instruments is an asset.

Language Requirement:

  • Fluency in English.
