Background

In line with the UN Partnership Assistance Framework with the Royal Thai Government (2007-2011), the project document of ‘Catalyzing Sustainability of Thailand’s Protected Area System (CATSPA” was developed by the Department of National Parks, Plants and Wildlife Conservation (DNP), under the Ministry of Natural Resource and Environment (MONRE) in close collaboration with UNDP, for the funding support from the Global Environment Facilities (GEF).

The four-year, 3.36 M project aims to overcome barriers to sustainability of Thailand’s protected area (PA) system, by looking into effective management and sustainable financing of protected areas.

The project will also build the confidence and capacities of the PA management authorities and provide them with resources to test innovative PA management and financing schemes. In addition, it will support development of appropriate incentives, establishment of an effective monitoring system, and community participation in conservation efforts.

 Systemic barriers will be addressed at the national level, while demonstrations of strengthened PA management on the ground through sustainable financing will be done at demonstration sites. These demonstrations will include, for example, developing novel models of PA management, increased participation by local communities and other stakeholders, and mobilization of diversified revenue sources, supported by improved knowledge-based planning and accounting systems.

Financial management capacity weaknesses and systemic barriers to effective management and budgeting will be addressed at the national level, while demonstrations of strengthened PA management, design of new financing mechanisms, and the increased use of improved models of PA management and co-management will be pursued at the four pilot cases: (1) Doi Inthanon National Park, (2) Kao Chamao National Park and Eastern Forest Complex, (3)Tarutao Marine National Park, and (4) Klong Lan National Park + Maewong National Park + Huay Kha Kaeng Wildlife Sanctuary as part of the Western Forest Complex.

Lesson learned and gaining knowledge from key four pilot sites as well as effectiveness protected areas and sustainable financing for PA capacity building and new policies approaches need to be systematically captured and communicated and advocated through appropriated communications means and materials, such as policy brief, training curriculums etc. All those need an experiences knowledge management and monitoring and evaluation to handle it specifically because the project implementation is being producing outputs and replicating in this project period.

Duties and Responsibilities

Objective of assignment:

The objective of the assignment is to support the Catalyzing Sustainability of Thailand’s Protected Areas System (CATSPA) project on (1) developing  training curriculum and other related knowledge management materials; as well as improving the monitoring and documentation systems.

 Scope of Work:

The individual contractor will work closely the Project Director, the Project Manager, and Project Management Unit, and other consultants.

The Knowledge Management and M&E Specialist will ensure that the activities related to the Knowledge Management and M&E are carried out in accordance with the requirements and standard set in the logical framework and the ensuing work plans.  The scope of work will include:

Training Curriculum and Knowledge Management Materials:

  • Design the KM system for the compilation of the training curriculum and materials using for capacity development of the project;
  • Collect information related to training and capacity development activities organized by the Project;
  • Initiate/ synthesize information to developing knowledge management materials and training modules/ curriculum on the issues related to the project’s outcomes, including (1) Sustainable Financing (2) Complex and Corridor Management (3) Partnership Building and Participatory Approach to PA Management, and others as identified and agreed with DNP, UNDP, and the Project Management Unit;
  • Compile the training materials and develop the training curriculum.

M&E:

  • Contribute to the review and adjustment of the logical framework, based on the recommendations from the Midterm Review Report;
  • Assist in the modification of the M&E system and the data collection which will be used for reporting purposes;
  • Assist in the compiling, collating and analyzing the data and information gathered from the Project with the use of classification of M&E data and information;
  • Develop Term of Reference (ToR) for external final evaluation purposes;
  • Assist in the development of Lesson Learned and Best Practices of the Project with the use of data and information from Project intervention, if necessary.

Competencies

Functional Competencies:

  • Expertise in a broad range of protected areas management issue in developing countries; including biodiversity conservation, institutional capacity development;
  • At least 5 years of experience in project management, M&E, trainings and capacity development;
  • Experienced in working with the UN or other International development organizations;
  • Familiarity with the GEF project implementation will be an asset;
  • Excellent writing skills;
  • Good presentation and facilitation skills

Required Skills and Experience

Education:

  • Thai National only with Master’s degree in relevant filed such as environment, natural resource management, international development, project management, development studies, economics, social sciences, and/or other related fields.

Experience:

  • At least 5 years of experience in project management, M&E, trainings and capacity development.

Language:

  • Good command of English both written and spoken.

Final Products:

The consultant is expected to deliver following;

  • Completion and submission of the training curriculum compilation;
  • M&E data compilation;
  • Monthly progress report to be submitted at the end of each month, detailing the task performed and deliverables and work plan for the following months.

 Provision of Monitoring and Progress Control:

The consultant will report to the Programme Specialist, Environment Unit, UNDP Thailand

Documents to be included when submitting the proposals

Interested individuals must submit the following documents /infor:mation to demonstrate their qualification, experience and suitability to undertake the assignment.

All below supporting documents must be part of the detailed CV and uploaded as one document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or P.11, indicating all past experience from similar projects, as well as the contact details email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Financial Proposal

The contract will be based on lump sum payment including:

Professional Fee.

The financial proposal will specify the lump sum professional fee (with breakdown of daily fee x number of working days) in Thai Baht. The payments will be made to the Individual Consultant based on the completion of the deliverables indicated in the TOR.  To submit Financial Proposal, please use Template of Submission of Financial Proposal Template provided in Annex IV.

Any required travel related to the assignment will be agreed with UNDP separately and compensated according to UNDP rules and regulations.  UNDP may arrange air ticket or the Individual Contractor may need to arrange air ticket by his/her own and the Economy Air Ticket Cost shall be reimbursed at actual but not exceed the price quoted by UNDP’s travel agent. The Individual Contractor shall receive living allowance and Terminal Expenses in locations as assigned according to UNDP Rules and regulations. The living allowance rate in locations shall be agreed prior to travel.

Evaluation:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight - 70%;
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation.
